With the fertility rate below 1.38 all these new houses will only attract people from outside area, people who do not know these fields often flood. This will only weaken support for the Welsh language.
Traffic congestion overbearing, Inadequate services (Welsh water can't [Sewage overspills too regular]), Inadequate Public transport, Urban coalescence and sprawl towards Cardiff Airport, Refuge collection over stretched, Wrong type of housing in the wrong location (Flooding measures will not work), Not Support by the Welsh Assembly, Destruction of wildlife.
Test 1: Does the plan fit? ---- Not at all
Test 2: Is the plan appropriate? -- Not for the community needs.
Test 3: Will the plan deliver? -- It will deliver More problems. 1: Does the plan fit? ---- Not at all.
Stop building new Houses - Until Welsh Water can manage all sewerage for current and future homes.
Build relief roads that allow traffic from Rhoose, St Athens and Llantwit Major can bypass Barry.
Utilise Empty properties, don't build on Fields that often flood, don't destroy wild life.
Don't allow builders that Consistently build where houses will be flooded (Persimmon Homes)
Throw the plan into the bin
Barry is becoming a housing estate - fewer amenities, Holton road is a disgrace.

I object to the weycock cross development due to the increase in traffic on an already chaotic roundabout. Currently it only takes 1 car to break down anywhere near this roundabout and huge congestion builds up all around the top end of Barry. Having a huge estate with traffic lights will cause more congestion.

None that I am aware of.
The roads Round Weycock Cross cannot accommodate any more traffic, they are too congested already. Air quality is already poor at peak periods. Local high schools are already over prescribed. The primary school is not within walking distance. The rail station is too far away for most people to walk to. There’s insufficient infrastructure to support the big housing and industrial developments planned.
Congestion in the area would prevent emergency vehicles accessing the airport or any other accident.
The plan is total madness! No one who lives or commutes in the area would ever suggest it is a viable proposal.
For housing, there is adequate and sustainable land at the eastern end of Barry, adjacent to the dual carriageway with two secondary schools in walking distance. There are train stations at both Cadoxton and Dinas Powis and easily accessible buses to Cardiff

Traffic mgt resolution in this area has only been put in over last three years. A proposal for a small length of dual carriageway in itself is not sufficient t to reduce traffic. There seems to be no attempt to address the inclusion of a cycle way. Even. Then cyclist rights reduce effectiveness of active travel. The development and inclusion of traffic lights will simply increase traffic congestion.

What a pointless question.
It is beyond ludicrous to suppose the current infrastructure can cope. I live in Rhoose and work in Barry. It takes me 40 minutes to get to work because of Weycock cross. Trains from Rhoose are only every hour and being stuck on a bus takes even longer. With this and other plans around the west of the Vale it is only going to get worse and the poor souls west of Rhoose have an even longer commute.
An additional “5 mile lane” built between llantwit and Barry that support access to the A48 or make the current east bound Port Road before Weycock cross a double carriage way from the airport roundabout.

Port Road is already over capacity. The roundabout cannot cope with the traffic.
Barry has too many houses for the services that are already struggling to cope with the population.
Building extra houses here will cause more gridlock at peak times, and this will cause more air pollution.

Building these homes on this junction is ridiculous. The flow of traffic from Rhoose to Barry and return is terrible. On 2nd March the traffic was nearly at a standstill due to a road closure for over 40 minutes!! You are not thinking about the people who live and travel in the area, building these homes will cause chaos and ruin the beautiful land site.

I oppose the proposed development west of Weycock Cross, as it encroaches on the countryside, breaches the green belt, and harms the area of outstanding natural beauty. The plan will negatively impact neighbours' residential amenity, strain local infrastructure, including schools and healthcare services, and exacerbate traffic congestion on the already overloaded A4226. Additionally, it will hinder the development of nearby industries and transport systems, and threaten local wildlife. I urge serious consideration of my objections to exclude Weycock Cross from the Local Development Plan.
I wish to register my opposition to this plan, in particular to the land West of Weycock Cross as this area of land should be protected and is site specific on the following grounds:-
1. The proposed development extends the boundary of Barry in a westerly direction and therefore increases the size of the Town of Barry. This increase is a direct encroachment into the countryside. The proposed development would have a visual impact on the entrance to Barry from the west and for visitors entering Wales from the Airport. It will also have an impact to the neighbours surrounding the development especially east of the site. Similar considerations should be given to the affect this development will have on an area of outstanding natural beauty as it borders open countryside on three sides.. I am of a belief that this development therefore extends the precise boundary of Barry into the countryside and encroaches into the green belt around Barry. This is also in my opinion in breach of the Vale of Glamorgan’s Environmental Plan
2. This development will have an adverse effect on the residential amenity of neighbours, by reason of, among other factors noise, disturbance, loss of privacy, overshadowing and will therefore have an effect on the character of the neighbourhood. The loss of existing views from neighbouring properties would be adversely affected and the development would also affect the residential amenity of the present owners of Nant Talwg and Cwm Talwg and surrounding area.
3. The present infrastructure cannot cope, in my opinion, with this development. The road infrastructure is presently at breaking point with the continued development of properties within the Vale, west of Barry namely Llantwit Major and Rhoose. The A4226 main arterial road to the west, namely Port Road, is for ever full, and not only at peak times, and has been the scene of a number of accidents and many hold ups. The main fire station is situated on this road and there are times when the emergency services have difficulties in moving along this road. This development could have a drastic affect if the emergency services need to go to Cardiff Airport for an aircraft incident or an incident west of Barry , Rhoose, Llantwit and many small villages. Also the South Wales Fire Service proceeded with their plan to amalgamate with the Ambulance Service for Wales and is now the base of many ambulances. This has increased the volume of emergency vehicles using this very busy road. The additional volume of traffic this site will produce will have an drastic affect on the response time to those living west of Barry. Other roads in the area are continually busy, especially in the summer period with visitors to Barry Island entering and leaving this busy tourist attraction. As previously mentioned there are also concerns about highway safety along Port Road with accidents, some fatal, and pedestrians movement as both High Schools are situated on or alongside this busy road. There are substantial numbers of school children within the vicinity of this busy road. I would hope that this issue is the subject to careful technical examination by qualified engineers employed by the highway authority, who can make an independent view that the development would adversely affect highway safety or the inconvenience to road users. The Vale of Glamorgan Highway Manager stated in his submission to the application for housing in Wenvoe that the A4226 has a build capacity of approximately 21,000 vehicles per day and in a 2012 a survey had estimated that this was at 27000. Therefore with all the additional build in Barry and the West Vale in Rhoose and Llantwit Major, the figure of vehicles travelling each day on the A4226 will now far exceed the capacity number.
4. The services in the area are presently at capacity. The Governments’ plan for parents to be able to choose a school cannot be fulfilled as those in the area are always fat capacity or near. It is a know fact that all medical facilities’ within the Vale are at or over capacity. This application represents an additional 830 person, if the average household capacity of the Vale is used at 2.24. This indicates that all medical and school facilities in the area will be well over capacity, putting addition pressure on already busy practices and schools.
5. The Welsh Government purchased, at public expense, the Cardiff Airport. The transport system is presently unable to sustain the demand for the airport as there is little bus transport, the railway system is not near and the main road often too busy to encourage its use by car users. If the public are to see a return on “their” capital investment then transportation will need to be improved substantially. The development will add to the difficulties of this Airport’s development.
6. To the West of Barry is substantial industry at Aberthaw and Llandow which causes large loads to be transported by road, i.e. cement etc. Also Aberthaw Power Station and the British Airway Maintenance development are situated in this area and at times it is necessary for large loads to be transported along A4226. Further west at the Llandow Estate the development of industry is continuing. The additional demands the development around Weycock Cross will adversely affect the encouragement of additional industry in this area.
7. St Athan’s has been adopted as part of the Airport Enterprise zone. Although part is still operated by the MOD. St Athan Aerospace Business Park is a strong base for the development of aerospace and other activity. Aston Martin is now a user of this site and although it is going through a small financial upheaval, this adds further transport and infrastructure pressures to the west of Barry. The further of St Athan’s development will have a great impact on employment for local people and bring additional prosperity to the Vale.
8. During a recent public consultation at Millwood Bowling Club it was stated to me that the transport info structure was adequate with a cycle path and not that far from the railway station. This comment on transport is very misleading as the cycle way, public transport, for example, are linear along ort Road and the access to the Town and its facilities are wide of the mark. After 5.30pm Monday to Friday there is no public transport between the Town Centre and the proposed development. Also, Barry Station is at sea level yet the proposed development is some 70m (200 feet) above sea level. It may be suitable for the fit and able to walk or cycle over 2km up a steep hill but the young, parent with children and the elderly will find this impossible. It is my belief that the Environmental Statement does not comprehensively deal with the facts of the locality but has been a desk exercise showing only the benefits of this site being developed
9. I also gained information that no environmental impact had been made as yet. The site is adjoining Porthkerry Park. What affect will this development have on the wild animals who live in and around the park. There is evidence that this area is used by bats and other mammals and insects
I therefore hope that my objections to this housing proposal will be seriously considered and the Local Development Plan will not contain Weycock Cross..

Other than the plans for more houses there do not appear to be any plans for how the people living in these houses will access services such as doctors dentists schools etc. I use Pontypridd road daily to get to and from work at culver house cross and traffic is already bad. I go to fonty Gary once a week for swimming lessons and traffic is generally backed up to the airport roundabout. 100 words is not enough.
What additional services are being introduced to serve all the new residents
How are the council proposing to manage all the additional traffic
Public transport is not an option. People will have to drive to the nearest trains station if the train is even a viable transport option.

I see not logical reason to build these houses at Weycock Cross. This development is bad news for all people in the Vale of Glamorgan.
(1) Traffic congestion on Port and Pontypridd Roads + pollution, increases of vehicles etc. with no adequate mitigation. Hundreds of houses built in the Vale all creating extra traffic channelled down A4226 through Barry which is currently above capacity. Need a relief road before adding more traffic to the artery.
(2) Inadequate services for existing demands, GPs and health services dentists, schools, Welsh Water (Dwr Cymru) continually release raw sewage into the sea, they can’t handle current workloads, no more should be added until they upgrade to cope with existing and future demands.
(3) Public transport is totally inadequate or non-existent for the locality.
(4) Passing the Buck. Informing organisations of plans is not good enough. You need to work with the NHS Wales, Welsh water (sewerage), Welsh Assembly and others to develop sustainable plans.
(5) Urban coalescence and sprawl towards Cardiff Airport and Rhoose with no regard for the Green and Environmental Spaces. There are Skylarks nesting in the field these are on the red list species in the UK, otters living there.
(6) Refuge collection Vale of Glamorgan Council Refuge collection is struggling to meet current demands.
(7) Are these Houses Necessary? Vale of Glamorgan has been building houses at a rate of 7.55% annually for a population growth of 4.1%. with a fertility rate of 1.38 which has been in decline for over a decade and will continue to decline.
(8) Not Support by the Welsh Assembly - Plans have been criticised by Assembly members. See article in the Barry and District. Also every single party looking for this seat in the Welsh Assemble is against it.
(9) Wrong type of housing! Vale of Glamorgan Regional Development Officer said we needed houses for single people who are in the later stages of life. This development plan does not fit their needs, and its location would be totally wrong.
Summary
This development is not needed, doesn’t resolve any issues, and will create more and bigger issues. Wrong type of development in the wrong location at the wrong time.
Test 1: Does the plan fit? ---- Not at all.
Test 2: Is the plan appropriate? -- Not for the community needs.

I wish to lodge my objection to many aspects of the LDP and proposed developments in the Vale of Glamorgan, in particular those at Green Farm, Barry.
The grounds for my objections are:
Lack of infrastructure to support these developments eg roads, drainage, sewerage
Loss of valuable green wedge
Loss of habitats and biodiversity
Traffic congestion increase
Over development within the County
Increase in pollution from queuing cars on Port Road, Pontypridd Road and 5 Mile Lane due to congestion at Weycock Cross
Remove housing allocation at North West Barry

None whatsoever.
As a local resident I can confirm that the weight of traffic is such that any additional housing in this area will lead to complete gridlock. I can also confirm that the utility and drainage system is unlikely to cope with the additional load, Dynamos being on speed dial here and regularly attend when the sewage system backs up through the drains. There has been a vast increase in pedestrians on both Pontypridd Road & Port Road due to school proximity and the increased traffic, albeit slow moving, and new crossing points will present an increased hazard to school children.
The Weycock Cross proposal must be scrapped and alternative housing provided where the infrastructure, drainage and utilities can cope with it, and where unacceptable risks to school children from traffic would be less disastrous. As a council you have a duty of care to protect school children from unnecessary hazards and you are failing in this. There are brown field sites & empty houses throughout Barry & the Vale that could be used instead.

I formally oppose the development based on the following critical infrastructure and environmental failures:
Traffic & Safety: Weycock Cross is already at peak capacity additional housing risks total gridlock and delayed emergency response times.
Education: According School Capacity Report, Barry schools are already oversubscribed.
Healthcare: NHS Wales data confirms Barry has the region’s longest GP wait times.
Infrastructure: Over 1,000 homes recently built in Rhoose/St Athan have received zero commensurate upgrades to roads or services.
Environment: Development violates "Green Wedge" status and the Wales Biodiversity Partnership, threatening local farming and wildlife.
Drainage: Topography creates high flood risks and sewage overflow.

Traffic is already horrendous here, the improvements put in place will not even scratch the surface. Anytime anything happens to block this road, which is regular Barry is blocked pretty much all the way to DOW Chemicals meaning we can't even get to schools to pickup our kids. When you add the traffic lights, the college developments, the other housing proposed and the Model farm development, without a relief road cars will sit pumping out Noxious gases while they inch along the road. Recently temporary traffic lights were used, it took 30 minutes to get along Pontypridd road. Utter Madness.

I strongly object to the proposed housing development on land off WeycockCross. This area supports significant local wildlife that should be protected from further habitat loss. The development would also severely impact traffic at Weycock Cross, a key junction and one of the main routes in and out of Barry. Additional housing here is likely to cause congestion and regular gridlock, affecting residents and motorists alike. The Vale Council must listen to the concerns of the community—many local people do not support this proposal. Priority should be given to improving existing services such as schools and healthcare for current residents

Sewage is a big issue here, when you walk through the mill wood, it regularly stinks of Raw sewage, the sewage works and the pumping stations in the area already can't cope. We are a seaside tourist town that relies heavily on that tourism, by the 28th of February this year there had already been 47 releases of sewage into our seas in on one beach, they are currently disgusting. We know you will say it's down to the water company but when did turning a blind eye to something ever do any good, build better sewage infrastructure first.

With the roads the way they are already, if there is even the slightest issue in the area, the roads clog up straight away causing hours of tail backs and Gridlock, it's so bad that is there were an incident at the airport or in Rhoose, the emergency services would struggle to get through and this would potentially cost lives. People will be missing flights because they can't get to the airport, which could shut the place, helping to ruin our local economy. The kids school bus to Ysgol Bro Morganwg and Whitmore are regularly late because of traffic already.

There are very few travel links from here, with the closest train station being a 25-30 minute walk down hill and much worse on the way back. No doctors or dentist are close, very few shops are near and the schools are a long and dangerous walk at rush hour from here. This all means people will be forced to drive everywhere adding more pressure to an already overburdened road system and if they don't drive they will be having a large number of deliveries to the site from the likes of Amazon or Tesco, again adding more cars.

We have very little by way of infrastructure here, the dentists have already dropped from 2 check ups a year to 1 and have stopped taking any extra patients, with my very small dentists struggling to cope with 14.000 patients. Our doctors in Barry are the number 5 worse doctors for appointments in Wales, this will only get worse. The schools are already full, with people having to have kids in different schools, trying to get them in on time while using the already blocked roads. Sort the infrastructure out 1st, you wouldn't build a zoo without fences would you?

There are very few jobs here in Barry, meaning most people will have to use their cars on the already overburdened roads to get to work and or a train station, due to how far away the train stations are. There is very little for the young people to do here, meaning kids are finding less acceptable things to be doing with their time.

Adding a short run off road and reducing the size of the round about will do very little to help with the already overburdened roads, that roundabout is already dangerous and with people queuing all the time it has become dangerous due to people taking unreasonable risks to make up the time they have lost in the endless queues of traffic. The traffic is so bad already that we can even get out of our street some days, no one is willing to let us out because of losing space in the queue. Where are pedestrians to cross the road?

If this goes ahead it will make a dangerous road even more dangerous, it is also going to put more pressure on the doctors and schools in the area which are already over subscribed

Why have you chosen Persimmon to build these houses, they are well known for their shoddy workmanship, with at least 2 documentaries being created about them for flooding area's, shoddy workmanship and safety issues, in one of the documentaries from 2019, Barry residents already feature complaint about them. Persimmon homes are so bad that there exists a Facebook page with almost 25.000 current members.

Why are you building on the green wedge at Weycock Cross, it is still farmed land and without farmed land we don't eat.
There is a 22 acre plot on the docks which is doing absolutely nothing, why hasn't this been considered, over an area with so much Biodiversity? It is directly next to where you are already building! This area should definitely have been considered if you have to build houses. The same as the new Aldi development of Cardiff road, why wasn't this considered for housing?

I feel that the sheer amount of traffic using Waycock Cross at peak periods is already at breaking point. When trying to navigate the area to get too or from work it is a nightmare. Adding several hundred new families and vehicles is just a ridiculous decision and will mar it even more of a nightmare.

If as you say Barry is so desperate for housing, why are only 30% of these houses affordable, do we really need the others? Who are they for? It seems to us as a community that these are not needed and are being build purely for the benefit of the rich developers and additional council tax it will provide, all at the expense of our much needed Biodiversity.

I believe the objections raised over the years remain unaddressed. The congestion at Weycock Cross is unacceptable, and adding 376 homes, many with multiple vehicles, will increase pressure. Promoting sustainable transport and excluding home working models does not solve the core issue. I am disappointed that the green wedge designation, including an SSSI, is dismissed despite its ecological value. The area's biodiversity, including hedgerows and woodland, requires guaranteed protection, which I doubt can be assured given incidents at past similar developments. Recent heavy rainfall highlights insufficient infrastructure to support the additional housing.
The objections that have been raised over the years have not been addressed. The congestion at Weycock Cross is unacceptable, and to add 376 homes many with more than one vehicle, will create more pressure. Suggestions of encouraging people to use more sustainable transport and modelling not including people working from home, is simply avoiding the issue.
It is disappointing to see that the allocation as a green wedge can just be dismissed, despite the area being green open space and a site of SSSI. It is noted that there are benefits to nature in the biodiversity of the boundary hedgerows, ditches, dense scrub, and woodland, which are noted as valuable habitats, but what protection can you guarantee these? Typically damage is caused and futile attempts made to rectify the situation after the event.
The heavy rainfall over the last few months has shown that the structures and services are not in llace in this area to cope with an additional 376 houses.
