I am submitting my strong objection to the above planning of 250 houses in Dinas Powys (planning Number HG1 KS2).
I cannot believe you are considering building more houses in a village already at capacity.
It will mean increased congestion. The traffic out of Dinas is dire already.
Flooding will only get worse as YOU are taking away our greenbelt.
There is one doctors surgery which is already struggling having had to take on clients from 2 Penarth surgeries that closed down and the new housing developments.
Please stop all this madness as this affects you too and future generations.

I have lived in the same house in Eastbrook for 58 years and have seen traffic problems increase and increase to being now utterly ridiculous. This is a main route from Barry to Cardiff road and the road just cannot cope as it is. Traffic is continuous from early morning until late evening and Pen y Turn Pike is closed or any other roads than it becomes a nightmare with so much pollution is unhealthy. As for the ridiculous plan to build 250 houses in the fields here (which have always flooded so it will be worse). Where are the children to go to school? All the schools are already oversubscribed!!! What about the Health Centre which is already struggling with the amount of patients so you're lucky to get an appointment so where all these incomers to go? Same with the dentists- the list can go on and on, and if every house that's built has at least 2 cars that will be another 500 cars trying to get in and out of Dinas Powys. The Government keeps going on about wellbeing yet they all happy to take away our Greenfields and country walks. I've walked and walked these fields and just feel there must be a better solution for places to build houses, soon all our wonderful countryside will disappear and we'll e left with nonstop traffic-sewers collapse as this road was not built for such traffic and we don't need it. Leave Eastbrook alone and don't add any more development to what was a lovely place to live.

There will be more non Welsh speakers due to the large influx of social housing tenants who’s demographic is majority non Welsh speakers. This will lead to a dilution in the use of Welsh language in the area.
I am concerned that the development will increase congestion, with 250 homes adding 300-500 cars, worsening the already at-capacity Cardiff Road and Culverhouse Cross. Flooding risks will rise due to increased water runoff entering the Cadoxton River, which has previously flooded homes. Healthcare and education services are at full capacity, and emergency services will be overwhelmed. The development threatens wildlife habitats and reduces green belt boundaries, eroding the village’s identity. Limited access to Eastbrook train station and existing infrastructure issues further support my opposition to this development.
Increased congestion - 250 homes could bring 300-500 additional cars. Cardiff Road and Culverhouse Cross are already at capacity 5 years ago and there have been no subsequent upgrades.
Increased flooding - water run off from the Eastbrook site will enter the Cadoxton River which has burst and flooded homes in Dinas Powys many times. More homes means more discharge of raw sewage into the sea.
Doctors and schools are already at capacity, local primary and secondary schools are full and oversubscribed. No ongoing consultation with GP service.
Emergency services, first responders, A&E and maternity facilities will all be directly affected by the additional demand and congestion brought on by the development.
Loss of wildlife - development will destroy vast habitats for wildlife.
Reduced green belt - big reductions to the green belt boundary merging Dinas Powys to Llandough. These boundaries are meant to be protected spaces, not adjusted to fit an agenda.
Active Travel - limited access to Eastbrook train station. No viable pedestrian access and inadequate parking at the station. Cardiff Road already at capacity. Highways have already objected to this development due to this reason.
Losing village identity - Dinas Powys population is continually increasing and will lose its identity as a village.

I object to the proposed development due to concerns about increased traffic and highway safety, as the area already experiences high congestion. I am also worried about flood risk and drainage issues, given the site's history of waterlogging and potential for increased flooding. The loss of green space used for recreation would impact community wellbeing and biodiversity. Additionally, the development could strain local healthcare services, which are already near capacity. I ask that these concerns be taken into account in the decision-making process.
I wish to formally object to the proposed development on the following grounds:
1. Increased Traffic and Highway Safety
The development would result in a significant increase in traffic within an area that already experiences high vehicle volumes and congestion. This raises serious concerns regarding road safety, increased journey times, and the overall capacity of the existing highway infrastructure to accommodate additional demand.
2. Flood Risk and Drainage Concerns
The site is known to experience frequent waterlogging, with the fields often extremely muddy and prone to flooding during periods of heavy rainfall. Development on this land may exacerbate surface water runoff and increase flood risk to surrounding properties unless robust and clearly evidenced drainage mitigation measures are implemented.
3. Loss of Green Space and Community Amenity
The proposed development would result in the loss of valuable green space currently used by local residents for recreation, including dog walking. This area contributes positively to community wellbeing, biodiversity, and the character of the locality.
4. Pressure on Local Healthcare Services
Local GP practices and healthcare services are already operating at or near capacity. The addition of new housing without corresponding investment in healthcare infrastructure would place further strain on doctors’ availability and access to medical services for existing and future residents.
For the reasons outlined above, I respectfully request that these concerns be carefully considered when determining the application.

The proposals will cause negative impact on Dinas Powys, ruining village identity and rural nature of the area, destroying wildlife habitats and SSSI locations.
The road network is already unable to cope with existing traffic: pedestrian, cycle and equestrian use is dangerous with no pavement in sections, a situation made worse by adding 500 or more vehicles.
Cardiff Road, Mill Road and St Andrews Road are all prone to flooding, being impassable at times, and likely worsened by run off from the proposed development.
NHS Services, public transport and schools are overwhelmed and increased local population will exacerbate this problem.
If the proposed site for new housing north of Dinas Powys (site ID 444) goes ahead it will cause significant negative impact on the local area and existing population. The population of Dinas Powys (7,894 source 2021 Census) will be increased by up to 1,000 new residents (with up to 500 additional motor vehicles), forever ruining the village identity and rural nature of the area.
The greenbelt countryside around Dinas Powys, and the village identity will be lost forever to the detriment of residents and visitors alike. Wildlife habitats and nearby SSSI locations will be adversely affected. These areas should be protected and not subject to adjustment to suit an unsustainable housing development agenda.
The site will result in unacceptable levels of increased traffic in Dinas Powys. The existing road network is insufficient for current traffic levels at peak times, with roads at Argae Lane, St Andrews Road, Westra, Cardiff Road and the village square already subject to unacceptably high levels of vehicular traffic and unable to support increased traffic without substantial improvements that are impractical and in some areas impossible due to the nature of the existing rural road network.
Regular pedestrian, cycle and equestrian use of the roads around Westra, Argae Lane, Dinas Powys village square, Penyturnpike, Mill Road, Cardiff Road and St Andrews Road is already dangerous particularly at peak times and near the local primary schools, with no pavement available in large sections of these roads, a situation that will be made much worse with up to 500 additional vehicles using them if the planned housing development goes ahead.
Narrow pinch points along most of Argae Lane (single lane traffic only) and sections of Westra and St Andrews Road already suffer as a result of existing traffic levels and are dangerous for other road users and prone to delays and congestion. Existing housing along Westra and St Andrews Road already suffers from dangerous driving behaviour and excess speeds by vehicles using the narrow roads as a cut through from Barry to Cardiff and Penarth.
Cardiff Road, Mill Road and St Andrews Road are all prone to flooding making them impassable at times during autumn and winter months and this will be made worse by increased run off from the development site.
Existing NHS Services, Schools, Dentists, Opticians and Doctors surgeries are already overwhelmed, and additional housing around Cross Common Road and The Murch in recent years have made this worse with no additional services or facilities provided. Further population increase around Dinas Powys will make this worse.

In conclusion, Site 444 poses unacceptable risks to the safety, accessibility and rural character of Dinas Powys. Traffic congestion, flood risk and loss of village identity and pressure on local services are paramount concerns that must be addressed before any development is considered.
Key Concerns:
• Impact on Village Identity and Countryside
o Development would permanently alter the rural character and village identity of Dinas Powys.
o The greenbelt and surrounding countryside would be lost, negatively affecting residents and visitors.
o Local wildlife habitats and nearby SSSI locations would be adversely impacted, reducing biodiversity.
• Traffic and Road Safety
o Existing road network is already insufficient for current traffic levels. For large parts of each day it is almost impossible to exit from Dinas Powys in any sensible time frame due to congestion.
o Problem areas include Argae Lane, St Andrews Road, Westra, Cardiff Road, Mill Road, Penyturnpike and the village square. The recent Scholar’s Park housing development at the top of Murch Road has led to very heavy traffic at an already busy crossroads.
o Parking around the village has become dangerous and over-crowded with people regularly parking in inappropriate places and causing further congestion.
o Regular pedestrian, cycle, and equestrian use is dangerous due to lack of pavements in several sections.
o Capacity on trains is limited and at peak times, rail carriages are often full. There are very limited car parking facilities for commuting via rail links.
o Additional housing could add up to 500 more vehicles, worsening congestion and safety hazards. It is unrealistic to assume that new residents will not increase local vehicle numbers. This coupled with the fact that the local schools are already oversubscribed as well as as doctors means that local services will be stretched further. There is an active travel network within the proposed site, but nothing going through Dinas towards Barry making it almost laughable

I want to object to the building of another 250 houses, I work in Penarth Marina and it currently takes me 20-25 mins to drive to work. Adding that many houses will increase traffic by approximately 350 cars per day, it will be grid lock. The infrastructure is not set up for that many houses. The schools and drs are already over subscribed - where will the new residents go?

I am concerned about the proposed active travel route through the private lane in Georges Row, which leads to the back lane behind the properties at 26-40 Georges Row. The back lane is private, safe, and currently used for personal activities. The route could lead to increased anti-social behaviour, parking issues, and loss of privacy. I question how the council or developers can use private land where there is no public right of way. I also believe it is unfair that this proposal was introduced after the final Deposit Plan was published.
If the development is to go ahead, the hedgerow should remain in place and the border between the new development and Georges Row should be secure, with no route through our private back lane.
This is my second response to the consultation. Since responding, I have learned that although it does not currently appear in the Deposit Plan, it is proposed that an additional active travel route be opened up in Georges Row, through the private lane between 24 and 26 Georges Row. This would be devastating for residents backing onto the new development, and especially those at 26-40 Georges Row. There is a wide, tarmacked back lane behind these houses, which leads off the private lane that is proposed as the active travel route. This is currently a quiet, private and safe area between our gardens and our garages – for example, this last weekend I was able to air the inside of my car by leaving the car window and boot lid open all day. This private, safe space will disappear with potentially hundreds of pedestrians and cyclists passing through the lane. Passers by may hang around the area or use the quiet corners beside or behind garages for discreet deals while children may be attracted to play on the hard standing. Drivers may be attracted to park on this private land or on the street in Georges Row (which already has a parking problem) to avoid driving through the estate and any queues when exiting. I am very concerned about the range of anti-social behaviour that this active travel route through our private land may cause, as on other alleys in the Vale where the council have now had to install gated access. As mentioned, the lane to the back of the houses is private, and ownership shared between residents. There is no public right of way. The stile to the fields was added as an expediency but there used to be a fence there. How is it possible for a developer or the council to just decide to use our private land for such a potentially busy cycle way? Finally it seems very unfair that this devastating proposal to add an active travel route through our land should be added after the Deposit Plan is published for consultation so that we do not have a proper opportunity to express our views before the plan is lodged with the Welsh Government.

That is hard to determine until you know the breakdown of the potential purchasers. However, the likelihood is that it will have a negative impact upon the Welsh language.
I oppose the proposed development north of Dinas Powys, as it would reduce the green wedge and harm the village's identity, already impacted by Llandough hospital expansion. I am concerned about increased congestion on Cardiff Road, especially around the junction with Redlands Road. The secondary access point’s ambiguity raises fears of increased traffic and safety issues. Local services are at capacity, and flooding risks remain unaddressed. The development would threaten wildlife, trees, and local privacy, while also raising concerns about transparency and the use of private land for new access routes.
The only change that I think will have any reasonable positive impact would be to scrap the plans to include this site in the DRLDP.
• The proposed development to the north of Dinas Powys requires the reduction in the green wedge between Dinas Powys and Llandough. This will have a significant impact on the perception of Dinas Powys as a distinct village.
• The massive expansion of Llandough hospital has already encroached upon Dinas Powys, thus reducing the separation of the village.
• Dinas Powys has a wonderful and proud village identity, as applauded on Derek Brockway’s Weatherman Walking programme in 2022. These developments will lose this wonderful village identity. The concern is that everything from Llandough, Dinas Powys and Barry will be seen as just a part of wider Cardiff.
• A green wedge should mean something and not be altered just to suit your planning or development needs. It also has to be more than just a field or two to properly separate our villages and towns.
• Cardiff Road in Dinas Powys is already overly congested with traffic coming both from Dinas and through from Barry.
• The stretch by the bus lane is almost always queuing, due to the bottleneck of the junction with Redlands Road.
• The development north of Dinas Powys will create another choke point on this already busy road. Traffic lights will not help this situation, as it will simply create further congestion, affecting both northbound and southbound traffic.
• The statement below when referencing the access to the site, states 'Creation of a new signalised junction on to the A4055 Cardiff Road to serve as the primary access with a secondary access closer for emergencies as well as pedestrians and cycling'. Does this mean that the secondary access will only be for emergency vehicles or for 'emergencies', which is quite different and will most likely be the main point of entry / exit for those wishing to drive south through Dinas Powys. The legend on the map simply states 'Secondary vehicular access', which is ambiguous and open to interpretation. If the secondary access is open to all vehicles, it will most likely be just as much used as the primary access route by the residents.
• The local GP services are at capacity, especially they have had to take on capacity from another surgery in Penarth that closed.
• Both the local primary school in Dinas Powys and St Cyres secondary school are oversubscribed. When St Cyres was rebuilt, it did not allow for any extra capacity but was actually lower capacity than previously available. It is difficult to understand how the village can absorb these new homes without detriment to all its residents.
• The emergency services in this area are already at capacity, shown recently when my mother had to wait for 5 hours for an ambulance, whilst lying on her bathroom floor with a broken hip. These developments will put further undue strain on these services.
• Dinas Powys is already at risk of flooding. Many houses were flooded in December 2020 and no significant measures have since been implemented to relieve these householders of further risk.
• Developing the land north of Dinas Powys will remove the ability of the fields to absorb rainwater, resulting in further run-off of water into the Eastbrook river, which can only exacerbate the risk of flooding downstream.
• Both developments would remove key areas of countryside with the associated loss of habitat for wildlife.
• My wife and I live adjacent to the land north of Dinas Powys and frequently see bats and hear owls together with many varieties of birds nesting or just resting in the trees. The Vale of Glamorgan Tree Strategy 2024-2039 discussed the need for tree canopy and these developments would be contrary to the principles in the Tree Strategy. There are mature trees throughout the area.
• I cannot understand how the development of this site could have biodiversity benefits when the development is bound to have a negative effect on the treeline and the wildlife it sustains, particularly the huge oak tree neighbouring 40 Georges Row. If this tree is to remain, the area nearby must be left undisturbed so as to protect its roots. Equally its extensive branches could be of danger to any houses built underneath it.
• I understand that even though it was not included in the plans displayed in the consultation meeting in Murchfield Community Centre on the 6th February, the council is proposing to use the private lane between 26 and 28 Georges Row as part of the active travel plan. This is unacceptable! You cannot have a meaningful consultation when you do not disclose details such as this! The area behind the houses of 28-40 Georges Row is a private area for the residents and owners of the garages. The danger will be that people living on the new estate will not want to drive through their estate but will either try parking in the private area by the garages or on Georges Row, which is already at capacity having cars from houses on Cardiff Road where they do not have their own parking available. I believe it will also lead to anti-social behaviour, as evidenced in Barry back lanes, which have now had to be gated due to such behaviour. Our back gardens, are currently open with low fences and gates, but we will feel the need to change this with the potential volume of foot and cycle traffic going very near them. I am also concerned that people with undesirable intentions will simply want to hang around the lane and our garages.

I have lived in my community since 1981 and have seen it grow significantly, losing its village character. I oppose the Eastbrook HG1 KS2 development, which would add 250 houses, increasing traffic and straining local services already at capacity. Roads are deteriorating and heavily used, especially by heavy goods vehicles and speeding private vehicles. Access via the A4055 would worsen congestion and delays. I believe this development would erode our community’s identity and bring us closer to Llandough and Penarth, which I oppose.
I have lived in my present property since1981. Over that period of time there have be substantial changes to this community in that time with the population growing substantially , and it not remaining a village that I moved to some 40 years ago.

Whilst I acknowledge that there is a need to build homes nationally ,as outlined by the goverment, I feel that this development would have a radical affect on this community and its infrastucture for years to come . A further 250 houses would generate on average two vehicles per household and I would imagine that the properties , as new builds , would entice new families putting further starin on the educational and health services within the village both of which are at full capacity at present .
The roads are at braeking point with residential side roads being used as short cuts ,creating unnecessary hazards and dangers to the community the roads are in poor condition and further traffic can only further this. When I moved here in 1981 the A4055 was a busy road but became quieter between the hours of 10pm till 6 pm ,now the quiet period is 3am to 4am only with heavy goods vehicles constantly using the road ans private vehicles ignoring speed restrictions More vehicles from the proposed site can only further add to the problem I beleive access to the site will be off the A4055 with traffic lights causing more delays and congestion to road overwhelmed with traffic enhanced in recent years by developments in Barry Waterfront and other developments .
This work would bring us in this community nearer to Llandough and Penarth losing our identity .
I DO NOT want this development on my doorstep and I hope this putd my objection forward

Yesterday, I noted that one of the proposed walkways highlighted in blue, uses a lane accessed from George's Row. This lane has never been adopted or maintained by the council and is used by residents to access their garages and the rear of their properties. How can private land be suggested as a viable access?

Dinas Powys (HG1KS2) is currently suffocating as a result of poor planning decisions, climate change, over population, traffic gridlock and pollution, flooding of residential properties, insufficient public maintenance services. Have you tried getting a medical appointment recently? We need consolidation NOT unnecessary expansion. Sort out the existing issues instead of making things worse. In addition building on wetlands will always be controversial. This is taxpayers money you will be misappropriating. I for one will campaign to make sure future buyers make informed decisions.
This plan should be delayed until such time as the issues identified as summarised above have been addressed. Once addressed attention should focus on identifying a potential location which will avoid reintroducing those hitherto addressed concerns. We are taxpayers who fund these development processes, perhaps try placing human concerns ahead of statistics.

I strongly object to the proposed construction of 250 houses at Eastbrook, Dinas Powys, citing concerns over increased traffic congestion, inadequate infrastructure, and pressure on local services. Having lived in Dinas Powys since 1968, I have witnessed significant growth that has worsened traffic, strained the health centre, and overburdened schools. The roads are already dangerous, with emergency services struggling to navigate. Building on this site would worsen flooding, diminish wildlife, and destroy the village’s character. I believe this development is inappropriate and oppose it entirely.
We wish to register our strong objection to the proposed building of 250 houses at Eastbrook, Dinas Powys, on the grounds of increased traffic congestion and already overburdened facilities in the area.
Having been residents of Dinas Powys since 1968, when it was truly a village, with all its appeal, we have witnessed such enormous changes, mainly due to population increase, which has brought about traffic congestion, pressures on our local health centre and the two schools in the area. Cardiff Road is gridlocked now at most times of the day so how access to the proposed site of these new houses from Cardiff Road can be possible we can’t begin to comprehend. It is also the route to Llandough Hospital for ambulances etc that serve the wider Vale. Their sirens are always sounding as they try to get through the traffic on Cardiff Road and often it means them mounting the pavement in order to negotiate this. The road is narrow and you take your life in your hands walking along the narrow pavements in Eastbrook, totally inadequate for children accessing the school. The Merrie Harrier junction nearby is already a death trap without any extra volume of traffic using it heading towards Cardiff and Penarth. We lived on the main road in Eastbrook for over 50 years, so are very familiar with the traffic problems. When we moved there in 1968 a bypass was being discussed due to the traffic, but 58 years later there has been no progress. The area is totally inconvenient for accessing any of the facilities Dinas Powys has (shops, health centre, schools) and the public transport (buses) is poor.
It is difficult to get an appointment at the local health centre as it is, without a possible 500+ more patients, and the local schools are at bursting point. Dinas Powys suffers from flooding which building on the proposed site would surely contribute to more risk. It could never be called a village again with such a huge population and joined up to Llandough, losing a part of the countryside which now separates it and is important for wildlife.
This proposal is absolutely insane and we strongly object to it going ahead.
