I have objections to the development of site HG1 KS2.
When deciding whether or not I was for or against the project, I've estimated its impact and evaluated that against the Wellbeing of Future Generations Act 2015. I've done this because a project which would negatively impact the aims and objectives of this, would be a project in direct opposition to the core mission of the civil service in Wales. I will be outlining my objection in reference to each of the 7 principles detailed within the act.
A Prosperous Wales
By developing on the open green space this project goes against the low carbon society outlined in this principle by removing vital plants which absorb Carbon Dioxide produced by modern society. The impact against a skilled and well-educated population would also be negative, as there are no new schools being built to accommodate the increase in population. This will in turn increase classroom size in the lcoal schools which studies have shown has a negative influence on the quality of children's education.
A Resilient Wales
This project neither enhances nor maintains a biodiverse natural environment as it actively destroys the natural environment in the process of the development. By removing the natural features in the landscape, the local area - which is already prone to flooding - will lose more of its natural flood defences making the village's capacity to adapt to climate change worse as a result.
A Healthier Wales
Green spaces have long since been documented to have a positive influence on people's physical and mental health. The fields in question are used regularly by individuals and families to get out into nature and improve their health. Not only that, but with no additional GP surgeries being built, then when people need to improve their health, the load on the local surgery - which is already above capacity havig taken on residents from 3 surgeries which were closed in Penarth - will increase leading to longer waiting times, and poorer health as a result.
A More Equal Wales
The development is poorly placed to provide equal opportunities for those intending to move into the area, this is entirely down to its location on the point furthest away from the village proper whilst still within the area of Dinas Powys. This makes it hardest for those with disadvantages (i.e., physical disabilities) to be involved in the local community which will highlight and perpetuate these inequalities.
A Wales of Cohesive Communities
The point made in "A More Equal Wales" also directly impacts this principle. By ostracising the development to the outskirts of the village, the community will not be cohesive. It is also worth considering the real world impact of this highly objected plan in that people who move in there, through no fault of their own, may be ostracised by the community because the development is being so vehemently objected.
A Globally Responsible Wales
A development which brings more people into the community whilst providing no new workplaces, schools, or health centres whilst also actively removing green spaces and natural habitats cannot be said to be globally responsible. The impact on climate change would be the most applicable global contribution, and even if the building materials and process were all net zero the development is still destroying green spaces which means that it would not be net zero in total. Following completion of the project the impact on the local roads will produce more traffic, and so more pollution in the area with regards to Carbon Dioxide in the atmosphere, light pollution and noise.
As a fluent Welsh speaker who actively encourages others to use the language where possible, it dissapoints me to think about the impact this development has on the Welsh language in the area.
Due to the location of the development, there is little option for Welsh medium education as there are no Welsh medium schools in the village. This would mean that people moving into the area with the intention of starting a family, or those who will be moving in as family units who will be changing the schools of their children will be more likely to engage in English medium education.
There is Pen y Garth nearby, but to access the school the families would need to drive as there is no public footpath along that road to travel safely to school. In your propsoal it has been stated that there is no expectation for traffic levels to increase as the new residents will all choose public transport with the station nearby. If that is correct, then I see no world where this new community would choose to engage in the Welsh medium facilities available to them.
This, of course, will oppose the principle of "A Wales of Vibrant Culture and Thriving Welsh Language" within the Wellbeing of Future Generations Act 2015.
