The village is liable to flooding, from excess storm water and the current levels of waste water, any further homes will overwhelm the waste management system. The provision for nursery (both private and state) and schools are already over subscribed. The medical provision is already crippled by a lack of capacity.

I oppose the proposal to build a large number of homes on land that currently acts as a flood defence for Dinas Powys and Michaelston-le-Pit, as this would increase flooding risk and cause structural issues. The development would result in significant loss of green space, wildlife, and ancient woodland, causing irreversible environmental damage. Existing infrastructure is already strained, with overcrowded healthcare, poor public transport, and deteriorating roads, which would worsen with increased population. I believe alternative brownfield sites should be considered to avoid damaging the community and environment.

Firstly, the proposed land currently work as a flood defence for Dinas Powys AND Michaelston-le-Pit. If homes were to be built on this land, this would both increase the risk of flooding in both areas (which is already poorly managed) and create structural issues to the proposed development.
Secondly, there would a great loss of green space, damage to wildlife and loss of ancient woodland. This currently provides benefits to those who live in and outside of the area - building homes would cause irreversible damage to the land. Moreover, the increase in population would create more noise and air pollution.
Thirdly, the current infrastructure of Dinas Powys can't cope with the current amount of residents living there - let alone proposing thousands of more new residents! For example, the doctor's surgery is already working in tandem with other local practices who are inundated with patients. Though there are regular trains, the overall public transport is poor due to overcrowding on trains and a lack of regular buses. Moreover, the road conditions in Dinas Powys, Michaelston-le-Pit and the Pen y Turnpike are abysmal. The work conducted to maintain the roads is laughable, and I'm sure the proposal for thousands of new homes doesn't include creating new roads/a bypass/improving the current roads.
I understand that there is a need for new homes. However, there are plenty of brown-sites or land elsewhere that would not cause huge issues for any existing, and potentially incoming, residents. This development should not go ahead, as it would cause irreversible damage to the community and environment.

I believe there are more suitable brownfield sites elsewhere in the Vale of Glamorgan that would avoid damaging local areas, and I am concerned that current planning decisions lack adequate consideration.

I wish to register my objections to LDP candidate site BP18A (Land off Cardiff Road, Dinas Powys) for the following reasons: 1. The development will add increased traffic congestion to a major arterial route to/from Cardiff despite it being located on a bus route and close to nearby rail stations that may be difficult to access on foot. Residents will still likely use private vehicles. 2. Put further pressure on local facilities (health, schools etc.) 3. It’ll have a negative impact on biodiversity with loss of wildlife and increased risk to flooding downstream on the River Cadoxton, as well as reduce the green belt around the village of Dinas Powys. 4. There are more appropriate brown sites in the Vale more suitable without destroying local areas, which the current Planners at the Vale of Glamorgan Council appear to be attempting and has happened already close to my home without due consideration!

Referring back to the Wellbeing of Future Generations act (2015), the proposed development will contradict the act's intention to improve and encourage Welsh language use in the area.

The development is pinned on the impossible assumption that new residents will rely on public transport, walking and cycling rather than cars to travel. There are no Welsh language schools within walking or cycling distance of the proposed development site. The closest would be Ysgol Pen y Garth, which arguably could be accessed by foot or bicycle. However, you would be encouraging parents to walk very young children across a major road and along precarious, unlit country lanes where vehicles travel at speed. Putting children and families at such high risk is morally wrong. The only option to access Welsh medium education in the Vale is to drive.

Therefore, there is no incentive to live in a development that's key 'selling point' is its proximity to public transport. Welsh speaking families would then be actively discouraged from wanting to live in the development, and thus Dinas Powys would be denied the opportunity to increase its Welsh-speaking representation. This directly contradicts the Wellbeing of Future generations act (2015).

I would like to express my complete objection to the proposed development. It is extremely clear that no research/investigations of the proposed site have been properly conducted as if there had been, the proposal would have been dismissed. Firstly, it is evident on the proposal map that there is intention for pedestrian access to be encouraged via Georges Row. The path you have highlighted is private land. All residents of Georges Row with houses that back on the lane own sections of the highlighted pathway. It is an access route for residents to park their vehicles and access garages. A number of large vehicles, such as campervans and work vans, use that lane. Encouraging pedestrians to use it will put people at risk of harm from those moving vehicles. You have suggested that the route will be used by residents who do not wish to walk along a traffic-laden road, and yet have later stated in your proposal that the new development will not have any impact on traffic levels. If this is the case, residents can walk along Cardiff Road as, by your predictions, traffic will not be an issue. Georges Row residents will be seeking legal advice as to how to block access from non-resident pedestrians if that route suggestion remains in the plan. You have failed to include the development of an additional GP surgery to support the health needs of residents. Dinas Powys Medical Centre currently serves around 9,000 residents, plus taking on the whole cohort from a Penarth surgery, as well as residents from Wenvoe and Llandough. The GP services are over-subscribed. Adding residents from this proposed housing development will further stretch the services and leave residents without access to vital healthcare. The proposed development contradicts the intentions of the Well-being of Future Generations Act (2015). Resilient goal: The proposed development will be destroying a healthy ecosystem and significantly reducing biodiversity of the area. The development will then inhibit the area's ability to adapt to climate change. Building on that land will increase surface water and flooding risk for the whole village and surrounding areas. The land is currently referred to locally as 'The Swamp' as it already cannot absorb the volume of rainwater that we now experience due to climate change. The development will significantly impact this further and will increase flooding. Removing the trees and vegetation on that land to build will be removing vital carbon sinks for the area. Healthier goal: The proposed development will bring significant amounts of pollution, both in the construction phase and the effect of then having 300+ more vehicles on the road because of the new residents. The suggestion that the proximity to the train station will mean that new residents do not use cars is unrealistic and impractical. Traffic is going to increase exponentially, therefore contributing to higher emissions and a more stressful outdoor experience for everyone. Deliberate destruction of green space will negatively impact the mental and physical health of residents. The land you have proposed is a popular rambling route. The development will be actively removing the opportunity for people to enjoy Welsh countryside and you will be denying them the health benefits of this.

We are not part of Penarth, Llandough or Cardiff, which this development will further. Where are the schools, surgeries and infrastructures which require this “city” to work. Try getting out of DP at 8.30 am for a hospital appointment at Llandough at 10.00 am and you’ll just about make it!

Way too much traffic congestion already - more homes brings more cars. Schools are already full. Already difficult to get a doctors appointment. More houses means less appointments available. Bigger stretch for the NHS and the local ambulance crews. Waiting 5 hours for an ambulance already - be longer with more housing and more people. There is an increased flooding risk. It has already caused havoc that has not been resolved yet with houses not receiving their flood proof doors. I do not want Dinas Powys to turn into a town. Affects way too much wildlife.

I cannot see in any of the plans that the Vale of Glamorgan are taking any notice of this act.
The impact of the wildlife in the area., biodiversity.

The impact on the already stretched GP surgery. I constantly struggle to speak to a GP let alone a face to face appointment.
Pollution.
Traffic. Cardiff road is gridlocked most days.
Active travel, the two train stations are inaccessible for the less abled people of Dinas Powys.
And why did Permission carry out the surveys on that land.
I attended the meeting In the Murch hall with the Vale planners. They had not visited the site.

Objection to Allocation HG1 KS2 - Land North of Dinas Powys (SP4 KS2) This submission sets out an objection to the allocation of Site SP4 KS2 (Land North of Dinas Powys) within the Vale of Glamorgan Replacement Local Development Plan (RLDP). The allocation is considered unsound, inconsistent, and contrary to national planning policy, and is not supported by sufficient settlement-specific evidence.

1. Previously Rejected for the Same Constraints The site was previously assessed during the 2011-2026 LDP process (Site 1098/CS.1) and rejected at Stage 2 due to "insurmountable constraints." Similarly, candidate site 2036/CS.2 (Land at Eastbrook) was rejected on the grounds that development would: Represent unacceptable intrusion into the countryside Promote coalescence between Dinas Powys and Llandough Be subject to significant highway constraints No clear evidence has been provided to demonstrate that these constraints have been resolved.

2. Green Wedge Conflict & Risk of Coalescence The site lies wholly within the designated Green Wedge between Dinas Powys, Penarth and Llandough. The 2011 Green Wedge Background Paper identifies its purposes as: Preventing settlement coalescence Protecting open countryside Maintaining settlement identity Preserving the setting of built-up areas The RLDP's Integrated Sustainability Appraisal (2023) confirms Green Wedges continue to protect settlement integrity. Allocating ~250 homes on this land would materially reduce separation between Dinas Powys and Llandough, directly conflicting with paragraph 3.78 of Planning Policy Wales. Paragraph 3.64 of Planning Policy Wales requires Green Wedges to be "soundly based." No robust evidence has been presented to justify altering this designation. Once Green Wedge land is released, it cannot realistically be restored. Approval would create pressure for further incremental loss.

3. Inconsistent Candidate Site Assessment (BP18A) Background Paper BP18A shows clear inconsistencies. Site SP4 KS2 (Site 444) was progressed, while overlapping or adjacent smaller sites were rejected: Site 356 - Land east of Pen-Y-Turnpike Road (rejected due to Green Wedge harm) Site 419 - Land at The Grange (rejected due to Green Wedge harm) Site 423 - Land North Dinas Powys (rejected due to sporadic countryside intrusion) These sites are smaller and would pose less risk of coalescence than SP4 KS2. The differential treatment lacks explanation and undermines transparency and credibility of the assessment process.

4. Highways, Traffic & Sustainable Transport Previous Council findings confirmed the Station Road/Cardiff Road junction was operating at capacity. The main road through Dinas Powys is at a standstill in both directions for much of the day. The traffic coming from Penarth will back up due to the increased traffic (approx 500 extra vehicles on the road) resulting from 250 additional houses. The RLDP does not provide: Detailed updated junction modelling Cumulative traffic impact assessment Funded and deliverable mitigation measures Planning Policy Wales requires development to avoid severe residual impacts on the road network and promote sustainable transport. The Plan relies on aspirational measures without demonstrating modal shift sufficient to offset ~250 additional dwellings.

5. Air Quality Concerns Air quality monitoring was undertaken adjacent to open fields, where pollutant dispersion is naturally favourable. The survey effectively demonstrated acceptable limits because open land allows dissipation. Introducing 250 homes would: Alter dispersion dynamics Increase vehicle movements Create potential pollutant accumulation No post-development dispersion modelling or cumulative emissions modelling has been presented. There has been no focused monitoring at sensitive receptors such as local primary schools during peak term-time traffic.

6. Flood Risk & Drainage (TAN 15) Parts of the Eastbrook area have known drainage and flood constraints. The RLDP: Defers mitigation to application stage Does not provide robust cumulative runoff modelling Does not clearly demonstrate compliance with current TAN 15 requirements including climate change allowances The site proposed for development floods after the slightest rainfall. If this development did go ahead the water would be diverted toward the rest of the village who already experience severe flooding and the loss and distress that comes with that.

7. Wastewater & Sewerage Infrastructure There is no published confirmation from Dwr Cymru Welsh Water confirming network and treatment capacity. The Plan does not identify: Required upgrades Funding mechanisms Delivery timescales Infrastructure sequencing Reliance on future upgrades without secured delivery undermines effectiveness.

8. Schools & Community Infrastructure Previous assessments noted limited school and medical capacity. Section 106 education contributions from earlier developments (including Taylor Wimpey funding originally linked to nursery and primary provision) have not resulted in clear, transparent delivery of additional school capacity. Subsequent housing approvals (e.g. Bendricks / Hayes Road) have added pressure without clear education funding alignment. The RLDP provides no: Settlement-specific capacity study Confirmed expansion programme Delivery timetable aligned with housing growth

9. Best and Most Versatile Agricultural Land The site comprises Grade 2/3a agricultural land (Best and Most Versatile). Planning Policy Wales requires protection of such land unless overriding need is demonstrated. No published BMV assessment or alternatives analysis has been provided.

10. Placemaking & Settlement Character The proposal represents a disproportionate extension relative to the scale and pattern of Dinas Powys. The allocation appears driven by housing numbers rather than: Local character Infrastructure capacity Community wellbeing Sensitive placemaking principles

11. Loss of natural habitat for local wildlife The land proposed for development is a natural habitat for many species including: Bats Foxes Tawny Owls Dragon flies Woodpeckers Sparrowhawks Greater Spotted Woodpeckers

12. Active Travel and public transport The Council offers a narrative of active travel being a reasonable alternative to using vehicles. This has not been thought through properly. Many people have to take children to school, which they could not do by foot on on a bicycle. The same argument goes for people working in areas not accessible by public transport. The bus and train service running through Dinas Powys is insufficient for the residents currently living here so would not cope with the increased demand. The train station at Eastbrook does not have a lift or a crossing for people with a physical disability or parents with a pushchair. The route to walk around to the other side of the train station would add an additional 20/30 minutes to the journey on foot. Overall Conclusion The allocation of HG1 KS2 / SP4 KS2 is unsound because it is: Not Justified Contradicts established Green Wedge purpose Inconsistent site assessment Previously rejected for unresolved constraints Not Effective Infrastructure capacity (highways, schools, sewerage, drainage) not demonstrated Over-reliance on future mitigation Not Consistent with National Policy Conflicts with Planning Policy Wales Green Wedge policy Fails to demonstrate sustainable transport compliance Risks loss of Best and Most Versatile agricultural land

I do not object in principle to adding new houses in Dinas Powys as I recognise the need to provide more homes, however prior to building new homes it is necessary to make improvments to the managment of the Cadoxton river and the road infrastructure.

The council will be aware of flooding which occured in the village in December and February 2020. Recently in early January 2026 there was an alert to residents who live in the most flood-sensitive parts of Dinas Powys, due to anticipated heavy rainfall. Due to Global warming it's inevitable that further flooding will occur and flood avoidance measures need to be planned. I have not seen evidence of significant improvements in managing potential flooding in the village since the 2020 floods. Measures neeed to be put in place to store water in the upper reaches of the river . Furthermore it's obvious that adding more housing with tarmac and concrete replacing fields will reduce the capacity of the land to absorb rainfall and furthe rincrease the risk of flooding . The risk of flooding needs to be reduced prior to further adding more stress on the drainage system.

The addition of significant new housing at the top of Murch Crescent (former site of the Dinas Powys part of St Cyres school) has further added to the traffic. I cycle along Cardiff Road from the village to llandough Hosptial on my way to work and know that the traffic at rush hour times is extremely slow, This situation is reversed at the end of the day with traffic proceeding very slowly heading through Dinas on the way to Barry. Adding further houses will of course further increase the problem . There is a therefore a strong need to increase the infrastructure of the road system , perhaps by providing a relief road parallel to Cardiff Rd, or by other means? prior to building new houses. I look forward to hearing your arguments on this matter and am happy to discuss it further.

I would like to express my objections to the above-referenced planning proposal. Whilst I agree new houses are needed, I totally disagree with the positioning of the proposed housing development. They will be placed on a much-needed natural drainage area, resulting in an increased risk of flooding of the established houses. Along with the subsequent environmental consequences. Cardiff Road and the junction by the Merrier Harrier public house are already very congested, with no meaningful way of increasing road capacity or the possible introduction of viable "active travel" lanes, as the road is largely too narrow and surrounded by houses on both sides. How will A4055 cope with increased traffic? The infrastructure in Dinas Powys is already stretched to its limit with over-subscribed schools, GPs, dentists etc. The public transport provision is inadequate, especially for busy residents who need to get their children to school and themselves to work by the required time. Dinas Powys is a village with beautiful green spaces, walkways, and areas of natural beauty that add character and charm to the village. This development will severely impact the village greenbelt, the environment, and the quality of living environment in the village. As a council that is driven by the environment, green policies, and an anti-car agenda, are there plans to increase the bus provision? Will these houses be carbon neutral? Will they all have solar panels? Will trees be planted as an offset to the removal of a greenfield site? How will the children fit into already over-subscribed schools?
