Crynodeb o'r Gynrychiolaeth:

The Council’s claims of sustainability are unsubstantiated. Local primary and senior schools, as well as the medical centre, are already significantly oversubscribed. Furthermore, there are no shops within a reasonable or safe walking distance of the site.

Any claims that 'modern sustainable drainage systems' would be capable of managing surface water runoff and reduce the risk of flooding would need to be substantiated. There needs to be independent evidence regarding drainage. The site is naturally boggy with significant underground water courses. Past "modern" solutions at Llandough hospital have failed, increasing flood risk and silt in the Eastbrook. I am also concerned by a potential conflict of interest, as the council’s flood consultants are also employed by the developers.

The development will exacerbate existing congestion on Cardiff Road; a bypass for Dinas Powys remains a non-starter. The proposed Active Travel routes are non-viable due to steep gradients, narrow lanes (110cm–180cm), and safety concerns. Public transport is an inadequate alternative: the bus service is underutilized, and local train stations are overcrowded and inaccessible to those with limited mobility.

This project would erode the greenbelt, merging Dinas Powys with Penarth and Llandough. This loss of rural character and wildlife habitat will negatively impact community wellbeing and mental health. Additionally, I am concerned about a potential rise in crime and anti-social behavior, mirroring issues seen at recent local developments.

Dinas Powys lacks links to employment zones, and with rising regional redundancies, this would merely become a "commuter belt" that contradicts RLDP objectives. I also question the necessity of the volume of housing and find the 40% affordable housing requirement disproportionate.

Access to the Eastbrook site is also a concern. Didn't the VoGC Highways department previously conclude that the Eastbrook site is unsuitable?
