I wish to formally object to the inclusion of Site KS2 in the Replacement Local Development Plan.
1. Severe Traffic Impact and Highway Safety - Cardiff Road is already heavily congested and functions as a well-known rat run for traffic travelling to and from Barry and surrounding areas. Peak-time conditions are frequently at or beyond capacity, with regular queues and delays. The addition of approximately 250 dwellings would significantly increase vehicle movements, exacerbating congestion, increasing journey times, and raising highway safety concerns for pedestrians and cyclists. The current road network does not appear capable of safely accommodating this level of additional traffic without substantial, clearly funded mitigation.
2. Pressure on Local Healthcare Services - Local GP surgeries and health services serving Dinas Powys are already under considerable strain. Residents frequently experience difficulty securing routine appointments. Additional population growth from this development would place further unsustainable pressure on already overstretched healthcare provision. There is no clear, deliverable plan showing how additional primary care capacity would be provided in step with development.
3. Lack of School Capacity - Local primary and secondary schools are understood to be operating at or near capacity. Without guaranteed, funded expansion of school places delivered ahead of or alongside the development, the proposal risks forcing children to travel further afield, increasing traffic and undermining community cohesion.
4. Infrastructure Deficit and Cumulative Impact - Dinas Powys already experiences infrastructure constraints, including traffic congestion, limited healthcare access, and pressure on community facilities. The plan does not convincingly demonstrate that infrastructure will be delivered in advance of occupation. The cumulative impact of this allocation, alongside other planned growth in the wider area, appears to have been underestimated.
5. Concerns Regarding Equity of Investment - There is a strong local perception that Dinas Powys does not receive the same level of infrastructure investment and maintenance as nearby settlements such as Barry and Penarth. Existing issues — including road maintenance and service provision — should be addressed before allocating further major growth to the village.
6. Unsustainable Location - Given the existing constraints on transport, healthcare, and education, the scale of development proposed at KS2 does not represent sustainable growth in line with the principles of the plan.
Conclusion
For the reasons set out above, Site KS2 is not considered sound in terms of infrastructure capacity, deliverability, or sustainability. The allocation should therefore be removed from the Replacement Local Development Plan unless and until clear, fully funded infrastructure solutions are identified and guaranteed.

I live on Cardiff Road near the lights at the doctors and trying to access the road is very difficult not to say sometimes impossible and many of the drivers do some very dangerous things. Example going in right hand lane to go to the right, then going straight on. This I'm sure is due to the frustration of the traffic problem: another 250 houses trying to access it will make the impossible. I know people need homes but perhaps we need to limit the people coming into Wales!!!! and particularly Dinas Powys. If there are not enough schools etc the people must go elsewhere.

This development is too large and risks the very nature of what makes it a desirable place to live.

1) The site soaks up water and holds it to prevent flooding in Eastbrook and Dinas Powys, this has happened before and will happen again if this development allows surface water to run into "Eastbrook " faster. In recent weeks these fields have been saturated, and have been holding water, preventing flooding. In the past NRW has recommended the planting of trees on part of this site to help soak up water and recognised its importance to preventing flooding in the village. So how can this be ignored now?
2) These field have a wide rang of habitats, and are home to a wide range of mammals, birds and insects. The ecology survey was undertaken by Persimon homes. This should be ignored as it is biased and should not be trusted. An independent study should be made with no vested interest.
3) Much is made of the active travel benefits of this site. But the active travel routes suggested are not fit for purpose. One is not actually a public right of way; the others are not to the correct width and are dangerous. The footpath along the main road from the site to Eastbrook station is particularly narrow , to the extent that 2 people cannot pass. It cannot be widened because of the road.
4) The trains are still not fit for purpose, as they are regularly already full when they arrive from Barry, and so you cannot get on. The station is also not fit for purpose as it has a foot bridge that is steep and slippery. No disabled, or pram friendly option is supplied.
5) Despite what is suggested the residents of this site would have cars, the roads in the area are already grid locked. Cardiff road through Eastbrook regularly has nose to tail traffic most of the day. This produces emissions and noise for residents. An additional junction and traffic lights plus more cars will make this far worse.
6) The doctors are already full, and it is difficult to get an appointment.
7) The schools are also full.
8) Where will the sewage from this site go? The cog works is near full capacity.
9) Eastbrook and Dinas Powys has the feel and appeal of a small village, although it is already quite large. This development is too large and risks the very nature of what makes it a desirable place to live. It also risks the creation of a large joined development that would in time destroy the very nature and identity that make up Dinas Powys.

I would like to strongly object to the proposed new site for the erection of 250 new houses on Cardiff Road at Eastbrook. I am not a "Dog in the Manger" but common sense and past experience have taught me that everything has a limit. I have lived in my current house for sixty four years. In 1962, Murch crescent was a cul-de-sac until Murch road having a lane access to the Sully Road just-beyond, allowing traffic exit and entrance to that part of Dinas; an alternative to the Cardiff Road, well used at that at the time. It was closed when the secondary school was built on the site of the old farm, and Murch Crescent was opened to allow access for traffic large and small. Eventually, I noticed an increased an increase in the amount of water accumulating in my drive and back garden during rainfall. Since the school was re-moved and a housing development replaced it, against the wishes of the community, it has further increased. This development naturally brought increased traffic using the only access road to and from the development. I know you cannot do anything about parked cars on the hill but I take my life in my hands every time I need to leave my house by car as cars coming up the hill cannot see me and ignore the 20mph limit. More houses in the crescent have two cars or more. Some are parked on some drives, others are permanently on the road on both sides. We also now have a regular bus service, once an hour to Cardiff and Penarth from the medical centre. The Cardiff Road between Llandough and Dinas is a bottle neck at all times of the day in spite of the fact that it is the only road serving the hospital and all points to Barry Island and neighbourhoods. I full agree with the points raised against the proposed development i.e
1) Increased congestion 2) Increased possibility of looking to certain areas of Dinas Powys 3) Doctors and Schools already at capacity. 4) Loss of wildlife. 5) Reduced travel time through the village in both directions most days. 6) Reduced greenbelt areas further.
I will conclude with the statement that my quality of life now, is not what it was when I arrived here in November 1962

I strongly oppose including Site HG1 / KS2 in the Vale of Glamorgan RLDP due to its unsuitability and sustainability issues. I urge the Council to exclude this site from the plan and reconsider its suitability.

I wish to register my strong objection to the inclusion of Site HG1 / KS2 - North of Dinas Powys in the Vale of Glamorgan Replacement Local Development Plan. The allocation is unsuitable, unsustainable, and inconsistent with the RLDP's own strategic objectives.

1. KS2 is not a sustainable or logical extension to Dinas Powys. The site is physically detached from the existing settlement and would rely on a single vehicular access from Cardiff Road, located at the extreme northern edge of the village. This separation, combined with poor pedestrian and cycling links and the distance from shops, schools, and services, would create an isolated car-dependent development. These deficiencies have been formally raised in representations by Dinas Powys Community Council.

2. Traffic, congestion, and unsustainable commuting patterns. Dinas Powys lacks accessible local employment opportunities, meaning new residents would be expected to commute predominantly to Cardiff. This would substantially increase traffic and congestion on the village's already constrained road network. This pattern directly contradicts the RLDP's aim of promoting sustainable transport and reducing out-commuting, a concern highlighted in the Community Council's objection.

3. Severe and increasing flood-risk concerns. Flooding is one of the most serious and well-evidenced issues affecting Dinas Powys, and the KS2 allocation would significantly worsen this risk.

3a. The village already has a major flood history. Recent reporting shows that Dinas Powys has required substantial investment-£1.5 million- new flood defences to protect 176 homes and multiple community buildings due to past flood events, particularly related to the Cadoxton River. This clearly demonstrates the area's existing vulnerability.

3b. KS2 sits adjacent to mapped flood-risk areas. Data reviewed in local reporting indicates blue-shaded flood-risk zones near the proposed development, with other areas classified as "Under Review" by Natural Resources Wales. Building a large estate directly upstream of known risk areas increases the likelihood of downstream flooding.

3c. Replacement of absorbent agricultural land with impermeable surfaces. KS2 is currently greenfield land with high natural infiltration. Covering these fields with housing, roads, car parks, and hard infrastructure will dramatically increase runoff, a concern directly raised by residents who have warned that "concrete instead of fields" will inevitably worsen flooding.

3d. The wider Cadoxton River catchment is already overwhelmed. Nearby sites, including Argae Lane and Eastbrook, have been criticised as being partly on flood plains, highlighting the sensitivity of the area's watershed. Increasing development pressure across this shared catchment will compound flood risk across Dinas Powys, a point emphasised by the Community Council.

3e. Local drainage networks are already at or near capacity. Residents have publicly raised concerns about existing drainage and sewage limitations, noting that current infrastructure struggles even before additional development is added. Increasing impermeable surface area would heighten the risk of both stormwater flooding and foul-water overflow during heavy rainfall.

3f. Allocation of KS2 undermines the RLDP's climate resilience objectives. The RLDP stresses avoiding development where flood risks cannot be mitigated. Allocating a major housing site in a proven flood-sensitive area-adjacent to known flood-risk zones and within an already pressured drainage catchment-directly contradicts these strategic principles

4. Loss of important green wedge, landscape, and biodiversity areas. The KS2 site forms part of the Green Wedge separating Dinas Powys, Penarth and Llandough (Policy MG18). Development would permanently erode this valued landscape buffer and destroy habitats of ecological significance. This issue is specifically highlighted in the Community Council's analysis.

5. Conflict with RLDP growth strategy and infrastructure capacity. The scale and location of KS2 do not align with sustainable growth principles. Infrastructure, transport links, and community services in Dinas Powys cannot support this level of development without causing harm to residents' safety, mobility, and environmental resilience.

Conclusion - For the reasons above-particularly significant flood-risk concerns, poor sustainability, infrastructure inadequacies, and the loss of valued green space- I urge the Council to remove Site HG1 / KS2 from the Deposit RLDP and reconsider its suitability entirely.

I object to this planning reference for several reasons:
The increased congestion of traffic on Cardiff Road and the roads filetring onto Cardiff Road. The quality of rroad is inadequate. The road is over capacity. The pollution through the village during rush hour is significant for residents, commuters and families taking children to school.
There will be inceased risk of flooding in an already high risk area due to loss of green spacem natural defences and increase in sewage.
Public services such as doctors and schools are already over prescribed. It has become impossible to get an appointment when needed at the doctors. More services would need to be provided if significantly increasing the population again. Services are beyond capacity already.
There will be a loss of ancient trees and wildlife to the area.
The active travel plans are ill concieved and have not been thought out thoroughly. Train stations are dated and un able to cater for dissabilities. There is no evidence new residence will use the active travel opportunities. This is based on assumptions not fact.

The medical centre and schools are already over subscribed, traffic through the village is mostly congested. Other services (train and bus) are also overly busy. I object to the proposed development of 250 houses near Cardiff Road on health and environmental grounds. This objection relates to the proposed development of 250 houses on land adjacent to Cardiff Road between Eastbrook and the Merrie Harriers junction. I wish to object on two grounds:
Health and Well being of the residents of Dinas Powys: The level of traffic currently using this route into and out of Dinas Powys is already at crisis point. The level of air pollution must be significant with traffic queuing at peak times - this is going to be exacerbated with an additional 250 households each of which will have at least 1 car. the impact on the daily lives of current residents will be significant. To walk along Cardiff Road currently is not a pleasant experience- the pavements are too narrow, with buses and lorries passing closely to pedestrians which can be frightening. With even more traffic this is only going to get more dangerous. Whilst there are currently public transport options available, it is short sighted to argue that these will be used by new residents - for families, parents often need to take children to school and them go straight to work, making the use of public transport not a viable option. This development will inevitable lead to an increase in road traffic on an already over whelmed infrastructure. the negative impact on the health and wellbeing of residents is significant. there is a real potential for services currently provided in Dinas Powys to be overwhelmed - access to GP services is already difficult, and I would also question if there are enough school places available
Impact on the environment: Flooding is already a real issue for Dinas Powys. More development will lead to more water run off into the Cadoxton River, increased risk of flooding and potential for more discharges of raw sewage into the sea. Having been a victim of flooding, I find the prospect of more frequent flooding events very worrying - I don't feel the current plans give any reassurance that this risk has been given sufficient consideration

I support! We do need houses! But please please please devote more time to communicating directly to the community about the road junctions, making the station at eastbrook actually accessible (currently relies on a bridge so it is not accessible to everyone especially cos there are return journeys) and please consider putting retail convenience stores / community centres so that people can stay local without adding to pollution/congestion. we don't need US style suburbs that encourage car use. we already have some bad developments and our town is concerned.

The impact of the proposed development will have a huge negative effect. Traffic in the local area is already at at standstill during morning and evening rush-hour and access to and parking at Eastbrook Station is inadequate.
In addition to the traffic and travel issues there are wider environmental concerns with a significant reduction in the green belt, loss of wildlife habitats and an increased risk of flooding.
Doctors, dentists and local schools are already full and there doesn't appear to be any ongoing consultation with GPs.

I object to the proposed housing development due to its significant impact on the local community. The additional homes will inevitably increase traffic congestion on already busy roads and place further strain on infrastructure. Local GP surgeries and schools are already operating at or near capacity and will struggle to accommodate additional demand. The development would also result in the loss of valuable green belt land and wildlife habitat. Furthermore, the scale of the proposal risks eroding the distinct character and identity of the village, replacing it with overdevelopment that is out of keeping with the local area.

The main Cardiff Road already has long tailbacks at various times throughout the day. The proposal for more housing at Eastbrook (and towards Llandough Hospital) can only make this worse.

The delivery of the Construction materials, is going to cause massive disruption on Cardiff Road. And for a new Housing Estate of 250 houses, I would be expecting 500 cars parked outside their houses, more considering elder siblings. Where would the entrance/exit to the estate be? Local Schools, Doctors' Surgery and other utilities, are already overrun as it is, without proposed 'new' patients!! How is the water/sewerage from these extra dwellings going to be handled? Is there going to be extreme disruption throughout the existing Village to cater for that? Our so called "Village" is going to be 'lost' forever!!!

If the Council are insisting on going ahead with this plan, the biggest change would be to transfer the entrance/exit to the proposed new housing estate in Dinas Powys, from half way down the entrance into Dinas Powys from Llandough, to behind the Church opposite Redlands Road, so that traffic from the proposed housing estate, can join Cardiff Road where the old Llandough Motors site was, which is still empty. This change would relieve congestion, as the in/out to the site would then be at an already traffic controlled area, rather than placing a further traffic light controlled area transgressing across a Bus Lane, possibly causing accidents.

Having given no consideration to the people who are living in Dinas Powys, who have difficulty already to try and get a doctors appointment or the fact that schools are already struggling to manage their numbers. Then for ourselves and surrounding areas who are already frustrated at waiting in traffic jams when we are trying to get to work. Obviously the Vale of Glamorgan council doesn't give any thought to anybody or anything other than what they can achieve, especially as it doesn't really affect them. I'm sure that this is probably a complete waste of time as once you've decided to do something you will please yourselves anyway, so I've already discovered by you putting a safe house next door to us without even informing us and since have had all night disturbances and police being outside regularly, putting us in a position where we will not be able to sell our home. But who cares!!!!!!!

I strongly oppose building houses in Dinas Powys due to increased flooding, lack of drainage, and removal of green space which worsens flooding and harms wildlife. Additional homes will increase traffic, pollution, and strain on local infrastructure, including schools, GP services, and emergency services. The green belt is being reduced, risking habitat loss and further flooding. Active travel options are limited, with stations lacking disabled access and streets congested. Infrastructure improvements are necessary before expanding housing, and current services are already overwhelmed.

Strongly disagree on the building of houses.
Flooding-Dinas Powys has so much flooding in recent years causing damage to houses, cars and infrastructure. There is no decent drainage in place-there is constantly flooding, water coming up through man holes. Removing green land which absorbs a lot of the water is a necessity.
Environment- Removing Greenland-which is already bogy and wet with streams of water due to rain is going to cause more flooding and devastation. Birds, foxes bats and other wildlife will be affected and reduced. Wildlife will be impacted.
Pollution-The road congestion is already at capacity. Traffic sitting outside the infant school must be impacting on the health of children. Living on the main road means I can not open my windows due to fumes off cars and lorry's. The roads are already damaged and not fit for purpose. Having an additional 250 homes will increase traffic by 500 additional cars. Where is the promised bypass!
Doctors and Schools- There is 1 GP practice. You can not get appointments now, never mind will additional houses bringing 5 people per home. Schools are over-subscribed. Infrastructure needs to be implemented before addition houses are built.
NHS-Emergency services struggle to get through Dinas Powys due to traffic blocking the roads. The additional building of houses will bring further demand on services which are already stretched.
Reduced Greenbelt-The green belt in Dinas Powys is being reduced. Soon Dinas Powys and Llandough will become one. The green belt is meant to be protected spaces. The green belt protects flooding and habitats for animals.
Active Travel-Although there are 2 train stations, one does not have disabled access. Buses do not always allow wheelchairs due to prams being in the spaces. There is limited parking at stations and streets are packed with cars.

We're led to believe that around 250 new homes are to be built along Cardiff Road so slow moving, other than frequent taxis (mostly empty) taking advantage of traffic lights favouring them (why). This is before 250 new properties are built adding around on average 2 cars per household. Cardiff road cannot absorb this extra volume of traffic in addition. Dinas Powys has few surgeries Clinics dentists etc, all over subscribed. Who has approved this development? Can we trust they might be identified and reasons behind same (we daren't hold our breaths). Wait for the flooding! We need housing, yes. But make it thought out. I'm beginning to sound nimby, but I'm not. I don't expect this to even be read. But who knows? I fear what this will lead to.
