1. Current infrastructure - Until the whole network of utilities has been upgraded and flood defences have been implemented, anymore additional strain will result in catastrophic failures and more flooding.
2. Flood Risk - Despite proposed flood alleviating systems, there will be many issues with flood risk to the rest of the village.
3. Travel - Increased traffic in an area that is already gridlocked, impact on emergency services, generally inefficient public transport with stations that are inaccessible to all in the surrounding area.
4. Junction - The junction at the Merrie Harriers is already jammed and adding an additional junction for cars entering and exiting the development will only exacerbate the traffic issue.
5. Impact on local doctors and schools - will create more pressure on services that are only strained.
6. Green space - the natural environment is important to well-being. We can no longer destroy wildlife natural habitats, without local and global consequences.
7. Over development will risk loosing the important village community and identity.
There are many more implications if new homes are built anywhere without a sustainable infrastructure in place first.
I am writing to object vigorously to the proposed building of homes in the Dinas Powys area and specifically at this time the Eastbrook proposed development of 250 homes
I have live in Dinas Powys for nearly 40 and never have I felt so vulnerable and trapped and my life is dictated by such things as being able to access a doctor, being able to just "pop" to the shops and the constant noise and pollution from the traffic that goes through our village. Even just walking along the main Cardiff Road you feel like you take your life in your hands. I herewith list my objections.
1. The current infrastructure, is at breaking point and any further additional strain on these systems will see more and more recurrences of the flooding incident in 2020. The river did overflow in 2020, but most of the house on the Southra Park estate were flooded by blocked and overflowing drains. more recently the serious water pipe burst and its repercussions on other pipes in the system only goes to show how vulnerable the systems are to change. Until the whole network of utilities has been upgraded and flood defences have been implemented, anymore additional strain being put on these will result in catastrophic failures and more flooding.
2. Flood Risk Although according to presentations there would be flood alleviating systems would be put in place for these homes. all water flows downhill and with more and more hard surfaces, it flow faster and faster, this does not allow the time for the water to slowly soak away. I could go on there are many issues with the flooding risk to the rest of the village if these homes are built
3. .Travel Dinas Powys is already grid locked at certain times of the day and 250 home equal 500 cars it makes no odds that active travel is encouraged, because if you need to get somewhere you will take the quickest and most convenient way of getting there. how many families will collect their children after a day at school and make them walk to the relevant rail/bus stop to get to an after school activity in a place where generally there is no public transport. Drop one child off and then go deliver another, come back to collect etc. public transport doesn't fit with peoples busy lives these days and until it does everyone will still use their cars. the local roads are too dangerous to cycle on. There is no disabled access to Eastbrook Station and the Steps at Dinas Powys station are lethal. The trains at commuting times are packed already. and buses take forever to get anywhere and don't generally go where you want them to. Emergency services are currently impeded by the current traffic levels, more traffic from more homes will exacerbate this and lives will be at stake.
4. Junction The junction at the Merry Harriers is a log jam and backs up regularly. add another junction into the the scenario and there will be tail backs for who knows how far. Cars from Cardiff entering the new estate will need to turn right across the traffic, how will this not impact on traffic flow. I suggest monitoring of the road particularly at school end of day with all the children from Ysgol Y Deri dispersing in their transport who do not live locally, plus local school traffic.
5. Doctors and Schools all these sorts of services are at critical mass and any more pressure on our services will mean current residents who still are unable to access particularly healthcare, and our service providers will become ill because of the pressures these expectations put on them and the services will fail completely.
6. Green Spaces as we all found out during the Covid epidemic Green space and the natural environment is important to our well being and with global warming this natural environment is becoming more and more critical in our world. We can no longer destroy wildlife natural habitats, without global consequences! never mind locally
7.community and Village Identity Engaging as a community and belonging is part and parcel of being human, over development will risk loosing the important village community and identity.
These objections are just the tip of the iceberg. there are many more implications if new homes are built anywhere without a sustainable infrastructure in place first.

if safe active travel route to Pen y Garth school would benefit the Welsh language as would be closest primary school to this site.
My main concern is the potential increase in traffic, however this could be mitigated and other Dinas Powys residents could be enabled to reduce their car use if links to public transport and active travel routes are put in place before anyone moves into this site. Extend bus lane/shared use path to last house currently on Cardiff Road. Provide a safe coherent cycle route to Baron's Court and links to Pont y Werin and along Penarth Rd. Eastbrook station to have lift/ramp and safe walking route there. All houses to have secure cycle parking.

Traffic Congestion and Infrastructure Strain- The Eastbrook and Dinas Powys area is already heavily congested, with Cardiff Road frequently experiencing long tailbacks at peak times. Dinas Powys has become a bottleneck for traffic travelling to Barry and surrounding areas, and the existing road network is simply not capable of absorbing the impact of hundreds of additional vehicles. With 250 new homes, the development would inevitably introduce 250 or more extra cars onto an already overstretched route, worsening congestion and increasing journey times for residents, commuters, and emergency services.
Flooding Concerns- The fields earmarked for this development are known to be waterlogged and prone to flooding. These natural floodplains currently play a vital role in absorbing excess water. Building on them would not only remove this natural buffer but also heighten the risk of flood damage to existing homes and infrastructure. The community has already experienced continual flooding issues, and this proposal would exacerbate an already serious problem.
Unsuitable Location for Large-Scale Development- Given the traffic pressures, the flood risk, and the limited capacity of local infrastructure, Eastbrook is not an appropriate location for a development of this scale. More suitable areas must be considered-locations that do not compromise road safety, increase flood risk, or place additional strain on a community already struggling with congestion. I strongly urge the planning authority to reconsider this proposal and explore alternative sites that can accommodate new housing without causing significant harm to the environment or the wellbeing of local residents.

I oppose the proposed construction of 250 houses in Eastbrook Dinas Powys due to several reasons. The need for new houses is questionable given the falling birth rate. Flooding risks will increase as development encroaches on flood plains, despite the proposed SuDS. Active travel is impractical for new residents, and existing services are at capacity. The village's identity may be compromised by merging with nearby communities, and wildlife habitats will be destroyed. Access issues caused by bus lane. The Eastbrook site was proposed a few years ago but was turned down, nothing has changed since.
We object to the proposal to build 250 houses in Eastbrook Dinas Powys for the following reasons:-
1) The requirement for 250 houses in Eastbrook is not needed in view of the falling birth rate.
2) The increased risk of flooding of the east brook and the River Cadoxton. Dinas Powys is subject to frequent flooding affecting a large number of properties. The building and concreting over of this flood plain will lead to a major increase in flooding events in the village. The proposal of SuDS is not a solution.
3) The proposal that Active Travel will be used by the new residents is ridiculous. The 250 houses proposed will result in at least 400 cars. Walking to Eastbrook railway station is impossible for wheelchair users, push chairs and anyone who is not fit due to the roadside infrastructure. The station has no access for these category of people to the Barry platform.
4) Services such as the Dinas Powys Medical Centre and the infant schools are already at peak capacity and cannot absorb the increased population.
5) The village would lose its identity by joining up with Llandough and Penarth. This would result in a loss of community wellbeing.
6) Destruction of the Gren Belt and particularly the wildlife would occur.
7) Access to the site will entail crossing the road lane set aside for ambulances, buses and taxis to avoid the already long tailback of traffic not only at peak times of day.
8) The Eastbrook site was proposed a few years ago but was turned down. We cannot see that anything has changed to make it viable now.

Little. If this is your main concern you are delusional. It's a shame there is no local election this year as Labour have no chance of being re elected locally
I am concerned about flooding on Cardiff Road and Dinas Powys properties, worsened by building on fields that increase surface runoff. The local infrastructure, especially roads, is already at capacity, and new housing sites will cause further gridlock and safety issues. There is a lack of sustainable travel options, with narrow pavements and no cycle lanes. The development threatens green belt and woodland areas, harming local ecology. The cumulative impact of multiple sites amounts to over-development, placing an unsustainable burden on the community. GP already over capacity since taking on Penarth and Grange town patients.

Cardiff road and Dinas Powys properties have suffered from severe flooding with the road nearly impossible recently. Building on these fields will increase surface run off and increased flooding

The local road network, particularly the primary routes through Dinas Powys and Llandough, is already at absolute capacity. Increasing the volume of housing via sites such as 444 and HG1 KS2 will lead to further gridlock on the Cardiff Road. The existing infrastructure is insufficient to support the resulting increase in traffic, posing risks to both road safety and local air quality.
3. Lack of Sustainable Travel Options
Despite the proximity to existing settlements, these sites suffer from a lack of adequate travel infrastructure due to narrow pavements, absence of cycle lanes, poor accessibility via the footbridge only to Eastbrook station.
4. Destruction of Green Belt and Woodland
The proposed development would result in the irreversible destruction of the local Green Belt. Furthermore, I am deeply concerned about the impact on local sites of woodland interest. These areas provide essential ecological buffers and are vital for local biodiversity; their removal for housing is environmentally unjustifiable.
5. Cumulative Impact
The inclusion of multiple sites, including the "small" section off Cardiff Road (Site 444) and the developments in Llandough, represents an over-development of the area. While I note that Site 429 (Pen-y-Turnpike Road) was not accepted, the remaining proposed sites still place an unsustainable burden on the community.

Local amenities-including the GP surgery, schools, and other essential services-are already operating at full capacity. Adding hundreds of new households without substantial investment in infrastructure will place an unsustainable burden on services that are already struggling to meet current demand.
4. Availability of alternative sites
Given the scale of the proposed development, it is reasonable to expect that alternative, more suitable sites exist within the wider area. A location that does not sit on a floodplain, does not feed directly into an already congested road network, and can be supported by local services should be prioritised.
For these reasons, I strongly oppose the current proposal. I urge the planning authority to reconsider the suitability of this site and to explore alternative locations that would better support both existing residents and future housing needs. Thank you for considering my objections.

Significant improvements in public transport and active travel infrastructure should be planned and undertaken prior to any further housing development. I object as the proposed use goes against the RLDP Objective 5 – Protecting and Enhancing the Natural Environment, Objective 4 – Placemaking and Objective 2 - Improving Mental and Physical Health and Well-being. The site is located in an area of natural beauty and tranquillity, heritage rural setting and crossed by a public right of way for local walkers.

I object to the proposed Dinas Powys development ref hg1ks2.
As a full time worker who commutes into Cardiff on a regular basis by train, there simply isn’t capacity on the line for additional commuters. On several occasions I have been unable to board the train as carriages have been too full to allow more passengers on already by the Eastbrook stop. A key reason this site appears to have been chosen for the development is its proximity to the train station however there is no capacity to support more commuters on the line, how can this rationale be supported?

Demographic dilution of Welsh speakers, negative impact in forcing existing locals away from the village. These people are more likely to be Welsh speaking than people moving in.

I don’t believe the land is suitable for development. The green land is an important flood defence for the village. The road out of the village is already congested, 250 extra houses will make this worse. I also worry the addition of houses will lead to the village loosing its identity. I would be interested to know if the motivation for this planning is driven by the councils opinion this is a good idea or if it is just looking to blindly achieve central government targets.

I wish to object to the proposed development due to the significant impact it would have on the local area. The development would increase traffic on roads that are already congested and not designed to accommodate additional vehicle movements, creating potential safety risks for residents, pedestrians, and cyclists. Local schools are already oversubscribed and lack capacity for additional pupils, yet the proposal provides no clear solution to this issue. Furthermore, the development would place additional strain on already stretched local infrastructure and services, including healthcare and public amenities.
The plan should be amended to ensure the development does not proceed without adequate supporting infrastructure. This should include a reduction in the scale of the development or clear, enforceable commitments to deliver improvements to local road capacity and traffic management. The plan must also address the shortage of secondary school places by requiring appropriate education provision before or alongside development. In addition, the proposal should demonstrate how pressure on local healthcare and community services will be mitigated to ensure existing residents are not adversely affected.

This is one of the better proposed locations for housing development in the LDP. The site is situated in close proximity to existing healthcare, education and public transport networks. Its is easier to access Cardiff for employments purposes and much closer to centres of employment and retail than many of the other sites proposed.

I believe the proposal conflicts with the character and scale of growth permitted in Dinas Powys by the Local Development Plan, as 250 new homes would significantly alter the village's form. Adding 250 dwellings would create a disproportionate expansion that alters the established form and identity of Eastbrook and Dinas Powys. The emerging RLDP is not yet adopted and carries limited weight, but its emphasis on placemaking and infrastructure capacity reinforces concerns about the suitability of this proposal.
HIGHWAYS IMPACT AND CONGESTION
Cardiff Road is already heavily congested throughout the day, with traffic often stationary or moving very slowly even outside peak periods. As the main access route to the development, it cannot safely or efficiently absorb the additional vehicle movements generated by 250 new homes. The application does not provide credible or deliverable mitigation for these impacts.
DRAINAGE AND SURFACE-WATER MANAGEMENT
Dinas Powys has a documented history of surface-water flooding. Replacing permeable greenfield land with hard surfaces will increase runoff into a drainage network that is already under pressure. The application does not demonstrate that surface-water flows can be safely managed or that existing properties will not face increased flood risk.
FLOOD RISK AND TAN15
The proposal does not demonstrate compliance with TAN15. Given the known flood history of the area, any increase in run-off or alteration of natural drainage patterns poses a material risk. The evidence provided does not show that flood consequences can be acceptably managed over the lifetime of the development.
LOSS OF GREENFIELD LAND AND LANDSCAPE IMPACT
The development would permanently remove greenfield land that contributes to the landscape setting and openness of Eastbrook and Dinas Powys. This land forms part of the settlement's rural edge and visual character. Its loss conflicts with LDP policies that seek to protect landscape quality and support sustainable placemaking.
INFRASTRUCTURE CAPACITY
Local services - including schools, GP surgeries and utilities - are already under strain. The application does not demonstrate that sufficient capacity exists to support the additional population generated by 250 new homes, nor does it provide clear evidence of deliverable mitigation.
SUMMARY
For reasons relating to settlement character, highways capacity, drainage and flood risk, loss of greenfield land and insufficient infrastructure provision, the proposal does not represent sustainable development and should not be approved.

The gp and schools are already at capacity and the traffic is already terrible getting out of dinas powys. The flooding problem still hasn't been addressed and I live adjacent to the fields and have struggled with mini floods hitting the back of my house causing a water table under my house and damp issues. The bottom half of the fields flood every time we have significant rain even if it hasn't rained for days prior. There is also plenty of wildlife living in these fields and my garden and this site will rob them all of their homes.

To top it all off, the flooding will increase and leave many residents bankrupt and potentially homeless. Please do not do this.
Simply, the plan CANNOT go ahead for the following reasons:
- Mass congestion and pollution with no clear or concise alternatives or help with the outcomes. The developers have not thought of the congestion which will now span all the way back to Cardiff, leaving many residents stuck in traffic for hours on end, as well as fumes and pollution completely overwhelming the surrounding areas.
- Eastbrook train station will be overcome with more morning commuters, while the reality is that current residents are often denied access to morning trains into Cardiff because they are already at capacity. I have personally seen people pass out on these trains because of the mass of people on them, packed in like sardines. To top it all off, there is no disabled access at this station, with wheelchair users having to go around Dinas Powys in order to get to the other side.
- The schools and GP surgery are already over capacity. They simply cannot take any more people on. Many current residents can't even get onto the waiting list and have to go without a GP. People who are already registered to the surgery can't see a doctor for days, sometimes weeks. The schools are all over capacity, meaning children have to be enrolled in schools all across the Vale of Glamorgan, further increasing the substantial congestion through Dinas Powys.
- Lastly, but the furthest thing from least, the flooding. Residents in Dinas Powys have already been subject to increased flooding over recent years. There are many houses that have been damaged be flood, and now due to the amount of times it has happened, they cannot have their home insured. The proposed plan to have 250 more homes built on an area which is a natural flood drain is seriously risking the lives and safety of residents in Dinas Powys. Flooding could not only bankrupt people and make them potentially homeless, but there is a serious risk to people losing their lives.
With all this outlined, can the developers really have these factors on their conscience and go ahead with these plans, or is it all really about money? Please, please think. Do not do this.

I am concerned about the limited capacity of settlements with train stations to handle large growth, especially regarding the Dinas Powys site proposed for up to 400-1,100 houses. The environmental and flood risk assessments are based on analyses funded by Persimmon, focusing mainly on the site and not downstream areas. Transport infrastructure, particularly road and rail capacity, seems underestimated, with increased traffic on Cardiff Road likely. Additionally, building north of Dinas Powys would heighten local pollution. Assessments also overstate active travel opportunities and overlook the capacity constraints of local health and education services.
I note the preference for Spatial Option 4 but settlements with train stations do not all have potential to absorb the large scale growth implied by the reliance on a limited number of key sites (defined as suitable for 200+ houses).
1. The site proposed in Dinas Powys is supposedly able to accommodate c 400, c 300 and c 250 houses, the number varying between the various consultation documents. The proposal by Persimmon makes it clear that it envisages the current proposed site as the first stage of a larger development capable of accommodating c1,100 dwellings, but the council's strategy beyond the first stage is nowhere clarified.
2. In 2.2.21 it is asserted that this site will have no significant effect on climate change, although the ISA framework commits the Vale of Glamorgan to supporting resilience to the potential effects of climate change, including flooding. The analyses on which the VoG relies have been commissioned by Persimmon. As a result, although attention is given to surface water drainage and the potential for flooding downstream, the analysis mostly refers specifically to the site in which it is interested, only limited attention is given to the risk of flooding downstream, in a residential area which is already prone to flooding, and none to analysing progress with and the further need for natural flood management techniques upstream.
3. A further major concern is the adequacy of road and rail transport to accommodate the additional demand resulting from the proposed development. It is stated that the development of this site will have "no significant effect on transport and movement". However, given the existing volume of traffic using the Cardiff Road, and the frequent occurrence of significant tailbacks even outside peak hours, the assessment commissioned by Persimmon underestimates the likely increase in the volume of traffic using Cardiff Road.
4. While the ISA framework states the aim of identifying and purusing opportunities to reduce/minimise exposure to air pollution, building additional houses to the N of Dinas Powys will increase the exposure of those living or working near the road and pupils in the primary school to high levels of pollution. These have been exacerbated in recent years by the marked increase in the number of heavy vehicles using the road (there should be a weight restriction).
5. The assessments also exaggerate the potential for active travel,:
a. Eastbrook train station is not accessible to several categories of potential users
b. Cardiff Road beyond the current combined footpath/cycleway is dangerous for cyclists
c. the walking distance to key services considered satisfactory in the consultants' reports underestimates walk times, affecting children walking to school as well as adults.
6. Finally, no attention appears to have been given to the capacity of local health and education facilities, already operating at capacity, to accommodate the proposed increase in population.

This idea is disastrous in so many ways. The planners have simply pinned a place on the map near a railway station. The road through Dinas is gridlocked at peak times & it will be impossible to get out of the proposed estate, with potentially an additional 4 or 5 hundred more cars. The additional flood risk is terrifying for many residents. The health & education problems are completely being ignored with an additional 600 people at least. There are no local dentists, heavily over subscribed schools and no plans for extra doctors. Shame on you.
The proposed site needs to be relocated. There are many potential sites in the Vale far better suited for this. There are vast swathes of land between Culverhouse cross & Port Road in Barry, good road access & bus routes. There are large areas of land betweeen Sully & Barry, some of the old industrial estates which have already been concreted & are flat & development there would be a huge improvement in the area. No one is suggesting that more housing is not needed but the planning needs to be sympathetic to the villages & residents. The government insists that health & education are priorities, yet this proposal completely ignores the concerns of the local residents who cannot get doctors appointments, cannot find nhs dentists & cannot get their children into their local schools, which are doubly oversubscribed in some cases. We are already waiting on ever increasing waiting lists for hospital appointments and our general health & wellbeing is being compromised with the horrendous traffic fumes we have to endure with Cardiff road congestion….and two nurseries & infant schools right on Cardiff Road!! How does that affect our children’s health?
Cardiff Road is a nightmare, a bypass has been proposed & promised for over 40 years but nothing has happened or ever likely to happen. Please do not make this situation worse for us.

I oppose the inclusion of the Land North of Dinas Powys in the RLDP due to its role in the flood prevention of Eastbrook, the loss of biodiversity, and issues it will cause with Dinas' infrastructure. The development will increased surface water runoff, flooding, and cause habitat loss. Concerns with the proposed include a biased ecology survey, inadequate active travel routes, and an unsuitable train station facilities. There is already traffic congestion, limited healthcare and education capacities.
The site is clearly not suitable due to the issues raised above especially for 250 No: faceless 'Monopoly' Type houses that will increase the population of the village by approximately 7%.

The area simply cannot cope with the increased volume, this would cause additional severe congestion to the already gridlocked roads, make acquiring a doctor appointment an even more monumental task than it already is and place additional burden on the local schools not to mention the environmental impact a development of this nature would impose on the residents already in situ. I vehemently oppose this plan.
