Eastbrook Station is inadequate for wheelchair users and sometimes still run old two carriage trains, plus the bus services are unreliable. The narrowness of Cardiff Road poses accessibility issues. Local health and education facilities are already at capacity, and there are serious flood risks following past flooding and pipe collapses. More homes will generate further flooding and more sewage. I believe these factors make the development unsuitable for the area.

1. Increased congestion along Cardiff Road, with potentially 3-400 additional cars from the house build, impacting driving in both directions through Dinas Powys. Given the proposed entrance and exit to the site, any traffic measures there would also impact traffic congestion by Redlands Road and Merrie Harriers junction which is only a short distance away.

2. Public Transport- Eastbrook Station is not suitable for wheelchair users nor those using prams/buggies as it has a step bridge. Whilst rail links have improved with the newer four carriage trains, there are times when the older trains with only two carriages are used. This makes commuting very difficult as the train is already full when it arrives at Eastbrook. Buses remain a poor and unreliable service through Dinas Powys so potentially could struggle further with extra traffic.

3. Walking along Cardiff Road from proposed site entrance/exit along Cardiff Road is very narrow and would be difficult for wheelchair users and those using prams/buggies.

4. Health Centre (since taking on Penarth patients) and Schools already at capacity. Where would the extra children/patients go?

5. Flooding- after the flooding of around 90 houses in 2020, there is grave concern about any extra building, particularly because of the streams in the proposed area and how this could impact the streams running through the village. In the last 12 months there have been two significant collapses of old water pipes, leading to major disruption across the village. More homes will generate more waste and sewage water and realistically will current old pipes be able to cope in providing water and also taking away waste and sewage?

Increased flooding. Our garden is often wet, being on slope from the fields where the proposed development is. The fields and trees hold lots of the rain water at the moment. With concrete, the rainwater will flow directly down to Millbrook Heights, St David's Av, Justin close and other streets will be affected by floods.
GP surgery and school are at full capacity already.
Trains are too full at peak hours. All services are at full capacity.
Wildlife is a huge part of Dinas Powys, people enjoy nature and a big house development will negatively impact the wildlife and the Village identity.

Why is this a consideration? I am a proud Welsh born and bred woman, but cannot speak the language, I am more worried about the village in which I have lived in for over 60 years, and now my children and grandchildren live in, just cannot cope with any extra burdens on our very stretched resources, sorry but not sure what the Welsh language has to do with this matter at all!

Our schools are over subscribed, our doctors cannot cope with the demands they already have in them and more traffic would cause more congestion, and damage the already pothole ridden roads. There are only 2 roads in and out of the village, the main Cardiff Road, up and along Penyturnpike to Leckwith, or if you want to take your life into your own hands, along the Sully Road!

I write to formally object to the above planning application for 250 new dwellings in Dinas Powys.

My objection is based on material planning considerations, specifically the severe and unacceptable impact on highway safety, traffic congestion, flood risk, and local infrastructure capacity including healthcare and education provision.

1. Highway Capacity & Traffic Congestion (Cardiff Road)

Cardiff Road is already operating beyond practical capacity. At peak times, traffic is routinely slow-moving or stationary, with regular congestion through the village centre. The addition of vehicles associated with 250 new dwellings would significantly exacerbate this situation.

Even using conservative estimates of 1.5–2 vehicles per household, this proposal could generate 375–500 additional vehicles, with a substantial number using Cardiff Road as the primary route in and out of the village. This would:

Increase congestion and journey times

Worsen air quality in an already slow-moving corridor

Reduce highway safety for pedestrians and cyclists

Create additional pressure at key junctions

Unless robust and independently verified traffic modelling demonstrates otherwise, the development would have a severe residual cumulative impact and should therefore be refused.

2. Flood Risk & Drainage Concerns

Parts of Dinas Powys have a known history of surface water and localised flooding during periods of heavy rainfall. Residents are aware of drainage systems becoming overwhelmed and roads affected during significant weather events.

The addition of 250 dwellings, associated hard surfacing, roads, and driveways will inevitably increase surface water runoff. Unless there is clear, deliverable, and guaranteed drainage infrastructure with long-term maintenance arrangements, this proposal risks exacerbating existing flooding issues. Given increasing extreme weather events linked to climate change, it is essential that flood risk is robustly addressed and not underestimated.

3. GP Surgery Capacity

The local GP surgery in Dinas Powys is already operating at or beyond capacity. Residents frequently struggle to obtain same-day appointments, demonstrating that healthcare provision is stretched.

An additional 250 dwellings could introduce approximately 600+ new residents. Without secured and deliverable healthcare expansion, the proposal would place unacceptable strain on primary care services and fails to ensure adequate supporting infrastructure.

4. School Capacity

Local primary and secondary schools serving Dinas Powys are already heavily subscribed. Many year groups are full, and places are limited.

An influx of families from 250 new homes would significantly increase demand for school places. Without guaranteed additional classroom capacity, staffing, and infrastructure improvements secured through planning obligations, this development risks placing further strain on an already pressured education system.

5. Unrealistic Assumptions Regarding Rail Use

Any suggestion that traffic impact will be mitigated by residents using rail services is speculative. Car dependency in Dinas Powys remains high for commuting, school runs, shopping, and everyday family life.

There is also no practical pedestrians access available from the proposed site and parking in the station is very limited and even more limited in the residential streets nearby which are currently not permit holder only.

The presence of a railway station does not equate to sufficient modal shift to offset hundreds of additional vehicle movements. Without enforceable and evidence-based transport mitigation, this assumption should not be relied upon.

Conclusion

For the reasons outlined above, I respectfully request that this application be refused on the grounds that it would:

Result in a severe residual impact on highway safety and congestion

Exacerbate existing flood risk and drainage pressures

Place unacceptable strain on already overstretched GP services

Increase pressure on full local schools

Rely on unrealistic transport assumptions

This development, in its current form, does not appear sustainable given the existing infrastructure constraints within Dinas Powys.

I ask that this objection be fully considered in the officer’s report and, if the application proceeds to committee, that members give significant weight to the cumulative infrastructure pressures already experienced by residents.

Transport - The infrastructure in Dinas Powys & surrounding areas is not sufficient to cope with the level of demand that this new development would require. Transport links are already difficult with an extreme level of congestion, particularly at peak times. The train times have changed which makes it difficult to travel by train to Cardiff centre and even with more frequent trains, many families struggle to use public transport or active travel for work given the school drop-off and pick-up times. The active travel routes are unacceptable for the area making this not only impractical but unsafe.

Flooding - Dinas Powys is already a flood risk area and building on nearby land without significantly upgrading the infrastructure will lead to more problems with flooding.

Sewage discharge - This is also an area with beautiful coast and many people enjoy water activities in the sea which already suffers with pollution and will suffer more sewage discharge from these new homes negatively affecting peoples' health and wellbeing.

Habitats and green space - Building on this green space will destroy habitats which will be detrimental to an already struggling ecosystem. Doctors and schools in Dinas Powys are already struggling and this development will increase pressure on local services.

Village identity - finally, the village identity in Dinas Powys should be protected. It is the size of the community that allows local groups like Dinas Powys Voluntary Concern and the Dinas Powys Music Festival to thrive. As a village, local residents feel pride in our community and eroding the boundaries will be detrimental to that.

If development is supposed to be in line with sustainability in mind, how do you propose the residents access the train station? They won't! They will all use their cars which will add to the road network problem. The proposal will reduce the green belt and destroy mature hedgerows and vegetation resulting in a loss of wildlife. The proposed 'new planting' will not adequately resolve the damage caused by the new proposal. Dinas Powys is isolated from other towns and is proud of its stand alone identity. Your constant development within the village is resulting in its loss of identity - the very thing that gives Dinas Powys its appeal - you are fast eroding and seem intent on destroying. There are plenty of other brown field sites that could be developed before destroying another greenfield site. Dinas Powys already suffers from flooding problems and has this has been exacerbated recently with frequent storms and climate change. This estate would only add to the problem with additional pressure being put on existing waterways which are already at capacity during heavy rainfall.You are being extremely irresponsible and endangering existing residents to more flooding with this proposal. Schools and NHS services in Dinas Powys and Penart are already at capacity, where on earth will the children be educated and access GP services? There must be other alternative options within the Vale which could be developed that would have a less detrimental impact on services, residents and the environment so that you can meet housing targets.

I am extremely concerned about the proposed development of 250 houses along Cardiff Road. It would significantly increase pressure on our already overburdened healthcare services and worsen traffic congestion, which has been a longstanding issue. The additional 500 to 1000 residents would likely cause further flooding, pollution, and traffic queues, and reduce water absorption by the land, increasing flood risks. Our village has already absorbed many new residents, and I believe infrastructure improvements are necessary before approving such development. I urge the scheme to be abandoned.

Our concerns are as follows:
We are already suffering from recent house developments in Scholars Park and Cross Common road bringing several hundred new families into the area. Each family adding extra pressure to our already struggling doctors surgery and causing further congestion on the already traffic logged roads on the Cardiff road towards Penarth and the Pen y Turnpike towards Leckwith.
250 houses could easily mean a further 500 - 1000 people using the doctor's services. The current situation being that on a Monday one cannot get an appointment with the Doctor. You cannot even get through to a receptionist. Tuesday - Friday is not much better. Long waits on "hold" then the best a receptionist can offer is a phone call from the doctor - if you are very lucky.
How can adding a huge number of extra residents even be considered?

The back log of traffic through Dinas Powys has been a problem for many years. When I moved here in 1969 a by pass was being discussed. It is still occasionally mentioned. The traffic is horrendous at any time of day or evening. Given that each of the 250 homes can have 2 cars (as is the norm), how can any responsible council think that adding 500 cars to this transport system be in any way a good idea? The emission of car fumes is a serious health hazard now so how are you justifying making it so much worse?
We could talk more about the green belt between Dinas Powys and Penarth, the diminishing of the quality of life here in our village, the pressure on schools and other services but we will just confine ourselves to one more serious concern - the current fields absorb a lot of the rainfall in the village. Where will this water go to when you have concreted and paved over the area leaving just miniscule lawns and the odd flower bed to soak up the run off from the fields behind?

So our concerns are:
further flooding,
further pollution,
further stressful traffic queues,
and diminishing access to our doctor's surgery.

We implore you to abandon this scheme. Our village has absorbed large numbers of new residents (from new housing) in recent years so we feel that we have accommodated all we can until the infrastructure of the village is vastly improved.

The proposal is based heavily on the use of public transport and active travel (para.421). The "worst case scenario" is based on this assumption, with "transport improvements (which?) and the Sustainable Transport Strategy" (para. 4.21). The STS is a policy, not a practical solution. Buses are already affected by the existing heavy congestion and cycling is particularly hazardous.
It is ridiculous to state that there is "sufficient spare capacity and queuing and delays are minimal" (para. 2.6) given the existing congestion, and "the proposal is UNLIKELY to have a SEVERE impact on the key junctions and the free flow of traffic (para.4.20), when the existing heavy congestion is self evident and elsewhere it's suggested that improvements will be needed.

The drainage proposals seem to focus entirely on the proposed development site ( in itself affected by the topography and several streams) and ignore the predictable effects downstream in at risk areas like Sunnycroft estate.

I am writing to raise a formal objection to any further large scale housing development in Dinas Powys. The proposal represents overdevelopment and would cause significant and unacceptable harm to the village’s character, infrastructure, environment, and essential public services. These concerns fall within recognised material planning considerations, including design and character, traffic and highways, pressure on local services, flood risk and environmental impact, and policy conflict.

TRAFFIC & HIGHWAYS IMPACT:

Dinas Powys already experiences severe and chronic congestion on a daily basis. The village functions as a through route, with long queues forming along Cardiff Road throughout the day.

The proposed development could add around 500 additional vehicles, yet no highway upgrades are planned or proposed. This increased traffic volumes has not been recognised or taken seriously.

Continual development west of Dinas Powys will further compromise highway safety, reduce traffic flow efficiency, and exacerbate gridlock—issues the existing road network cannot absorb.

OVERSTRETCHED SCHOOLS & EDUCATIONAL IMPACT:

As a former Parent Governor at Dinas Powys Primary School, I have direct knowledge that the school was already oversubscribed five years ago. A development of this scale could result in 250–750 additional children, for whom there is no available capacity. Pressure on education systems should be a recognised planning concern when assessing the sustainability of new development.

Without substantial, funded expansion of local schools—which is not proposed—the development will undermine access to statutory education provision.

OVERCAPACITY AT THE LOCAL GP SURGERY:

Dinas Powys Medical Centre is already at or beyond capacity following three major housing developments in the past decade and a significant influx of patients from closed GP practices in Penarth.

Further development will deteriorate access to healthcare, an essential public service. The impact on community amenity and local services is a clear material planning consideration.

This proposal would directly and negatively affect residents' ability to obtain GP appointments in a timely and safe manner.

Flood Risk and Environmental Harm: Flooding in parts of Dinas Powys has increased significantly in recent years. Any additional development upstream will increase surface water run off into local watercourses, worsening existing flood risk for homes already identified as vulnerable.

Flooding and environmental impact are recognised material grounds for objection. However, the current plan fails to acknowledge or address this long standing and unresolved issue.

This omission exposes existing residents—including my own property—to heightened risk.

Rail Capacity and Travel Overload: With road networks already over capacity, many residents rely on rail services. However:
• Trains arriving at Eastbrook Station are already frequently full at peak times
• Additional residents will worsen crowding and reduce accessibility

Transport pressures, particularly on public transport infrastructure, form a material planning concern. The proposal offers no mitigation for the inevitable increase in rail demand.

Harm to Village Character, Setting, and Landscape: I believe the proposed housing estate will cause harm to local character, landscape setting, and heritage which I feel is a valid planning objection.

Another large housing estate would:
• Permanently alter the historic landscape that defines Dinas Powys
• Erode the rural setting and village scale
• Introduce development incompatible with the surrounding area

This proposal would go against Green Belt objectives which aim to preserve the setting and special character of historic towns.

In conclusion, this development represents unsustainable, inappropriate, and unacceptable overdevelopment of Dinas Powys. It will:
• Intensify traffic congestion
• Overwhelm local schools and GP services
• Increase flood risk
• Strain rail and transport systems
• Harm the village’s established character and landscape

I therefore formally object in the strongest possible terms and request that the concerns of residents are listened to and addressed directly.

I object to the plan proposed for 250 new houses north of Cardiff Road, Dinas Powys. This is likely to lead to: 1. Additional traffic resulting in increased congestion along Cardiff Road. Although plans are proposed for active travel, the reality is that most of Cardiff Road has no dedicated cycle paths other than the section from the end of the village towards Llandough. Cycling is therefore hazardous through the village and beyond towards Barry. The proposed road entrance to the new estate cuts across the current cycle path. The new junction will only add to the congestion with traffic backing up through the village along Cardiff Rd and in the other direction from Llandough and Penarth. The new junction will be relatively close to the existing junction with Redlands Rd and the Merrie Harriers junction. I am also concerned about the potential for increased car pollution levels which impact the school and nursery along Cardiff Rd. Although same road enhancements may be possible, It is unlikely that this will do much to mitigate the traffic congestion in either direction along Cardiff Rd through the village.

2. Public Transport - Eastbrook Station is not suitable for wheelchair users or any pedestrians of limited mobility nor those using prams or buggies as it has a step bridge. The only alternative route to the other platform involves a significant walk. Buses are and have been for some time unreliable, with cancellations and delays which are unlikely to improve with added road congestion. Whilst rail capacity has improved with new four carriage trains, the older 2 carriage trains are still in use and at morning peak times there are still times when the train towards Cardiff is already full when it arrives at Eastbrook.

3. Walking along Cardiff Road from proposed site entrance/exit along Cardiff Rd is very narrow and would be difficult for wheelchair users and those using prams/buggies.

4. The Health Centre (since taking on Penarth patients) and schools are already at capacity. Although financial support may be provided it is hard to see how this would effectively reduce the inevitable additional burden.

5. Flooding- after the flooding of around 90 houses in 2020, there is grave concern about any extra building, particularly because of the streams in the proposed area that feed into the Cadoxton River. Even a small increase in run-off is likely to increase the flood risk.

6. What plans are there in place to ensure the existing wildlife habitat is not adversely affected?

7. Promises of improvements to roads, public transport, health facilities and schools at the time of previous housing developments have not materialized in any noticeable way. Past experience shows that this is unlikely to change with this proposed development.

Traffic Congestion and Highway Safety Cardiff Road is already heavily congested, particularly during peak times. Traffic frequently slows to a standstill as vehicles pass through Dinas Powys. The current volume of traffic is already excessive.

An additional 250 homes would result in a significant increase in vehicle movements. This would worsen congestion, increase pollution and raise safety concerns for pedestrians, especially children. The cumulative impact on road safety and quality of life should be carefully considered.

Impact on Wildlife and Biodiversity The proposed site supports established wildlife habitats. There are bats in the fields near Seel Park, along with a range of bird species, including birds of prey.

The loss of farmland and green space would reduce local biodiversity and permanently alter the character of the area. This would be contrary to environmental and sustainability priorities.

Pressure on Local Services Local services are already stretched, including schools, GP surgeries and wider NHS services such as ambulances and maternity facilities.

A development of this size would place further strain on infrastructure that is already struggling to meet current demand. It is unclear how these services would be expanded to accommodate the increase in population.

For these reasons, I strongly urge the planning authority to reject this proposal.

The local welsh school has already been under scrutiny due to the lack of welsh spoken outside or school and in social environments; people will just move here for housing with no regard to the village community, it’s welsh speakers or the village heritage

I moved to Dinas because it is a village with a good local school. The proposed 250 additional homes threaten the village’s status and strain the existing infrastructure, which cannot cope even after adaptations. Traffic congestion already occurs on Cardiff Road, and further expansion is impossible, risking chaos. Flooding and drainage issues will worsen with more homes. Crime and drug problems have increased due to more social housing, compromising the village’s safety. I believe Dinas cannot support this development.

The prods for 250 additional homes not only jeopardises the Village status but the infrastructure juat could not cope, even after ‘adaptations’. The traffic in the mornings and evening's already grid locks the whole of Cardiff road, with no way to expand that road you are going to create absolute chaos. The drainage and flooding in Dinas is also and existing issue, and will be exasperated by additional homes. The crime and drugs in the area has risen as more and more social housing has been brought to the area, spoiling what was once a safe village. There is absolutely no way Dinas village can cope with this proposal.

In recent years Dinas Powys has had significant new developments at Cearwent Gardens and Scholars Park, as well as smaller developments near Hebron Hall and St Andrews School.

The infrastructure around Dinas Powys is already stretched to breaking point. The proposal will make worse -

- the congestion on routes in and out of the village. Cardiff Road has been a regular ‘log-jam’ during busy periods for the 20 years I have lived in Dinas Powys every new development adds to the congestion.
- the ability of Emergency Services to respond during times of congestion
- increased road traffic pollution at busy times because of increased congestion, worsening the health and welfare of those who live in the village.
- the likelyhood of increased flooding as yet more ‘greenbelt soak away’ is covered in concrete. The Cadaxton river has burst it banks and flooded homes many times causing misery for existing residents.
- local services such a doctor, dentist, and schools which are over subscribed
- the plight of the wildlife as vast natural habitats are permanently removed.

I oppose the proposed development in Dinas Powys due to concerns about traffic congestion and pollution, which could affect my chronic asthma. Having moved here for a healthier lifestyle, I believe the current infrastructure is strained and that adding 250 new houses next to an already congested road is unwise. I support more housing in the Vale but feel this plan is poorly considered. I urge supporters to visit Dinas Powys during the day to see the severe congestion firsthand.

I moved out Cardiff City centre for a more peaceful and healthier lifestyle. However, the traffic through Dinas Powys is utterly dreadful. I already think the current infrastructure is at it's limit and I believe the housing development will make already awful congestion in the area unbearable. I fully support the need for more housing to be built in the vale, but 250 new houses right next to an extremely congested road is a complete nonsense. I implore anyone who supports this development to drive through Dinas Powys during the day at various times, and they will clearly see that this plan is poorly thought out.
