My concerns have been expressed equally by residents who are well informed re, - flooding, infrastructure, road pollution and chaos, increase and pressure on schools and medical facilities, environment, loss of village status, wildlife!!! There are so many issues to address! As a resident of Dinas Powys for well over 70 years, I have experienced vast changes. Some very welcome. I appreciate the need for affordable homes but this site is not 100% suitable.

I am concerned about the proposed housing on Land north of Dinas Powys due to limited access routes and existing congestion. I oppose developing land north of Dinas Powys due to flooding risks, as it would increase water runoff and threaten downstream areas. The proposal would destroy wildlife habitats, mature trees, and compromise the green infrastructure valued for recreation and biodiversity. It conflicts with the Green Infrastructure Strategy and risks eroding Dinas Powys’s village identity by reducing the green wedge separating it from Llandough. The development would worsen traffic congestion, strain local infrastructure including GP services, schools, and secondary schools, and undermine community well-being. I call on the council and Welsh Government to reject this site and focus on brown
Ideally I would like the council to withdraw this site from the LDP and instead consider how it might be used to further the implementation of its Tree Strategy and Green Infrastructure plan.
I oppose the development of land to the north of Dinas Powys for the following reasons:
Flooding: Dinas Powys is already at risk of flooding and many houses were flooded in December 2020. Developing the land north of Dinas Powys will result in further run-off of water into the Eastbrook river, which can only exacerbate the risk of flooding downstream. I am also concerned that the development, increasing the flooding risk, will then encourage NRW to return to the proposed storage reservoir mooted a few years ago for the Mill Fields – a proposal to which the whole village and those beyond were adamantly opposed.
Loss of wildlife and trees: The development would destroy key areas of countryside with loss of habitat for wildlife. I live adjacent to the land north of Dinas Powys and frequently see bats and hear owls. The Vale of Glamorgan Tree Strategy 2024-2039 discusses the need for tree canopy and the development would be contrary to the principles in the Tree Strategy. There are mature trees throughout the area. Of most knowledge to me is the mature field border behind Georges Row, which is on the edge the proposed development. This border is lined with oak trees, which sustain nesting birds and much other wildlife. There is a particularly huge oak tree neighbouring 40 Georges Row. If this tree is to remain, the area nearby must be left undisturbed so as to protect its roots. Equally its extensive branches could be of danger to any houses built underneath it. It is not easy to understand how this site can be said to have biodiversity benefits when it will be so detrimental to the environment and wildlife.
The development appears to be in direct contradiction to the Green Infrastructure Strategy. The trees and fields on the site of the proposed development are used to enhance wellbeing and good health, as popular areas for dog walking , rambling and enjoying the countryside. There is biodiversity and a range of habitats for birds and mammals on the area due for development, and the fields help create a sense of space as a border to the urban environment of Dinas Powys. Building on these fields will reduce the green infrastructure in these ways, result in biodiversity losses rather than gains and exacerbate the local effects of climate change through missing the chance to use the environment there to reduce the risks of flooding downstream.
Village identity: The proposed reduction in the green wedge between Dinas Powys and Llandough with the proposed development to the north of Dinas Powys will have a significant impact on the perception of Dinas Powys as a distinct village. The doubling in size of Llandough hospital has already reduced the separation of the village. Dinas Powys will lose its wonderful village identity, with the risk that the eastern Vale will be viewed as a single urban settlement of Cardiff/Penarth/Llandough/Dinas Powys. A green wedge needs to be more than just a field or two to properly separate our villages and towns.
Traffic congestion: Cardiff Road in Dinas Powys is already notoriously congested and the stretch by the bus lane is almost always queuing, due to the bottleneck of the junction with Redlands Road. The development north of Dinas Powys will create a key junction onto this busy section of road. Any traffic management system, such as traffic lights, will create further congestion through Dinas Powys travelling northward, and exacerbate the occurrences of southbound traffic backing up to the Redlands Road junction.
Infrastructure: The local GP services are at capacity. The local primary schools in Dinas Powys are oversubscribed. St Cyres secondary school was rebuilt with a lower capacity than previously available and is also full. It is difficult to understand how the village can absorb these new homes without detriment to all its residents.
I urge the council and Welsh Government to reject this site from the RLDP and reprioritise brown field sites where you are not destroying nature and local communities.

I object to allocating land for approximately 250 homes in Dinas Powys, citing concerns over flood risk, drainage, infrastructure capacity, education, highway safety, environmental harm, and policy compliance. The existing drainage system is under strain, risking increased flooding. Local schools are at capacity, and additional residents would worsen congestion and safety. Loss of green space and wildlife habitat would harm biodiversity and village character. The scale of development exceeds infrastructure capacity, contradicting national policies and principles of sustainable development. I urge removal or reduction of this allocation before submission.
I respectfully request that this allocation be removed or substantially reduced prior to submission for independent examination.
I write to formally object to the proposed allocation of land for approximately 250 residential dwellings in Dinas Powys, as set out in the Vale of Glamorgan Local Development Plan 2021–2036 Deposit Plan.
My objection is founded on substantial concerns relating to flood risk, drainage and infrastructure capacity, education provision, highway safety and congestion, environmental harm, and non-compliance with national and local planning policy.
1. Flood Risk and Drainage Capacity
The proposed allocation raises serious and well-founded concerns regarding flood risk and surface water management. Parts of Dinas Powys have a documented history of surface water flooding and drainage exceedance during periods of heavy rainfall, demonstrating that existing drainage infrastructure is already under significant strain.
I have direct personal experience of these problems. My property was recently flooded due to a burst water main, causing damage and prolonged disruption. The issue remains unresolved, and I am still awaiting remedial works, including the replacement of my lawn and boundary fencing by Welsh Water. This has caused considerable distress, inconvenience, and ongoing uncertainty, highlighting the fragility of the existing drainage and water infrastructure.
The scale of development proposed would significantly increase impermeable surfaces, thereby intensifying surface water run-off and materially elevating flood risk both within the site and to surrounding residential areas downstream. The Deposit Plan fails to demonstrate that adequate, deliverable, and fully funded drainage and flood mitigation infrastructure can be secured to address these impacts.
This approach is contrary to the requirements of Planning Policy Wales (PPW) and TAN 15: Development, Flooding and Coastal Erosion, which require development to be directed away from areas of flood risk and to ensure that flood consequences are not increased elsewhere.
2. Education Capacity – Unsustainable Impact on Local Schools
Primary and secondary schools serving Dinas Powys are already operating at or near full capacity. The addition of approximately 250 dwellings would generate a substantial increase in pupil numbers, which existing education facilities are neither designed nor resourced to accommodate.
The Deposit Plan fails to demonstrate that sufficient school places can be delivered in a timely manner, or that appropriate land, funding, and delivery mechanisms are secured to facilitate necessary expansions. In the absence of guaranteed educational infrastructure provision, the proposal risks causing significant detriment to educational standards, accessibility, and community wellbeing, contrary to the principles of sustainable development.
3. Highway Capacity, Traffic Congestion and Safety
The local highway network within and surrounding Dinas Powys already experiences chronic congestion, particularly during peak commuting and school travel periods. Key routes routinely operate at or beyond practical capacity, resulting in frequent queuing, delays, and reduced highway safety.
As a local school employee, I do not feel safe walking to work due to traffic conditions and pedestrian safety concerns. Instead, I am compelled to travel by car, despite the short distance of just over one mile. Even this short journey routinely takes approximately 15 minutes, and significantly longer when delayed by service or refuse collection vehicles. This illustrates the severe existing pressure on the local road network.
The additional vehicular movements generated by 250 new dwellings would materially worsen congestion, air pollution, and highway safety risks. Particular concern arises regarding pedestrian and cyclist safety, especially for school children.
The Deposit Plan fails to demonstrate how these cumulative transport impacts would be acceptably mitigated or how sustainable transport measures would realistically offset increased reliance on private vehicles.
4. Loss of Green Space, Biodiversity and Wildlife Habitat
The proposed allocation would result in the irreversible loss of valuable greenfield land and wildlife habitat, which currently supports local biodiversity, ecological networks, and protected species.
These green spaces deliver essential ecosystem services, provide opportunities for recreation, and contribute significantly to the physical and mental wellbeing of residents. Their loss would fundamentally undermine the rural character, environmental quality, and liveability of Dinas Powys.
The Deposit Plan does not demonstrate adequate ecological mitigation, compensation, or biodiversity net gain, contrary to the requirements of PPW, TAN 5: Nature Conservation and Planning, and the Environment (Wales) Act 2016.
5. Overdevelopment and Harm to Settlement Character
The scale of development proposed is disproportionate to the size, character, and infrastructure capacity of Dinas Powys. An additional 250 dwellings represent a substantial and unsustainable expansion that would erode the village’s distinct identity and semi-rural setting.
Such growth constitutes overdevelopment, conflicting with sound placemaking principles and settlement hierarchy policies, and risks transforming Dinas Powys into a suburban extension of Cardiff, rather than maintaining it as a sustainable and cohesive village community.
6. Failure to Demonstrate Soundness
For the reasons outlined above, the proposed allocation fails to meet the statutory tests of soundness, in particular:
• Test CE1 – The plan is not deliverable, due to unresolved and unfunded infrastructure constraints.
• Test CE2 – The plan is not flexible, as it relies on uncertain future infrastructure provision.
• Test C2 – The plan is not consistent with national planning policy.
The proposed allocation of 250 dwellings in Dinas Powys within the Deposit Plan is unsound, unsustainable, and likely to result in significant environmental, social, and infrastructural harm. I respectfully request that this allocation be removed or substantially reduced prior to submission for independent examination.

The water run off will be lost if houses built here, as well as the destruction to the natural environment/ ecology. The main road/artery is already blocked daily with traffic not allowing a flowing thoroughfare. OBJECT - The roads are not adequate for the currents amount of housing currently. Traffic is making it unpossible to leave the village for the current owners.
This is a concern for the schools on the main road. Car fumes getting breathed in by our children whilst there within school grounds. We already struggle to get doctor appointments already so how can they services be stretched for another 100 houses never alone more.
OBJECT - The roads are not adequate for the currents amount of housing currently. Traffic is making it unpossible to leave the village for the current owners.
This is a concern for the schools on the main road. Car fumes getting breathed in by our children whilst there within school grounds. We already struggle to get doctor appointments already so how can they services be stretched for another 100 houses never alone more.

Traffic is already severe, and additional housing would worsen congestion, increase pollution, and strain local roads. I believe the proposed plans will harm local wildlife, reduce residents' quality of life, and strain existing healthcare and services. Flooding risks will rise due to land concreting, and noise, light, and air quality will negatively affect woodland and farms. The dangerous Pen-y-Turnpike will see increased traffic and accidents, endangering both drivers and wildlife. Residents' concerns are ignored, and the village cannot support more residents without damaging its character, green spaces, and living standards for future generations.
The proposed plans will impact the wildlife, quality of life of the Dinas and Michaelston residents, increase the strain on an already strained GP, negatively impact the rest of the local services. Flooding will increase with concreting over the land. Sound, light and air quality will have a drastic impact on the woodland trust and local farms and their livestock. the pen-y-turnpike is an extremely dangerous road which is seldom looked after in terms of pot holes. the proposed developments would increase the use of the road and increase fatalities on drivers and wildlife. the residents in this catchment are ignored at every turn, the village and its infrastructure cannot take any more residents without irreversibly changing the fabric of the area, massively reducing the quality of living standards, and obliterating green areas which we'll never get back for future generations.

Very concerned about the poor road surfaces in Dinas Powys, lack ok parking and enforcement for illegal/dangerous parking. Highly congested driving routes, no safe cycle and walking lanes as alternatives to Barry and no by-pass. Amenities not in place to support additional housing. Decline in air quality, recreation grounds and well-being of current residents disregarded. Most likely increase flood risk due to lack of vegetation. I moved from Cardiff to Dinas in order to escape the traffic and enjoy village life. Urgent improvements in Dinas must be completed first before any additional housing can be integrated successfully.

Too many cars already for Cardiff Road to cope with. Adding more cars would be a disaster, impacting on the quality of life of residents and commuters.
This site is inappropriate for development of houses for many reasons. The main one is grossly inadequate road infrastructure and a lack of provision of an appropriate highway. Cardiff Road is a bottle neck for traffic already. It is almost constantly nose to nose traffic. Adding more cars to this would exacerbate the issue greatly, and with houses come cars... Lots of cars... Please rethink this. Life is getting increasingly difficult in Dinas Powys due to the constant traffic, and this would make a bad situation even worse. The people who live here are very saddened by the lack of listening by the council on this matter. Please listen to us. We are counting on you.

I do not care about the promotion of the Welsh language, with all the other problems our communities have I think Welsh language is of little importance.
Whilst I understand the need for additional housing, this development reduces the green belt which is detrimental to Dinas Powys’ identity as a community and to the wildlife on the site. There is not enough road capacity - we need a bypass around Dinas to divert Barry traffic which has also seen a massive rise in population with developments there. Doctors already at capacity and I struggle to get an appointment as it is, this will be made worse. Schools need additional investment - not just Welsh speaking!! I also worry about flooding.
It either needs to be scrapped or relevant road adjustments I.e. a bypass or similar to divert Barry traffic away from Dinas Powys. Massive improvements needs to be made in infrastructure such as doctors surgeries and schools. Investment to support local businesses thrive.

The Dinas Powys area is already overly populated, added housing will put a strain on schools, doctors, dentists, the environment (extra cars on the road) and traffic will be considerably increased in an area that is already very congested.
Also the land is home to wildlife, what happens to the creatures we share the land with?
I feel this is a bad choice also due to the rivers in Dinas. Rain water runs off the area into brooks and the river which regularly floods.
Please do not use this land for more houses.

Drainage and flooding is an increasing issue and I’m not sure how the local infrastructure could tolerate a scheme of this size.
All local schools are heavily subscribed and again there is the infrastructure or space to provide more.
I don’t think this scheme should go ahead - the impact on Dinas Powys I feel would be significant and cause even more challenges to the existing residents and infrastructure.
