As I nor my family are Welsh speakers it is hard to know. However, i would anticipate that, with the current Welsh Language provision as it is, the proportion of the population would either stay the same as it is, or become even smaller
1. Vehicular access: both are onto an already extremely busy road. We have recently seen even higher than normal car numbers as a result of the closure of Pen-y-Turnpike following the collapse of a tree.
2. Regardless of the SUDS options, the water-retention at Llandough Hospital only works for about 30 minutes, and the proposed area is already very prone to flooding.
3. Schools, medical facilities and other social facilities are already heavily oversubscribed. Are there plans to build new ones before any houses are built here? If there are none - the plans are completely unworkable.
The plan should be seen as being badly flawed as it stands.
1. Before any work is done on this site, proper access to both Eastbrook Station platforms must be built. At present, accessing the Barry-bound platform other than from the Caerleon Rd side is almost impossible for those who rely on wheelchairs, prams, etc. The steps currently there are simply inadequate.
2. Additional schools and health centres, perhaps even community centres, need to be built so that the current oversubscribing is resolved before any additional housing is even considered.
3. In view of the fact that any water falling on this area (and from as far up as Llandough Hospital) ends up at the far end of the village (the Eastbrook merges with the Cadoxton adjacent to the Murch Bowling Club), every possible action needs to be taken (at the advice of Natural Resources Wales and - may I suggest - the Dinas Powys Flood Action Group) to prevent a repeat of December 2020, when a sizeable number of properties were flooded. Remember that, the more water coming down the Eastbrook, the bigger the backing up of water in the Cadoxton as far back as the bottom of Pen-y-Turnpike and the possibility of even greater flooding of the lower-lying parts of the village. Such measures need to be in place before the first sod is turned on any Eastbrook building site.
4. If the planners want the traffic from the new development to join the A4055 at the top end of Matthew Terrace and/or close to the Indian Restaurant on the corner just above Georges Row, a massive amount of work will be needed to make the road through the village usable in any way at all. The A4055 through Dinas Powys already carries traffic from as far away as Rhoose and St Athan, perhaps even Llantwit Major.
