A accident waiting to happen, the junction adjacent to the merry harriers pub is an accident waiting to happen due to lay out and construction of this junction, the volume of traffic using this junction is beyond acceptance, a small junction with access to Penarth , Dinas Powys , Llandough Hospital and surrounding areas is badly designed and especially with traffic & pedestrians coming from both ways, with the extra housing and no additional infrastructure this is in my opinion a dangerous situation, I would like it recorded that a major incident will happen to the extent that someone killed.

No infrastructure is in place to accommodate additional housing, our surgery is overcrowded, the roads are congested emitting exhaust fumes and pollution, overwhelming traffic coming through Dinas Powys from Cardiff, Barry , Penarth & Llandough.its just a matter of time before someone is fatally injured or killed with the existing layout and the additional housing planned.

Cardiff Road from Dinas Powys is already a bottleneck with near constant heavy traffic and queues through Dinas Powys. To have a new development of this number of houses using one exit in and out is madness. I note that lights at the junction will be installed as well. This will just produce huge traffic congestion with the cars and Lorrie’s and vans idling away pumping more fumes into the atmosphere. Madness!

Dinas Powys Community Council submits this formal objection to the proposed allocation of the Eastbrook site (SP4 KS2) within the Vale of Glamorgan Replacement Local Development Plan (RLDP). The Eastbrook allocation remains fundamentally flawed due to unresolved constraints relating to:

• Flood risk and hydrology
• Highways and transport capacity
• Environmental and landscape impact
• Infrastructure limitations
• Deliverability and viability

The site lies within a hydrologically sensitive catchment characterised by groundwater emergence, overland flow routes, low permeability soils, and a history of significant flood events, including the 2020 incident. Natural Resources Wales (NRW) has repeatedly raised concerns about flood risk at this location, and the Council’s own evidence base acknowledges the need for catchment wide modelling before any development can be considered.

The RLDP does not currently include:

• Mandatory policy wording to secure pre delivery of mitigation
• Requirements for catchment wide modelling
• Guarantees that development will not increase flood risk elsewhere
• Evidence that mitigation is viable, deliverable, and enforceable

Without these safeguards, the allocation fails several tests of soundness, including CE2, CE3, and CE4.

Eastbrook in Dinas Powys is considered to be in a high-risk flood area. It is located within the catchment of the Cadoxton River and its tributary, the East Brook, which have a history of overflowing, causing significant, frequent flooding to homes and roads.

River and Surface Water Flooding: The area experiences flooding from the East Brook and the River Cadoxton. Intense rainfall can also overwhelm the surface water and sewerage systems, causing additional property flooding.

High Water Levels: The ground in the area, particularly in fields adjacent to existing properties, is often described as "totally waterlogged" for significant portions of the year, indicating a high-water table.

Key details regarding flood risk in this area include:
High Risk Area: Natural Resources Wales (NRW) has identified a significant risk of flooding from the Cadoxton River and East Brook, affecting areas like St Cadocs Avenue, Greenfield Avenue, Elm Grove Place, and Cardiff Road.

Significant History: The area has experienced multiple flooding events, including major incidents in 1948, 1986, 1998, 1999, 2008, 2012, 2013, and a severe event in December 2020 where approximately 40-100+ properties were affected.

Future Risk: Due to climate change, the number of properties at risk of flooding in the area is expected to increase from nearly 200 to over 350 by 2117.

Causes: The area suffers from rapid runoff from the surrounding hillsides, which overwhelms the capacity of the river channels and drains.
NRW has been exploring options for a flood management scheme, including natural flood management and potential engineering solutions, to reduce the risk to the community. It is recommended to check the specific, up-to-date flood map for any particular property on the NRW website.

The Dinas Powys Community Council formally requests written confirmation from the Vale of Glamorgan Council addressing the following matters:

1. Has a catchment wide hydraulic model has been commissioned, completed, and agreed with NRW? If so, does the model demonstrate no increase in flood risk to existing properties?
2. Have groundwater emergence, overland flow routes, and the 2020 flood event have been assessed?
3. Are SuDS viable given soil and groundwater constraints?
4. Has downstream drainage capacity been assessed and, if necessary, upgraded?
5. Will education, healthcare, utilities, and highways infrastructure be expanded to support the allocation?
a) Has consultation taken place with the GP surgery/Local schools?
b) What additional services will be provided?
6. Have deliverable and funded mitigation for transport and highways impacts been identified?
a) Please provide figures of air pollution and traffic flow surveys along Cardiff Road. What is the capacity along Cardiff Road?
b) Department of transport will not be investing in Eastbrook station. Therefore, no lift/ramp to address the needs of the community. Yet it is being used to form a decision about the housing. Please explain the reason behind this?
7. Have landscape, biodiversity, and green infrastructure assessments been completed?
a) Apparently the placemaking workshop has helped refine proposals. What are the refinements and when can we see the results from the surveys people completed at the Murchfield consultation?

In the opinion of Dinas Powys Community Council these confirmations are essential to demonstrate that the allocation is sound and that development will not increase flood risk or place unacceptable pressure on local infrastructure.

The Vale Council state that millions of pounds of Dinas Powys S106 funding could be moved to Myrtle Close in Penarth as ‘there are no developments’ in Dinas Powys. If this is the case Eastbrook needs to be removed from the RLDP or the money should stay allocated to Dinas Powys.

The Vale Council allocated 900-1500 houses for Argae lane. But once the site was considered not viable the figures were reviewed and they were reduced in number and moved to another site.

• Where is the evidence that 250 houses are needed in Eastbrook?
• The Eastbrook site was turned down before. Why? What has changed to make it viable now?
• Have the Vale Council exhausted all the key sites outlined in the previous LDP and if not why?
• Have the Vale Council used all of their rolled forward housing sites?
• Have the Vale Council carried out a Sequential Test? Proving there are no lower risk sites available?
• Has the Exception test been carried out? Ensuring the development will be made safe throughout its lifetime without increasing floor risks elsewhere?
• Out of the 250 houses 40% will be affordable housing. Managed by housing associations according to Persimmon glossy proposal. What is classed as affordable housing?
• Birth rate has fallen for a number of years, and the elderly population is increasing. How do you justify these figures? What proportion of the proposed 250 houses will be age friendly?

In the appendix to the Homes and Safe Communities Scrutiny Committee report (6th January 2024), there is a comment regarding the need for bungalows. Residents and councillors enquired about bungalows enabling people to downsize and free up family homes. We were told they are providing what the Vale has requested. We met with housing and they said, ‘it won’t happen’. So knowing there is a need for elderly accommodation what is the plan to address this need?

By 2034, 1 in 4 will be over the age of 65. This is an increase of 75% from 9.3% in 2018 to 13.7% in 2038.

The Vale indicates 70% of the housing need is in Barry/Penarth and Llandough. Of the remaining 30% what percentage is allocated to Dinas Powys? You state greatest areas of demand are Penarth/Barry and Llandough but there is no mention of Dinas Powys.

In conclusion, in the absence of the required evidence and mandatory policy safeguards, the Eastbrook allocation remains unsound. The Dinas Powys Community Council therefore requests that the Vale of Glamorgan Council:

• Removes the Eastbrook allocation from the RLDP, or
• Incorporates the mandatory policy wording and evidence requirements set out above.

As I nor my family are Welsh speakers it is hard to know. However, i would anticipate that, with the current Welsh Language provision as it is, the proportion of the population would either stay the same as it is, or become even smaller

1. Vehicular access: both are onto an already extremely busy road. We have recently seen even higher than normal car numbers as a result of the closure of Pen-y-Turnpike following the collapse of a tree.
2. Regardless of the SUDS options, the water-retention at Llandough Hospital only works for about 30 minutes, and the proposed area is already very prone to flooding.
3. Schools, medical facilities and other social facilities are already heavily oversubscribed. Are there plans to build new ones before any houses are built here? If there are none - the plans are completely unworkable.

The plan should be seen as being badly flawed as it stands.

1. Before any work is done on this site, proper access to both Eastbrook Station platforms must be built. At present, accessing the Barry-bound platform other than from the Caerleon Rd side is almost impossible for those who rely on wheelchairs, prams, etc. The steps currently there are simply inadequate.
2. Additional schools and health centres, perhaps even community centres, need to be built so that the current oversubscribing is resolved before any additional housing is even considered.
3. In view of the fact that any water falling on this area (and from as far up as Llandough Hospital) ends up at the far end of the village (the Eastbrook merges with the Cadoxton adjacent to the Murch Bowling Club), every possible action needs to be taken (at the advice of Natural Resources Wales and - may I suggest - the Dinas Powys Flood Action Group) to prevent a repeat of December 2020, when a sizeable number of properties were flooded. Remember that, the more water coming down the Eastbrook, the bigger the backing up of water in the Cadoxton as far back as the bottom of Pen-y-Turnpike and the possibility of even greater flooding of the lower-lying parts of the village. Such measures need to be in place before the first sod is turned on any Eastbrook building site.
4. If the planners want the traffic from the new development to join the A4055 at the top end of Matthew Terrace and/or close to the Indian Restaurant on the corner just above Georges Row, a massive amount of work will be needed to make the road through the village usable in any way at all. The A4055 through Dinas Powys already carries traffic from as far away as Rhoose and St Athan, perhaps even Llantwit Major.

I have contacted persimmon homes to express my interest, as I want to move there ASAP.

As a footnote, whilst there appears to be a very vocal group of Dinas Powys residents protesting this development, I find it really frustrating that they are exclusionary and dismissive or insulting to the views of someone who thinks differently to them.

It is reasonable to presume that the addition of 250 houses will further compound this issue with the additional vehicles.
This is likely to compound the issue further by also increasing traffic to side roads and other entry and exit routes from the village. How do you propose to combat this fundamental problem?

Local facilities and services will undoubtedly be impacted with demand substantially increasing on schools, doctors, dentists, etc. The wait times for these services is already unrealistic for existing residents. How do you propose to remedy the increase in demand?

There are countless other impacts on the environment to consider both during construction and into the future.

Please consider the views of the residents opposing these proposals.

I live in Georges row and the back of our garage floods due to all the water from the proposed fields once there are houses in them it is going to flood my garden too you can't say the flooding won't happen as I have lived here for 18 years and you can not walk the fields in the winter due to so much water there are loads of dips in the field connecting the stream which rise during the winter where is all that water going to go with concrete in the ground traffic is a major concern

Affordable housing is clearly essential, although I’m very concerned that the information provided for the Dinas Powys development is misleading. In the Persimmon and Boyer information it states ‘up to 40% affordable housing.’ Yet on the large posters at the Murch Community display it said ‘a minimum of 40% affordable housing. Considering the amount of detailed planning that has clearly already been done, this misleading information is very disappointing

Mains water pipeline running through land, this is old and in poor condition, will need replacement. Exit for cars onto Cardiff Road is not acceptable, as there is already bad congestion. Has the extra stress on doctors surgery been addressed as it is now very very difficult to get appointments. Primary school places will increase and there is chaos for parking. now at collection times for pupils. Parking in station is full on weekdays, no space to enlarge, people will more than likely not walk to the train. Why are we using green belt land.

EASTBROOK HOUSING PROPOSAL - no substantive improvements have been made to help cope with the current situation with the rivers Cadoxton and Eastbrook after the 2020 flooding - which will be worsened by this plan as they'll be no green space for run off from this development. There appears to be no proposals to improve either cardiff road or the merrier harriers junction to reduce traffic congestion , and as the development is not near any facilities the traffic will worsen. Since moving here just over 2 years ago the traffic congestion has definitely worsened

I am concerned about the current traffic congestion in Dinas Powys, which affects residents' health and wellbeing. Additional house building will worsen traffic, especially on roads from Barry to Cardiff, already clogged during peak hours. The proposed entrance near a dangerous bend and potential traffic lights pose safety issues. Increased traffic would lead to more fumes and make cycling difficult. I urge a reconsideration of turning green fields into unsuitable development, as it would negatively impact the community and environment.

Dinas Powys is saturated with traffic already, from its current residents. Please consider our health and wellbeing by not forcing more house building on us. The roads from Barry to Cardiff are clogged at peak hours already and will make using this road more difficult than it is already. The thought of traffic lights at the entrance to this proposed housing is very near to a very dangerous bend in the road. The people who already live on this road will certainly be affected by fumes from standstill traffic & will make cycling almost impossible. Please reconsider turning more green fields into unwanted and unsuitable development.

There are two water courses running through Dinas Powys, one directly from this site, and Dinas Powys has been flooding in the last five years when these water courses have been inundated in heavy rain. I was told the water from the proposed site will be kept 'on-site' How? When a bath is full, it overflows - as happens to the attenuation tanks below Llandough hospital, which then feed into the Eastbrook water course, where the overflow for this site will also go.

My objection is against the Vale of Glamorgan Replacement Plan 2021-2036 due to the fact that there would be irreversible damage to acres of land with regard to wildlife, absorbed floodwater and carbon. Dinas Powys is a village which has expanded over the years and there has been no additional capacity made at existing health centres and local schools to support this. The transport infrastructure is dire and this proposal will only make getting in and out of Dinas Powys problematic.

I am concerned with the effect on the environment building these houses. Dinas Powys is a village + yet it has more in habitants than Cowbridge, which is classed as a town . There is no space available to add facilities to Dinas Powys to make it into a town. These houses will erode the green space around Dinas Powys , so vital for the mental well- being of its inhabitants. The biggest issue will be the increased flooding risk. When land is built on, where does the rainwater go ? The water mains in Dinas Powys are in a parlous state. In the past 3 months there have been numerous leaks all over the village . Even if you hold back
water in tanks it still has to be released into the rivers. The increase in traffic + the access point , onto an already congested road, will make it gridlocked. Queuing cars cause pollution which is detrimental to plant and
bird-life. The schools are oversubscribed. + the Doctor's Surgery are also likely to be impacted by Potentially up to a thousand plus new residents. Will the Vale be prepared to purchase the houses of Flooded- out residents as has happened in ynysybwl?

Since 2016, the Welsh Government aimed to build 8,525 houses in The Vale of Glamorgan; about 7,000 have been built, leaving 1,525 short. These developments have added approximately 14,000 adults and an estimated 3,500 children, increasing demand for schools and healthcare. Concerns include insufficient infrastructure, traffic congestion, flooding risks from a proposed water feature, and inadequate road access. Questions remain about the availability of affordable housing for locals and the sustainability of current government policies, with skepticism about the future political landscape.

The Welsh Government has a plan to build 8525 houses in The Vale of Glamorgan since 2016 ie the last 10 years.
They have built about 7000, but are still 1525 short of the Welsh Governments target. So far, the houses they have built have introduced 14000 new adult residents to the Vale. If we guess one child per house, then that's 3500 children so that's 17,500 people. All requiring schools, doctors etc. Has anything been done to increase surgery places or schools places? As far as Eastbrook is concerned, 250 houses means 500 cars, 500 adults, and if we assume 1 child per household, 250 more school places What is planned to cover extra surgery space, or schools space? On the diagram there is a drainage feature. This looks like a lake. Hopefully not filled by the nearby Cadoxton River, which all locals know is the main cause of flooding in the village already. To think you can reduce flooding down river by putting a lake right by these new houses, may work on a computer plan, but in reality will cause problems, as the small lake on the Cross Common development did. Most people would not invest their hard earned cash in any house built near a water source liable to flooding. Access to this new site is from 2 roads between the Swan bend and the Harriers lights. To call one a secondary entrance is clearly an attempt to pull the wool over the public's eyes. We know car users will use both , and regularly, because the traffic along Cardiff Road, in both rush hours, and indeed during the day , is crawling along at a snails pace, due the amount of housing already built in the Vale, and lack of any new road infrastructure.. Most of these drivers are trying to get to Cardiff, which is where most employment is. Experience of normal resident like me shows it will cause further chaos , to a poorly managed and maintained road system, which is deteriorating daily, due lack of investment My Road enters onto Cardiff Road from St Davids Avenue. The traffic is already so congested, that to turn right towards Barry, I do not bother., I turn left along Cardiff Road and immediately turn right into Brookside, where 13 point turn, back onto Cardiff Road, because, on Cardiff Road there is a small DO NOT ENTER box, where other cars they to leave a gap so I can get out, now turning left so I can finally travel towards Barry NO TRAFFIC PROBLEMS ON CARDIFF ROAD AT PRESENT THEN !!!!!Over the years , nothing has been done to improve access by road to Cardiff. This is due to our Welsh Governments policy towards all motorists, and their intention to force drivers onto buses and trains. Unfortunate they haven't improved these services either. (Perhaps they can explain how to get to Heath Hospital for a 9 am appointment using trains or buses) please explain this to the new residents of the new estate. There are only 3 main routes from the Vale into Cardiff. Just a heavily overused lane, Port Road, Cardiff Road, and Pen Turnpike Road which we know is not a road just a heavily overused lane. All these roads are rammed with traffic every rush hour, and are very busy during the rest of the day.
One fallen tree on the Turnpike closed the road last month and chaos ensued. ALL THESE ROADS ARE FALLING APART DUE TO NEGLECT, either by The Vale Council Or our Welsh Government. Does anyone think that another 500 cars entering onto Cardiff Road in rush hour will have little or no impact on our villages existing traffic problems Let alone the chaos caused by construction traffic over the housing development period. How many of these house will housing association, for LOCALS to live in. How many will be HELP TO BUY for LOCALS trying to get on the housing ladder? Is it just me, but at the moment, in the existing housing climate, who will buy these houses and if so will they be BOUGHT TO LET as happened to a lot of housing of the Barry Dock development. Finally, does anyone really believe that this Welsh Government will survive in anything like its current form after the May election?

Doctors surgery & schools can't cope as it is at the moment. More people and cars in the area will be absolutely ridiculous. Dinas Powis urgently needs a by-pass road as promised years ago. Looking back the build-up of traffic years ago in Dinas Powis is caused by all the houses being built on Barry docks. With another 700 houses being built in Lavernock and Sully. The congestion in Dinas Powis and Merrie Harrier traffic lights is only going to get very worse. Get your act together.

The land floods as it is. This will only happen again as the fields can't soak it up. We will get cut off again in Dinas Powys. New drainage won't do anything. You can't prejudice rainfall or flooding. We were told that the land would never be built on and the green wedge/green belt will be reduced. Consultation method is not very disability friendly.

Detrimental Impact to Existing Residential Amenity

Dinas Powys has already reached its peak in terms of housing development. Further housing development will result in a negative impact to the current residential amenity and local character of Dinas Powys and adversely affect the existing quality of life which makes it attractive and enjoyable for residents and visitors.

Traffic Generation and Highway Safety

The road through Dinas Powys is often gridlocked for long periods on weekdays in particular. The proposed housing development will result in increased vehicle movement on a road already totally inadequate to accommodate existing vehicular volume. The existing road congestion (in Dinas Powys) results from failure to construct the long-debated bypass and recent housing developments in Dinas Powys (Scholars Park) and adjacent areas. Increased vehicle movements, in and through Dinas Powys, will adversely affect road safety, for both pedestrians and cyclists. Furthermore, we already have a situation where long rows of traffic (including many HGVs) are motionless in Cardiff Road, pumping out exhaust fumes, directly adjacent to Dinas Primary School whilst children are arriving and leaving the school or indeed whilst they are playing in the courtyard outside during the day.

Noise and Disturbance
Clearly 250 proposed new houses will result in noise and general disturbance and further congestion, not only in the construction phase but also from the proposed change of use of the land, from pasture and open space to housing. Daily, the proposed development will result increased noise and disturbance from additional traffic movement, not only by residents' and visitors' vehicles but from delivery vehicles and various service providers' vehicles attending properties at the development.

Public Service Capacity and Infrastructure

The proposed development will put additional pressure on local services in Dinas Powys such as Healthcare Provision, GP Services and Schools. An additional 250 houses will put pressure on public sewer and surface water infrastructure with a possible risk of flooding as open land is replaced by hard concrete, footpath and roadway surfaces. It is noted that the proposed development includes a natural 'Drainage Feature'. Does this suggest that the area of land, intended for the proposed development, has suffered with flooding in the past?

Loss of Green Space and Environmental Concerns

The proposed development will result in a loss of critical open green space and a loss of local habitat for wildlife. The area designated for housing development should be safeguarded as valuable open space, farmland and countryside to prevent urban sprawl and the totally unnecessary merging of adjacent areas (in this instance Dinas Powys and Llandough). There are surely other areas, in the VOG, where this development could be located without creating the host of problems and loss of the valuable open green space amenity outlined above.

Furthermore, we already have a situation where long rows of traffic (including many HGVs) are motionless in Cardiff Road, pumping out exhaust fumes, directly adjacent to Dinas Primary School whilst children are arriving and leaving the school or indeed whilst they are playing in the courtyard outside during the day.

Noise and Disturbance
Clearly 250 proposed new houses will result in noise and general disturbance and further congestion, not only in the construction phase but also from the proposed change of use of the land, from pasture and open space to housing. Daily, the proposed development will result increased noise and disturbance from additional traffic movement, not only by residents' and visitors' vehicles but from delivery vehicles and various service providers' vehicles attending properties at the development.

Public Service Capacity and Infrastructure

The proposed development will put additional pressure on local services in Dinas Powys such as Healthcare Provision, GP Services and Schools. An additional 250 houses will put pressure on public sewer and surface water infrastructure with a possible risk of flooding as open land is replaced by hard concrete, footpath and roadway surfaces. It is noted that the proposed development includes a natural 'Drainage Feature'. Does this suggest that the area of land, intended for the proposed development, has suffered with flooding in the past?

Loss of Green Space and Environmental Concerns

The proposed development will result in a loss of critical open green space and a loss of local habitat for wildlife. The area designated for housing development should be safeguarded as valuable open space, farmland and countryside to prevent urban sprawl and the totally unnecessary merging of adjacent areas (in this instance Dinas Powys and Llandough). There are surely other areas, in the VOG, where this development could be located without creating the host of problems and loss of the valuable open green space amenity outlined above.

I object to the proposed development of approximately 500 homes off Cardiff Road, citing concerns over strained local infrastructure. It would also harm the area's character by creating urban sprawl and diminishing the semi-rural feel. I believe approval should be withheld unless firm, funded plans are in place to address these issues.

I am writing to formally object to the proposed new housing development of approximately 500 homes off Cardiff Road.

My primary concern is that the existing local infrastructure is already under significant strain. Local schools are currently operating at or near capacity, and it is increasingly difficult to secure GP and dental appointments in the area. There has been no clear evidence provided that adequate additional school places or medical services will be delivered in line with this development.

In addition, Cardiff Road is already heavily congested on a daily basis, particularly during peak morning and evening hours. The introduction of up to 500 new households will inevitably result in a substantial increase in traffic, further worsening congestion, increasing journey times, and negatively impacting road safety and air quality.

I am also concerned about the impact this development will have on the character of the area. The proposal would result in a continuous build-up of housing estates, removing the remaining sense of separation and identity of our local community. This development would effectively link directly through to Llandough Hospital, resulting in urban sprawl rather than sensitive, well-planned growth. The loss of this distinct and semi-rural feel would significantly alter the nature of the area and reduce the quality of life for existing residents.

Unless there are firm, funded and deliverable plans in place to address education provision, healthcare access, traffic infrastructure, and the protection of the area's character, I strongly believe this development should not be approved.

Strong objection to the new housing development proposed on a site leading off Cardiff Road which will cause more traffic, more congestion and more pressure on a village that's already at capacity.

I'd like to object to the proposed development of the site North of Dinas Powys, off Cardiff Road. I assume I've got the correct site where 250 new houses are to be developed. Dinas Powys is at capacity both residentially with traffic as well as supporting services. The introduction of 250 new houses, and therefore approx 500 additional cars all feeding down to Cardiff Road, will further cause traffic chaos and even longer delays. The introduction of a new traffic light system on to an already busy road will cause so much more congestion which is concerning not only to the capacity of the village but also for pollution, wildlife and clean air. The road is already a bottle neck for traffic from the village but also the main route from Barry into Cardiff City Centre and the proposed new development offers no plans for filtering or easing traffic or any alternative route. Neither does is make active travelling any easier. The pavements are narrow in places, no cycle route from Barry through the village and a bus lane that's used more by taxis than busses. Flooding is also a concern with the now grazing land being turned into concrete.
