We write to support:
Housing allocation HG1(5) at “Land between the Northern Access Road and Eglwys Brewis Road (Site C - Central Parcel)” for 235 dwellings;

Each of these sites is owned by the Welsh Government. Sites A and B were subject of outline planning applications in 2020 for 140 and 100 dwellings respectively (LPA refs: 2020/00351/OUT and 2020/00352/OUT). These applications were resolved to be approved subject to s106 agreements in January 2022. At that time the Welsh Government were seeking to purchase Site C in order to enable comprehensive development of the parcels. Progress was delayed by the need for a Lands Tribunal case which was determined in the Welsh Government’s favour in October 2024, following which purchase of Site C was able to be completed in 2025.

Now that all sites are in single ownership, it is the Welsh Government’s intention to commission a combined masterplan covering each of the three sites (the tender for which is due to be issued very shortly) followed by disposal of the site(s) on the market while achieving maximum public values. The Land team’s aim is to increase the number of homes, including social housing, delivered across Wales while maximising public benefit. Their aim is to deliver exemplar developments which meet strong placemaking principles including active travel. The landholdings between the Northern Access Road and Eglwys Brewis Road (sites A to C) present an excellent opportunity to meet these aims.

The work carried out to support applications 2020/00351/OUT and 2020/00352/OUT along with the viability appraisal submitted in respect of the three sites suggest the sites are deliverable in a policy compliant way now that the ownership situation has been clarified. The Welsh Government remain committed to bringing these sites to the market to deliver homes, including affordable homes.
