- The management of surface water is insufficient. There are current issues on readers way that have not been fixed since it was built. And the additional strain on the system will not help this situation.
- Without viable surface water infrastructure the development will be of detriment to the residents.
- The area cannot cope with additional vehicles, there are a number of obvious pinch points on the access roads that have potential to cause accidents.

- Invest in drainage and infrastructure.
- Ensure travel arranges are in place, for example reliable bus contracts and the long promised additional train per hour.
- Reduce the size of the development.

Green space is disappearing and congestion on the only road to Barry and Cardiff is horrific in the morning afternoon and evening commute. WE are also seeing a college for 2000 students being built with additional staff and many many cars.
The train only runs once an hour and is packed at peak times,

With regards the plan for primary road access from readers way. The road is busy enough as it is but to add the possibility (not rule it out) of a continuous linked road between celtic and readers is verging on stupid. Creating a 'link road" out of the village using our street which has cars parked along it and enough traffic already is dangerous. It will destroy the safety of nearby play areas used by scouts and other groups, dog walking areas and create busy unsafe roads as well as health issues.
Rule out the joining of these two roads. In fact make this a public park and not a new estate, which is needed more than the estate. But as you are already going to go ahead regardless of what the public want. Only permit the houses to be sold to or used by rhoose residents. Or reduce the costs seriously for those that apparently need it locally. That is the reason they are being built right? Only built to meet local needs?

The access for 570 new builds is unacceptable. Readers Way is often congested due to parked cars on the highway, which cause problems. Most dwellings these days have 2 cars which in reality means about another 1000 cars. Rhoose school is at capacity and the other school isn’t far behind. As per the norm no foresight for infrastructure and never will be, going on previously built new estates. Trying to get into Barry is a nightmare at times NOW WITHOUT THE ADDED TRAFFIC.

I believe the proposed plans will inevitably be approved and houses built, despite concerns. I find the Vale Council inadequate, particularly in planning and traffic management, which is already chaotic. Our concerns as residents seem ignored, as the council appears to prioritise ticking boxes and financial gain over the impact on local residents. I consider the plans ludicrous and worry that the increasing housing will worsen traffic issues and diminish our quality of life.
I understand you have to take these proposed plans through its various planning stages, but we all know the inevitable outcome and these houses will be built anyway.
The vale council is not fit for purpose in my eyes, whoever is at the head of planning has clearly never sat in traffic on the morning commute or indeed on a busy weekend. The road infrastructure for the proposed plans coming into and out of Rhoose is already chaotic with more housing this situation will become diabolical.
Our concerns as residents don’t seem to be listened to. The vale council are ticking the correct boxes and will steamroll ahead with plans. Anyone with sound mind would think these proposed plans are ludicrous. Money at the forefront of the councils mind yet again. There is no consideration on the impact to local residents.

Children already have to travel to Barry to attend Welsh speaking schools so I don't think it will benefit the Welsh language in any way unless future resident's with families are also prepared for their children to commute to school which will just add to the pressure on the road infrastructure.
The selection of this site is fundamentally flawed. It relies on a "sustainable" transport model that doesn't exist; an hourly train and bus services cannot support the 1,000 extra cars this development will generate. The road network is already at capacity, with tailbacks from Weycock Cross regularly reaching the Holiday Inn roundabout during rush hours. With the additional 2,100 daily commuters from September 2027 when the Tech College opens, this will cause total gridlock in the area. Furthermore, a decade of construction traffic will destroy residential amenity.
There must be Grampian conditions to ensure drainage, grid, and GP infrastructure are legally delivered before any occupation occurs to prevent flooding which this area is prone to and service failures that have happened with previous developments.

There is a negative impact. This development will have a significant impact on the Welsh language. As there is not a shortage of housing in the area many of these homes are likely to be purchased by immigrants who have arrived in Wales and outnumber those struggling to maintain the language. Furthermore, there will be a significant increase in education costs in the area to provide multi-lingual support for those coming from other countries.
I find the consultation process overly complex and difficult to access, seemingly discouraging public feedback. I oppose the proposed housing development at readers Way, with concerns over increased traffic, congestion, and safety hazards, particularly around Fonmon Road and Celtic Way and children already have to manoeuvre around vehicles. The plan prioritises housing needs over safety and infrastructure improvements, which have not kept pace with current demands. Future developments like the new college, Model farm, Aberthaw Power Station and plans for increased airline traffic into the airport will exacerbate the issue with this additional housing with capacity of infrastructure already exceeded.
A significant quantity of raw sewage is overflowing in the Fontygary area. Welsh Water have stated that the Vale Council are aware that the present sewage system is beyond capacity and that while the Council continues to approve further building works this will only further deteriorate. My main concern is the health risks associated with sewage overflow. I therefore object to any future developments in Rhoose until such time as a new sewage system is in place and has been given time to prove to work effectively. We would also request that a member of the planning department reply to us by email and answer two questions:
1. Are they ignorant of the sewage backup/ capacity problems in Rhoose?
2. If they are aware of the current sewage problem how can they recommend any further building development in the Rhoose area?
Q1. First of all, I would like to comment on the consultation process established. I have found it very complex and very difficult to access. It would appear that you have a consultation system which actively discourages people from communicating with you in order to reduce the number of residents who give you feedback.
My main concerns are regarding the proposed development of housing to the north of Fontygary Road in Rhoose I would like to convey that I believe any such development would not just be extremely undesirable at the present time but would come at the cost of not just increasing travel delays but also an increased risk of road accidents including increased fatality risk.
The proposals show that Fonmon Road and Celtic Way will have both increased footfall and an increase in vehicle traffic as a result of this plan. I can only assume that whoever has come up with this plan does not live in the area and has no real experience of the actual situation on the ground. At present, pedestrians, both adult and schoolchildren, cyclists and vehicles of all kinds, not just cars, but bin lorries, buses and delivery vehicles attempt to go to and from Fontygary Road into Fonmon Road in order to access Fonmon Park Estate, Adenfield Way and its tributaries, and Court Farm Estate. The southern end of Fonmon Road where it joins Fontygary Road is often the scene of much congestion as it is not wide enough for two vehicles to pass one another. Pedestrians, including children on their way to and from School often have to manoeuvre around vehicles as there is no pavement, cyclists, often have to dismount to manoeuvre around vehicles. Increasing both pedestrian and vehicle traffic at this bottleneck is an accident waiting to happen. I assume that whoever has come up with this plan is prioritising what they believe to be housing needs before safety. In the summer months the many people out of the area who choose to visit Fontygary Bay and are unfamiliar with the area, increase the hazards of traffic at this location. The imposition of a 20 mile speed limit in the area has not improved the situation as there are often long delays at the traffic lights and drivers getting very frustrated
My second concern is the travel access to and from Rhoose. In the past residents have been told repeatedly that many forms of travel infrastructure will be improved. This has not occurred. There should be a complete halt on any further building work in Rhoose until improved travel infrastructure is actually completed. Too often we have been told that it is a part of the plan, but that part is then modified. Given the plan for increased airline traffic at Rhoose Airport, the new college which is being built alongside the airport, the plan for a development site at Model Farm, and the plans for development at the old Aberthaw Power station, and that the present transport infrastructure does not meet current needs let alone all these additional plans, to create even more residential development in Rhoose. It is simply to put the profit of building and selling houses ahead of the safety of the residents of the area.

Recently, a significant quantity of raw sewage was surfacing and pooling under the railway bridge at Fontygary. This is not the first time this has occurred. It is also becoming a more frequent occurrence. We believe it was then overflowing in front of the chip shop and onto the grass towards Fontygary Park.
Welsh Water’s response to this was to blame the Vale of Glamorgan Council. They stated that the Vale Council were aware that the present sewage system is beyond capacity and that at times of high tide and heavy rain the system cannot handle the quantities of sewage entering the system. They stated that they are authorised to release raw sewage into the sea at Fontygary Bay at these times. They stated that while the Council continues to approve further building works with subsequent sewage entering the present system the situation will only further deteriorate.
Knowing this I believe that councillors have been irresponsible to allow any development (such as the new college at Rhoose Airport) before a new sewage system is put in place.
Given the public health risks of allowing sewage to overflow in this way, by making recommendations or decisions which will considerably worsen the situation, surely councillors and planning officers are deliberately exposing themselves to legal action. My main concern here is however the health risks needlessly increasing to the public.
I therefore object to any future developments in Rhoose until such time as a new sewage system is in place and has been given time to prove to work effectively.
We would also request that a member of the planning department reply to us by email and answer two questions:

To build in this area is irresponsible. Anybody buying here would have to drive as there is no public transport for at least 1 mile. The trains and bus that is over a mile away run once an hour which is not conducive to daily life. There area cannot cope with more people and cars on the road. There are narrow lanes that are single track and cannot cope with more traffic than we already have. There is nothing in the area. The older people in this area are already cut off. Don’t add to this problem.

The number of properties proposed at Readers Way has increased by 25%. Why? Rhoose is a small village community with a large number of bungalows and low density housing. The introduction of an inner city high density development with a large proportion of low cost & social housing is at odds with the existing community and will being traffic gridlock, overwhelm local services, bring an increase in anti-social behaviour and cause general worry and anxiety to the existing residents.
Account should be taken of smaller communities that have taken the brunt of developments over the last few decades. High density housing swamps existing communities and removes all sense of identity. Rhoose, for example will become one huge housing estate. Smaller scale developments for smaller communities are more easily absorbed into communities. High density should be for brownfield sites or larger towns. The higher cost of developing brownfield sites should not override the impact of greenfield sites on communities and the environment.

The Reader Way proposal will build over one of the last green wedges here taking away habitat (foxes, slow-worms, voles, mice. hedgehogs, owls, bats etc etc), hedgerows and prime agricultural land. Green wedge sites should be protected from excessive high density development where wildlife and air quality will be destroyed. Flood risk to local residents will increase due to lack of absorption from green fields together with run-off changes. Protection of the countryside should apply to all the Vale communities, not just a privileged few. Green wedges should be protected at all costs when there are only a few left.

This development will completely overwhelm Rhoose as a community, create traffic gridlock, create an increased flooding risk to existing properties and destroy wildlife habitats. Access via Celtic Way is only via a pinch point at the traffic lights or a single track lane from the bypass. There are over 50 properties that have to reverse from their driveways. It will become unsafe for children to access the playground. Air quality for residents will be diminished and noise increased. Flood risk insurance premiums will increase or be denied for those most at at the bottom of the development slope.
This site should be denied on potential flood risk to existing properties alone. Sensible access can only be gained by constructing a roundabout and access road direct off the bypass otherwise the quality of life for existing residents will be significantly worse. There are absolutely zero benefits to the local community from this proposal. In fact everything will be worse. The large percentage of low cost & social housing will bring anti-social behaviour where little or none currently exists

It will become unsafe for children to access the playground. Air quality for residents will be diminished and noise increased. The development of 520 properties in Readers Way, combined with existing and planned developments, will significantly impact local infrastructure. Strain is expected on highways, public transport, and essential services like healthcare and education, without sufficient upgrades or plans. Green spaces and biodiversity must be preserved, and existing facilities should be better utilised. I question why the council favours this expansion over alternative options such as developing nearby towns or expanding existing communities.
1) On the public consultation: - As Rhoose, St. Athan and Dinas Powys are the affected settlements, the documentation should have been made available in their community run libraries. The council officers present at the public consultation meetings were not well enough briefed to answer the questions raised and could therefore only serve as a sounding board for the frustrations expressed.
2) The proposed development of 520 properties in Readers Way should not be considered in isolation. This development along with the development of 339 properties already approved in Rhoose, on land north of the railway line (east) HG1 (9), plus the proposals for 376 properties at N.W. Barry (KS1) and a further 1132 in St. Athan (KS4 and KS5) totals 2367 new dwellings. This will have a significant impact on the local residents in the pressure it will put upon the existing highway infrastructure and facilities available.
3) The highway infrastructure will be put under further strain due to the need for students to travel to the Cardiff and Vale College currently under construction next to the airport. In addition, the future development of the proposed Energy Park at Aberthaw and ongoing development of the St. Athan Enterprise zone and Cardiff Airport Business Park, along with the potential development at Model Farm will also add to the number of vehicles. Initial construction traffic will be followed by commuting traffic as employees travel to these places of work.
4) The A4226 Port Road forms the main route between St. Athan, Rhoose and Barry. The surrounding country lanes are not capable of absorbing the additional pressure and are not well maintained. Delays which already occur in the vicinity of Waycock Cross roundabout will only become more frequent. Options to improve this junction are clearly limited meaning that it will remain a bottle neck.
5) The proposals rely heavily on the concept of a public transport infrastructure replacing the use of private vehicles and thereby easing the pressure on the highways. This public transport infrastructure is however not in place, with both the train and bus services only operating on an hourly basis. It is clear that there is no guarantee that the train service, which is under the control of Transport for Wales (T.F.W), will be made more frequent in the future. Likewise, the provision of land at St. Athan for a possible new station could end up being a white elephant unless T.F.W. commit to both providing a new station and increasing the frequency of trains. An hourly service acts as a real disincentive to people using public transport as using your own vehicle provides far more flexibility.
6) Active Travel is also being promoted both within the Readers Way development and in the surrounding area. It is clear that the active travel routes both in Rhoose, to Lower Porthkerry and elsewhere, are underutilised. Walking or cycling to places does not fit in with the lives that people are living as time is precious. It is questionable as to how many people will opt to walk or cycle the distance into the centre of the village/town to access the local facilities rather than using their cars to either shop in Rhoose or at the supermarkets in Barry. Many working parentstaking their children to and from school will not have time to make a return journey and neither will people want to be carrying shopping over that distance. As such, further pressure will be put on the only main route through Rhoose ie. Rhoose/ Fontygary Road with on street parking already causing issues especially around school opening and closing times. Ironically this development will provide another route through Rhoose, but with residences all around has been designed to stop it being used as such.
7) It is wrong that Rhoose is expected to have an ever-expanding population without an infrastructure to cater for it. Three branch Doctor surgeries mean that doctor appointments often have to be obtained elsewhere. The library relies on volunteers and fund raising to remain open having had its council funding withdrawn. Rwys Primary will require further expansion to cater for the increase numbers and more pupils will have to take buses to their secondary education elsewhere.
8) Rhoose is hemmed in by the airport and sea and with an expanding quarry encroaching to the west of Fonmon Road. As such the maintenance of its green spaces is important for both the physical and mental wellbeing of its residents. Readers Way as with the other proposed developments are on greenfield sites. If the development goes ahead. the layout of the site should aim to maximise the retention of the existing trees and hedgerows both during and after development. There should be a requirement that any planted trees are maintained and replaced by the developer if they do not survive over a ten-year period. No consideration appears to have been given to planting trees around the edge of the development, which would both reduce its impact on the neighbouring properties and increase the tree cover in an area known for its lack of trees, hence why the group Rhoose Replant have been working to counter this. The public open space should be used to provide biodiversity mitigation and also to enhance it. A wildlife corridor should be provided linking the new public open space with the area around the existing pond and a second pond should be provided to increase the possibility of the newts returning.
9) It is important that plans for the public open space are delivered. The allotments appear to have replaced an earlier proposed community orchard or garden. How would these be managed? No pond is shown. The sports provision appears to consist of three pitches. Who would maintain and use them especially as there is already this provision at Ceri Road along with a club house building. Overall, the plans are unimaginative especially in light of the s106 funding that should be available as a result of the development which could be invested in the area
10) I question why the Vale of Glamorgan Council is choosing this option whilst ruling out developing a new town at Llandow, even though this could be built as fit for purpose. No consideration either seems to have been given to expanding Penarth, Cowbridge or Llantwit Major and other areas of Barry, all of which have the infrastructure to support a growing population. The inhabitants of these places are benefiting from the engagement offered by the placemaking initiative programme. Rhoose is excluded from this and yet is expected to take more than its fair share of housing with little to show for it.

I have lived in the area for 10 years and want to object due to the congestion of traffic that this would result in. I also think environmentally this would have a huge impact on the beautiful nature we have in the area. I want my child to grow up in a area where I do not need to fear extra traffic and I want him to grow up with the green spaces we currently have as this was one of the reasons why I moved here.
