Crynodeb o'r Gynrychiolaeth:

We write to support:
Housing allocation HG1(5) at “Land between the Northern Access Road and Eglwys Brewis Road (Site C - Central Parcel)” for 235 dwellings;

Each of these sites is owned by the Welsh Government. Sites A and B were subject of outline planning applications in 2020 for 140 and 100 dwellings respectively (LPA refs: 2020/00351/OUT and 2020/00352/OUT). These applications were resolved to be approved subject to s106 agreements in January 2022. At that time the Welsh Government were seeking to purchase Site C in order to enable comprehensive development of the parcels. Progress was delayed by the need for a Lands Tribunal case which was determined in the Welsh Government’s favour in October 2024, following which purchase of Site C was able to be completed in 2025.

Now that all sites are in single ownership, it is the Welsh Government’s intention to commission a combined masterplan covering each of the three sites (the tender for which is due to be issued very shortly) followed by disposal of the site(s) on the market while achieving maximum public values. The Land team’s aim is to increase the number of homes, including social housing, delivered across Wales while maximising public benefit. Their aim is to deliver exemplar developments which meet strong placemaking principles including active travel. The landholdings between the Northern Access Road and Eglwys Brewis Road (sites A to C) present an excellent opportunity to meet these aims.

Crynodeb o'r Gynrychiolaeth:

Llantwit Major Town Council considers that the areas identified for the development of Llantwit Major and its immediate localities are appropriate for the future development of the town. The allocation of an area between the Northern Access road and the Eglwys Brewis Road as a major land bank enables future housing developments but we question whether the infrastructure will be appropriate.

Crynodeb o'r Gynrychiolaeth:

I wonder how the services of Llantwit Major and St Athan are going to cope with such an increase in the population.

This would be an ideal site for future housing and retail with roadways, bus stops and roundabouts already in place.

Crynodeb o'r Gynrychiolaeth:

This is 1 of 3 sites in the immediate vicinity for a total of close to 500 new dwellings that are carried over from the current LDP. It appears there has been no progress with development of these sites beyond the allocation some years ago, and the outline planning permission secured by the landowner (Welsh Government) for the other 2 sites.

Crynodeb o'r Gynrychiolaeth:

Objection to Land between the Northern Access Road and Eglwys Brewis Road (Site C - Central Parcel) being designated for housing development because the boundary of this site is the side of our house and garden, far too close. This will severely affect our property, surrounding land and value of our home, making it unsafe, creating a flood risk as well as ruining our privacy. There is no demand for some many houses in such close proximity. Local services are not sufficient for the current population, local police are already overrun with anti social behaviour and health services are stretched.

Crynodeb o'r Gynrychiolaeth:

Development on this scale is wrong in principle. It totally ignores infrastructure, environmental, traffic and sewerage considerations. It completely changes the towns, villages and countryside with reckless abandon at a time when we require food security and sustainable living.

I don't believe that this is a suitable site for housing but more suited to commerical and industrial development given it's proximity to the Major Employment Allocation further down the Northern Access Road and the existing facilities at Bro Saint Athan.

Crynodeb o'r Gynrychiolaeth:

I believe Picketston Lane should be reviewed due to the large traffic implications from recent applications, especially as it is a single-car lane without a footpath, has garden gates, driveways, and a 60MPH speed limit. The Aston Martin factory application did not include a traffic survey, yet the lane experiences heavy traffic, including lorries searching for industrial units.

Housing - Land to the south of Millands Farm Proposal Number HG1(5), Land between the Northern Access Road and Eglwys Brewis Road Site A Proposal Number HG2(2) and Land between the Northern Access Road and Eglwys Brewis Road Site B Proposal Number HG2(3)

These 3 sites for a total of close to 500 new dwellings are carry overs from the current LDP. Having made several representations over the years regarding these, two of which have outline planning permission we would merely comment that it appears that there has not yet been agreement reached on a Developer Contribution (it appears the VOG Council requested £12K per dwelling and the landowner for the two sites granted outline planning permission wanted it to be only £4K per dwelling). Finally, there has been no progress with development of these sites beyond the allocation some years ago, and the outline planning permission already noted.

HG1 (5) Land between the Northern Access Road and Eglwys Brewis Road (Site C - Central Parcel)
Flood Risk: The site is located partially within Flood Zone 2 and 3 for Rivers, with the southern area of the site located within Flood Zone 3. We refer you to Sections 10.20 and 10.21 of TAN 15, which state that highly vulnerable development in Zone 3 should be avoided. Notwithstanding, we acknowledge that at masterplanning stage, there is scope to locate residential development away from areas of flood risk. We also welcome that Appendix B of your Infrastructure Delivery Plan notes the requirement for an FCA at project level for this site.
Watercourse: Boverton Brook (Main River) runs through the site and any development will need to ensure no adverse impacts to the watercourse with appropriate buffers and design considerations.

Crynodeb o'r Gynrychiolaeth:

Whilst we do not oppose the overall principle of residential development at Site C (Central Parcel), this position must be considered in the context of the wider allocation. Applications for Sites A and B (2020/00351/OUT (Site A) & 2020/00352/OUT (Site B)) are currently pending subject to respective Section 106 Agreements, with prolonged negotiations resulting in significant delays to delivery. This experience clearly demonstrates that development within this allocation is complex and subject to extended viability and legal discussions, which inevitably impacts the rate at housing is able to come forward.

According to the Council’s register we understand Site C has not been subject to any formal planning application, and therefore there is no detailed evidence available regarding the proposed layout design, infrastructure requirements, viability, or anticipated submission and determination timeframes. Despite this, the Council’s housing trajectory assumes development commencing in 2028/29, with 35 units initially and 45 units annually thereafter. Given the absence of a live application and the precedent of delays on Sites A and B, these delivery assumptions appear overly optimistic based on current evidence.

On that basis we maintain that the Council should reassess the trajectory assumptions for this particular site and identify other alternatives to help account for any unforeseen slippage on Site C. The overarching purpose of which shall be to ensure the RLDP incorporates sufficient flexibility to consistently meet housing need over the entire plan period.
