I am concerned that the proposed site would intrude into the green belt, risking the loss of Dinas Powys’s village identity due to "creep" merging Dinas with Llandough. Increased pedestrian traffic from Eastbrook Railway Station could cause delays and pollution without sufficient parking. The development might generate 300-400 additional cars daily, worsening traffic congestion, especially without a proposed bypass. Flooding risks from the Cadoxton River and East Brook are unaddressed in the plan, with climate change likely to worsen this. Sewerage capacity and support services like schools and healthcare also remain inadequate.
HG1 KS2 - Land to the north of Dinas Powys - 250 homes
1. The proposed site would be an intrusion into the green belt and "creep" could lead to the merging of Dinas Powys with Llandough resulting in the LOSS OF THE VILLAGE IDENTITY;
2. Active Travel - Pedestrian access to Eastbrook Railway Station will result in an increased use of the pedestrian traffic lights, meaning additional traffic hold-ups/jams and additional pollution. There are insufficient car parking spaces at the station and this fact has not been addressed;
3. Proposed 250 homes - Having regard to the fact that many occupiers will have more than one car, the development could result in 300 - 400 additional cars on site which in turn could lead to circa. 500 vehicle movements to and from the site on working days (from this site alone). Traffic flow from Barry through Dinas Powys along Cardiff Road is already considerable with traffic jams during rush hours (as well as other times of the day) - With the proposed development sites at KS1, KS3, KS4 and KS5 for 2028 homes, it is reasonable to assume that a proportion of travelers will access Cardiff through Dinas Powys along Cardiff Road. The only traffic proposal regarding KS2 is to provide traffic controlled access to and from the site which will only result in longer queues along Cardiff Road causing unwelcome delays and increased pollution for home owners/occupiers along the road. The Council needs to provide for the Dinas Powys by-pass, which is long overdue, prior to allowing further residential development in the Village. The by-pass protected line was in place before I moved to Dinas Powys in 1977!
4. FLOODING RISK & SEWERAGE ARRANGEMENTS - The flood risk from the Cadoxton River and East Brook has been an issue for many years and there are no adequate proposals in the Plan, and HG1 KS2 in particular, to address this issue. KS2 would result is an increased flow of surface water off the site and eventually into East Brook and eventually Cadoxton River leading to an increase in the flood risk. Extreme rainfall events are forecast to become more frequent as a result of climate change which will undoubtably result in further flood risk. Natural Resources Wales's Dinas Powys Flood Risk Management Scheme (Five Case Model : Outline Business Case) based on 2017 information starts by saying "We have no flood management assets in Dinas Powys at present". I am aware that the Council obtained a grant from the Welsh Government to address limited flooding related work (including removal of the old Cadoxton River bridge by Southra Park). NRW's document refers to protected species found on KS2 site, this issue has not been addressed. It also identifies that creation of a series of dams along East Brook would hold back surface water, although dams "alone won't be enough to effectively manage flood risk to Dinas Powys as a community". Such a series of dams would not be appropriate in any event on such a development site. It also refers to an additional culvert, but concludes that it would not be financially viable. A comprehensive programme of works should be undertaken before any further sites are considered for development in Dinas Powys and Estbrook. The Welsh Government's policy has been to impose a restriction against developments on site at a risk of flooding. What about foul drainage arrangements? Does the existing sewerage system have adequate capacity for an additional 250 homes?
5. SUPPORT SERVICES - The provision of support services such as schools, doctors and dentists has not been addressed to a satisfactory level
