KS2 - Land to the North of Dinas Powys, off Cardiff Road - Eastbrook (DNP-H1)
I am responding to this consultation as a resident of Dinas Powys. I am objecting to the proposed allocation of the Eastbrook site (land to the north of Dinas Powys) within the Vale of Glamorgan Replacement Local Development Plan (RLDP). In my opinion, this proposal is fundamentally flawed, and I have detected no evidence to suggest that anything has changed since the site was previously turned down. There remain serious concerns regarding the following: Serious infrastructure limitations; Already overburdened highways and transport capacities; The impact on the regional landscape and environment; The continuing high flood risk in the site and surrounding areas; The lack of evidence to support deliverability and viability of future housing developments
The Eastbrook site has demonstrable groundwater emergence, low-permeability soil, and overland flow routes with interactions between ground and surface water and the existing drainage systems. In addition, there has been a history of recorded significant floodings in the area not least the recent 2020 incident. The Eastbrook site has been identified repeatedly as a location of flood risk by Natural Resources Wales. Surely these issues need to be re-investigated before moving forward with housing developments.
The infrastructure support within Dinas Powys for the increase in population as a result of further housing needs urgent consideration. There is insufficient additional capacity to support the following:- A further increase in the patient base for the one local medical centre – which took on significant number of patients from Penarth recently. In fact, I understand that the centre has not been consulted; The Schools are at full capacity. Have the head teachers been consulted? ; The roads through Dinas Powys are continuously congested not least during rush hours and opening and closing hours - Surely this congestion will increase exacerbated by parking issues; Pollution especially at these critical times will increase; The state of roads – potholes – will be an even greater issue particularly during the winter months; The pavements especially around the proposed entrance sites to the Eastbrook site are already too narrow to accommodate prams and wheelchairs; Both stations are not user friendly for those with access issues, the elderly, disabled and those with young children and prams.
Unless all these issues can be addressed which to my mind is a formidable and possibly an impossible task to achieve, I request that the Vale Council remove the Eastbrook allocation from the RDLP. There is clearly no evidence to suggest that it would benefit the village of Dinas Powys but just create concerns and distress for its residents.
