I object to the Land at North West Barry site due to traffic concerns, supported by transport assessments indicating severe congestion and environmental impact from increased vehicles. The natural habitat, including protected badger setts, would be irrevocably harmed, and the site’s proximity to a SSSI raises concerns about damaging this protected area and green wedge removed that is used for agriculture. There is no provision for increased amenities like schools or healthcare. I believe brownfield sites should be prioritised over green spaces and that this site should be removed from the RLDP.

Objection on a number of grounds. Pre - eminent are traffic concerns which will impact existing and new residents. Evidenced from submitted supporting documents BP14 Strategic Transport Assessment – Stage 1, BP14A Strategic Transport Assessment – Stage 2. Documents reveal even a small increase in traffic will push this area of North West Barry into severe congestion with all its attendant effects and will impact negatively upon the environment. Even conservatively there is likely to be hundreds of extra vehicles on the roads during peak times.
The natural environment supports a range of habitats such as badgers, whose setts are protected under law. The irrevocable loss of the natural environment cannot be justified on a speculative ‘houses are more important’ basis.
No provision for an increase in the use of amenities such as schools and doctors (BP45 – Education).
Proposed site lies adjacent to a SSSI (Porthkerry Park). The destruction of the natural environment surrounding this area is likely to impact negatively upon this designation.
Brownfield sites should be prioritised for housing allocation within the RLDP rather than green wedge land which is currently in use for agriculture which also supports a range of biodiversity.
For the above reasons and more I believe this site (HG1 KS1 – Land at North West Barry) should be removed as a candidate for the RLDP.

Increasing traffic from the proposed Weycock Cross site would worsen congestion, causing chaos especially at rush hour and school times. Rhoose and surrounding areas already face issues like roadworks, potholes, and delays from Barry Docks Link Road. Our schools are overcrowded, and healthcare services are strained. Transport links are poor and no one is going to walk down to the train station and so will drive. Further development would reduce green spaces and habitats. This area needs to be preserved so leave Weycock Cross alone.

Although I do not live at Weycock Cross i live at Highlight Park which is off Port Road West. The traffic on this road is manic especially at rush hour + school/college times. To bring more traffic onto this road from the proposed Weycock Cross site would be sheer stupidity and madness. this road cannot take more traffic.

The people of Rhoose and outlying areas have enough problems now without a bottle neck at Weycock Cross. there is always some disruption with road works, not counting pot hole problems and the hold ups from Barry Docks Link Rd now having priority. To add to this our schools are overcrowded . our grand-children have to make do with portacabins at Colcot school. pupils from the local area cant get into the senior schools now.

Dont put strain on the doctors surgeries. Not enough doctors or appointments for us at the moment never mind an influx of new people.

Transport links are diabolical which means every one will have to drive. nobody is going to walk to the train station! To take away more green space and bird/animal habitats is not on either. I could go on tons. This area needs to be preserved. Leave Weycock Cross alone!

I believe the Weycock Cross roundabout is already difficult to navigate and is a key route into Barry and Cardiff. The area has limited public transport, making car use essential for residents. Airport traffic and hospital traffic also have to negotiate the traffic. Local healthcare services and schools are already under pressure. Developing on the green wedge site is unsettling and drainage runoff from new homes and roads would cause severe flooding downhill. I oppose the plan as it fails to address current problems and would significantly harm the well-being of Vale residents.

Weycock Cross roundabout is already difficult to negotiate even at non-rush hour times. it is the main route into Barry and Cardiff from the west of Vale of Glamorgan. Airport traffic has to negotiate this too. There is a lack of public transport. not many stops and even less buses. residents of any new development would have to use cars as both the transport and walking to the local schools would be impractical. Similarly getting to the small railway station in Barry would involve driving adding to the already bad parking around there.

As part of the Vale practice group of doctors surgeries, I know already have problems with appointments. they would be unable to cope with additional residents. Barry hospital only treats minor injuries, more serious cases would have the extra traffic with which to contend. There are some schools in the area but they are probably near capacity, apart from the already mentioned school runs.

the area proposed is on a green wedge site which is intended to separate developments. To develop this is unsettling. Furthermore, the drainage runoff from new houses, drives and roads would cause severe flooding problems, especially those residential areas downhill.

I oppose the development plan as it doe snot address the problems already existing but would make them many times worse. it would not be an improvement to the well-being of Vale residents.

I was unaware of the Deposit RLDP and have struggled with changes due to being computer illiterate. I attended a consultation event, but felt frustrated as issues raised were not properly recorded, and the response to traffic concerns was inadequate. We have no useful bus service at this end of the road and the older population cannot walk. There is a shortage of doctors and have to visit other GP's. The RLDP insufficiently plans for future needs and will negatively impact local residents. The proposed housing development could house over 750 people, straining healthcare and education services.

I was not aware of the Deposit RLDP. I moved to the southern of edge of the Green Wedge 12 years ago when I knew the LDP ran along the boundary of our garden. As I am computer illiterate, I have not been able to keep up with relevant LDP changes.

I attended the public consultation meeting on Tuesday 26th June 2025 at Millwood Bowling club. I found it very frustrating as nobody seemed to be taking notes of issues raised. The Persimmon representative did not live in the area and was unaware of some of the problems raised. A member of the council, in response to traffic problem, just drew attention to the junction at the Merry Harrier in Penarth, as a possible solution for the problem at Port Road and the Waycock roundabout. (The Merry Harrier is regularly highlighted on the radio road report as delays). I came away from the meeting very frustrated and disillusioned.

We overlook Port Road West and see the queues of traffic morning and evening plus other times of the day. As there would be hundreds of cars joining this chaos at school time, there is no obvious alternative route to anywhere. The new Five Mile Lane is a great improvement but day by day it is getting busier now causing increased problems at the Waycock Cross roundabout. It is leading to a major accident happening.

Public transport is a non event. When we moved to Barry the buses ran down Pontypridd Road every 20 mins. We now have no useful bus service at this end of the road. Nant Talwg Way has an elderly population, and more and more of us are no longer driving but there is no alternative transport and we cannot walk into town or the train station.

The health needs of older people are increased and frequent visits to the hospital in Cardiff are required but no public transport is available. This is also true of visits to the GP surgery, dentist, and all other health facilities. The national situation of shortage of doctors is abundantly clear in this area, so we are frequently requested to visit other GP surgeries, when a car is necessary for transport. 375 houses could easily house 750 + people. This will exacerbate the health care provisions and must be increased before this huge number is realised.

A large number of these inhabitants will be school children and I doubt that local schools can accommodate this influx.

I oppose this version of the RLDP as it does not adequately plan for the future. It will have a major negative impact on residents already living in the area surrounding the proposed site.

I oppose the proposed development at Weycock Cross, as it does not address current or forecasted traffic issues, and will worsen congestion affecting access to the airport. There are no buses to use the bus stops so the plan does nothing to change reliance on private cars. The plan does not improve public transport or health services, which are already strained. Additionally, the development conflicts with previous Green Wedge protections, why has this suddenly changed? and does nothing to improve residents health, safety, and community well-being. No way does the RLDP satisfy this criteria.

Weycock Cross roundabout is already close to capacity with long queues during rush hours. Proposed improvements do not address the forecasted volume of traffic. This roundabout is the main route between Barry Cardiff/M4 and Rhoose/VoG. The extra traffic will also adversely effect the access to the airport meaning that travellers will go elsewhere. New bus stops are fine but where are the buses to use them? The proposed plan does nothing to change the reliance on private car use.

Doctors surgeries already have long wailing times for appointments, Extra housing and population will increase this problem. Ambulance call outs take ages to reach patients and new developments will add to this. Children and parents are forced into car use because of walking distance and road safely. In the last LDP the site came under a "Green Wedge" to provide limits to Urban growth and settlements for separation, What has suddenly changed? Is this going to be done all over the VoG. This is going against its own promises by considering this Site for development,

I oppose this version of the RLDP as it does not adequately address the issues facing the VoG or plan adequately for the future.

I oppose the development of the North West Barry site as it will have a major negative impact on residents already living in the VoG and especially in the area surrounding the proposed site. A Key point of the RLDP is that it should create an improvement in the the Health and Well Being of our of communities and in no way does the RLDP in its current proposed form satisfy this criteria.

3. The position of the proposed site entrance ail to provide safe visibility for drivers and pedestrians. This could lead to queuing and conflict with through traffic, especially during busy periods.

The above points were the fundamental and basic reasons why planning in 2010 was refused (when only 200 houses were proposed).
Since then numerous housing developments in the west of the Vale of Glamorgan have been completed putting increased pressure on roads, schools, health care and centres, drainage disposal (foul, storm and highway) and other statutory services.
The Nant Talwg watercourse is continuously being subjected to “emergency” sewage overflow situations - the foul system and pumping station cannot handle the current increased volumes.
The current infrastructure was not designed for today’s requirements - it is outdated and unable to cope with increased traffic volumes and loadings from the additional developments .

this route is the main access for the airport for people travelling as well as emergency services. The increased traffic will have a detrimental effect on emergency vehicles and safety.

This development will have a huge impact on health, schools and infrastructure. The current services are already sketched beyond capacity. Local residents are finding a lack of school places at the nearest option meaning increased travel and increased traffic.

The proposed development would lead to the loss of habitats and breeding grounds which cannot be recreated also here. the loss of the above green wedge would increase water runoff and overwhelm current drainage into the Millwood leading to flooding and damage. It would increase pollution of the streams through Porthkerry Country Park. and outflow into the sea. The proposed mitigation does nothing to reduce this only delay the inevitable.

this site has previously been refused on the above and more and since then nothing has changed in most points it has got worse and needs to be removed.

I oppose the development of around 380 homes near Weycock Cross, citing concerns about increased traffic congestion on the A4226, which already suffers during peak times and airport travel periods. 1) Increased traffic on an already busy road
The A4226 is an important route linking the the area to Cardiff Airport and the town centre. It already suffers from congestion especially during rush hours and busy airport travel periods. Adding around 380 homes would lead to a large increase in daily vehicle movements. This would likely make congestion worse, increase journey times and reduce the reliability of travel along this route. Planning policy expects new developments to be supported by suitable transport infrastructure. In this case it is difficult to see how the current road network can cope with the extra traffic without serious impact.
2) Previous findings in 2014
Earlier assessments in 2014 found that development at this location would harm the flow and capacity of traffic on this road. Those concerns related to the physical limits of the existing road network. There is little evidence that these limits have changed since then. Allowing a development of this scale without major road improvements appears inconsistent with earlier findings.
3) Impact of additional pedestrian crossings
A development of this size would likely require new pedestrian crossings on a busy main road so that residents can safely cross the road. Whilst safety is important, additional controlled crossings on a busy main road will stop traffic more often Combined with the extra vehicles from the development this would likely increase queues and delays. This effect needs to be properly considered when assessing whether the site is suitable for development.
4) Pressure on drainage and Sewage Systems
There are also concerns about whether existing drainage and sewage systems can cope with a development of this size. An extra 380 homes would create a significant increase in waste water. If local systems do not have enough capacity, there is a risk of overflows or system failures. This could lead to pollution entering nearby water courses, including the Millwood Stream, affecting water quality and wildlife.
5) Impact on Wildlife
The site currently supports local wildlife including foxes and bats. Bats are a protected species and can be affected by habitat loss and increased lighting. Developing this greenfield land would lead to habitat loss and disturbance to local wildlife. Planning Policy Wales and the
Environment (Wales) Act places a duty on public bodies to protect and improve biodiversity.
6) Importance of Access to Cardiff Airport.
The A4226 is one of the main access routes to Cardiff Airport, which is am important for passengers, staff, and businesses. Increased congestion caused by a large housing development on this route could
harm that access. Planning decisions should take into account the need to protect key infrastructure such as airport access routes.
Conclusions
For these reasons - including increase traffic, increased traffic, infrastructure concerns, environmental impact, the importance of maintain good access to Cardiff Airport - I believed the proposed development would have a negative impact on the area. I therefore ask the Council to refuse the application.

There will be an increase in need for GP, dentist and school places and these are currently facing capacity issues. Waiting times for doctor and dentist appointments are lengthy and will be further affected by the planned housing.

It appears that any available green or spare space is being built on, without consideration for wildlife and the detrimental impact on the environment these homes will have. There are already significant fields being built on and used around Barry for solar farms. Whilst this may be preferable to power stations or wind farms, it is still utilising green spaces and creating hostile environment for local wildlife.

The road surfaces in the Vale are atrocious and lack real investment in improving their condition on a long term basis. Increased traffic will cause further damage to an already unsuitable infrastructure. I note from the plans that the developers of the sites will be responsible for infrastructure changes around Weycock Cross to improve traffic flow, however given the lack of willingness to implement promises after building works were completed at the Waterfront development, this seems extremely unlikely to materialise and does not inspire confidence in their ability to pay other than lip service e.g. a low cost option such as another junction and set of traffic lights which will only exacerbate the traffic flow issues.

As someone who lives nearby on Colcot Road, we are daily facing congestion, traffic jams & poor air quality from more & more cars, lorries & commercial vehicles!

Increasing numbers of cars travelling along Port Road, and then down to the roundabout to Weycock Cross for Cardiff Airport, Llantwit Major & Rhoose, will only get worse with the addition of a large housing estate on this junction.

Drainage & Flooding
This site is prone to flooding, especially after heavy rain, which eventually runs down to Porthkerry Park.
The addition of large ponds will not be enough to contain the runoff, and these will need to be monitored & drained on a regular basis.

Green Wedge
These fields allow for a green wedge between Barry and Rhoose which is currently being developed in various places, including a new campus for Cardiff & Vale College at the Airport.

Services / Infrastructure
As a Barry resident, we are all struggling to access doctors, dentists & schools, and as a family of four we have all waited 12 years for a NHS dentist in Barry. I know that they have waiting to get into year 7 at Whitmore High School.

Biodiversity
With the removal of another green space, will mean that dormice, badgers, bats and otters will disappear from this location, which we are meant to protect & enhance.

Conclusion
I'm disappointed that this site was seen as an alternative site for 376 houses, that are in the wrong place, will cause more traffic congestion, pollution & poor air quality!

The Vale's LDP is not sustainable, unpopular and makes a mockery of the democratic process, that is biased against local residents, who actually live the areas affected!

The site would generate significant car-dependant growth and site related congestion and pollution contrary to PPW and the Well-being Act.

Community Infrastructure.
The RLDP provides no deliverable strategy for GP capacity, social care, education or community facilities. The Council’s own Health Impact Assessments warn of negative health outcomes if development proceeds without infrastructure in place. Vague assurances of off site financial contributions have no real bearing on strategic infrastructure provision.

Drainage.
The culvert size running under the whole Nant Talwg is not identified and is already backing up during heavy rainfall. Despite all the mitigation measures, the building of such a large estate in this location is inevitably going to pose a very real risk of flooding to the houses in Nant Talwg Way. Attenuation ponds can cease to prevent discharge when prolonged rainfall or very intense rainfall occurs. These events are now more likely in future

HG1 KS1 is located on the outer edge of the settlement, with poor connectivity to Barry's established neighbourhoods, schools, community facilities, and Welsh language activity hubs. The site's reliance on private car travel reduces opportunities for everyday social interaction within the town.
PPW emphasises that the Welsh language is sustained through social networks, informal contact, and participation in community life. Development that functions as a highly car-dependent, semi-detached residential extension/edge-of-settlement, risks creating disconnected residential enclaves, reducing opportunities for linguistic integration and everyday use of Welsh. This is particularly relevant in Barry, where Welsh language use depends on active participation in schools, cultural groups, and community facilities, rather than incidental exposure.

Pressure on Welsh-Medium and Bilingual Education
Welsh-medium and bilingual education is one of the principal mechanisms supporting the Welsh language in the Vale of Glamorgan. Large-scale housing growth without a clear, deliverable education strategy risks placing additional pressure on existing provision.
PPW and TAN 20 both recognise the importance of aligning housing growth with education capacity and linguistic objectives. In the absence of secured school provision or clear phasing, development at HG1 KS1 could undermine efforts to sustain Welsh-medium education in Barry by increasing demand without corresponding investment, thereby weakening one of the language's key support structures.

While the RLDP includes high-level consideration of the Welsh language, no site-specific assessment has been presented for HG1 KS1 that reflects Barry's particular linguistic profile. TAN 20 expects impacts to be considered proportionately and in context, recognising that even areas with lower headline percentages of Welsh speakers may still be linguistically sensitive due to reliance on specific institutions and networks. Without such analysis, the Plan fails to demonstrate how this allocation would:

- avoid adverse impacts on Welsh language use in Barry, or
- contribute positively to the Welsh Government's Cymraeg 2050 objectives.

Taken together, the Council's own evidence base and the developer's supporting technical documents demonstrate that the site fails to meet key tests of sustainability, deliverability, and policy compliance. Fundamental constraints relating to landscape, Green Wedge protection, biodiversity, drainage, transport, heritage, and community infrastructure have not been resolved and cannot realistically be mitigated.

Green Wedge & Landscape Character
The Counci's Technical Briefing Note misinterprets Planning Policy Wales by reducing Green Wedge assessment to a simplistic distance-based test. This approach ignores the functional and visual role of the land. The 2015 Inspector concluded that this site is integral to maintaining openness and preventing coalescence. The land remains highly visible, contributes to the rural setting of Barry, and forms part of a continuous and sensitive landscape corridor. The justification for redefining the Green Wedge boundary is weak and would establish a harmful precedent elsewhere in the Vale.

Biodiversity & Ecological Constraints
The Preliminary Ecological Appraisal identifies multiple high‑value ecological receptors, including Ancient Semi-Natural Woodland, Priority Hedgerows, bats, dormice, badgers, otters, reptiles, and Red-List protected ground-nesting birds. The scale and location of development mean that impacts cannot be adequately avoided, mitigated, or compensated. As a result, the site is incapable of delivering the net benefit for biodiversity required by Planning Policy Wales, rendering the allocation fundamentally unsound.

Drainage & Flood Risk
The developer's own drainage strategy highlights unresolved and potentially critical risks. These include the absence of NRW Product 6 data, significant discrepancies between flood model outputs and existing ground levels, uncertainty over downstream watercourse capacity, and soil conditions that make SuDS infiltration unviable. The proposed requirement for approximately 9,580 m³ of attenuation raises serious viability concerns. Foul drainage proposals remain speculative and dependent on extensive off‑site works. Overall, the evidence does not demonstrate that a workable or deliverable drainage solution exists.

Community Infrastructure & Health
The RLDP fails to provide a credible or deliverable strategy for addressing pressures on GP services, education, social care, and community facilities. The Council's own Health Impact Assessments warn of adverse health outcomes if development proceeds without infrastructure being delivered in advance. Reliance on vague, future off-site financial contributions does not constitute a sound or strategic approach to infrastructure provision and offers no certainty of timely delivery.

Transport & Air Quality
Weycock Cross already operates at or beyond capacity. The RLDP transport evidence is incomplete, relies on limited datasets, and notably excludes any Air Quality Assessment. Opportunities for active travel and public transport are indirect, poorly connected, or impractical. The development would therefore result in highly car-dependent growth, leading to increased congestion and pollution, contrary to Planning Policy Wales and the Well-being of Future Generations Act.

Heritage
The submitted Heritage Assessment does not comply with Planning Policy Wales or Cadw guidance. It fails to assess heritage significance, setting, cumulative impacts, or appropriate mitigation. As a result, its conclusions are unsupported and cannot be relied upon for plan‑making purposes.

Conclusion
The allocation of HG1 KS1 conflicts with Planning Policy Wales, relevant TAN guidance, the Well‑being of Future Generations Act, and the Council's own evidence base. The site is neither sustainable nor deliverable, and the identified constraints are fundamental rather than matters of detail. For these reasons, HG1 KS1 should be removed from the RLDP.
