Crynodeb o'r Gynrychiolaeth:

If the council considers themselves to be green, Why do they keep moving the goalposts regarding Green Wedge Land?
The council recently stated that CO2 emissions in Barry have risen 6%, so why do they insist on cramming more large housing developments in areas of high traffic movement

Crynodeb o'r Gynrychiolaeth:

The plan in no way meets the stated goals of addressing climate and nature emergencies nor makes any attempt it seems to hit the stated goals of a more resilient, greener, active and healthier vale. This section is so vague, it in no way addresses how these goals are intended to be attempted. It feels like the goals have been set by one committee then the ideas have been originated by another having not even read the stated goals.

Effeithiau ar y Gymraeg:

The proposals are not expected to have any adverse effects on the Welsh language. Redevelopment of the former Aberthaw Power Station as a Green Energy, Innovation and Employment Park will support regional economic growth, create high-quality jobs, and attract a skilled workforce, which can help sustain and strengthen local communities. The development aligns with the Vale of Glamorgan’s well-being objectives by supporting inclusive growth and community prosperity, and any future engagement and communications will continue to ensure opportunities for the use and promotion of Welsh within the area.

Crynodeb o'r Gynrychiolaeth:

CCR Energy welcomes the recognition within the Vale of Glamorgan Corporate Plan 2025–2030 of the Council’s commitment to delivering a Replacement Local Development Plan that balances sustainable growth with environmental, social and cultural needs. The specific reference to supporting the development of the Cardiff Capital Region Energy site (formerly Aberthaw Power Station) is strongly supported. The redevelopment of the site as a Green Energy, Innovation and Employment Park aligns with the Corporate Plan’s well-being objectives by creating high-quality employment, fostering innovation, enhancing the local environment, and contributing to the Vale of Glamorgan’s wider economic and community prosperity.

Crynodeb o'r Gynrychiolaeth:

We welcome that the Vale of Glamorgan Council has declared a ‘nature emergency’ and in 2021 committed to a target of no net loss of biodiversity in the Vale of Glamorgan. The deposit plan takes this a step further through its vision, objectives and policies in seeking the achievement of net biodiversity benefit. We also welcome the recognition within the deposit plan and supporting documents that additional growth within the Vale has the potential to lead to negative effects on nationally and locally designated biodiversity. We appreciate that the deposit plan’s policies seek to mitigate against these potential adverse effects with detailed wording and requirements. However, we consider that the deposit plan would benefit from more specific mention of designated conservation sites especially where these are related to specific allocations and their associated policies. We note this issue was raised within the Integrated Sustainability Assessment (ISA) (see Section 2 below) however we do not see this recommendation properly reflected within the deposit plan itself. We consider this is a gap that should be addressed to ensure clarity within the policy requirements for any future planning applications.

Paragraph 2.81 – The Vale Nature Recovery Action Plan
We note reference to ‘6 broad habitat types’ including Woodland, Freshwater, Grassland, Coastal, Agriculture and Urban. We suggest this is amended to ‘6 broad ecosystems’ to reflect correct terminology and the State of Natural Resources Report 2025.
