Dear Planning Officer,
I write to register a strong formal objection to the above application for residential development on the field at Weycock Cross, Barry.
This proposal for 376 dwellings, when considered in isolation, raises serious concerns. However, when viewed in the context of a further 1,500 dwellings proposed in the wider area, the cumulative and long-term impacts become profoundly significant.
The scale of growth proposed represents a strategic expansion of the area, yet the supporting infrastructure and mitigation measures do not appear to reflect development of this magnitude.
Highway Capacity and Severe Cumulative Impact
The existing roundabout and surrounding highway network are already subject to congestion, particularly at peak hours. An additional 376 dwellings — and the associated vehicle movements — would materially worsen traffic conditions. When combined with the further 1,500 proposed homes, the cumulative transport impact is likely to be severe.
Without clear, funded and deliverable highway upgrades demonstrated in advance of occupation, this development risks creating unacceptable congestion, increased accident risk and long-term network failure.
Flood Risk and Loss of Natural Drainage
The site is currently permeable greenfield land that contributes to natural surface water absorption. Its development would reduce infiltration and increase runoff, potentially heightening flood risk locally and downstream.
Given the scale of cumulative development proposed, incremental loss of natural drainage capacity across multiple sites poses a genuine long-term resilience concern. Approval without fully evidenced, sustainable and enforceable drainage solutions would be contrary to responsible planning in the context of climate change.
Unsustainable Pressure on Health, Education and Community Services
Local GP surgeries, schools and emergency services are already operating at or near capacity. The application does not clearly demonstrate how services will expand proportionately to accommodate growth of this scale.
Approving 376 homes in advance of guaranteed infrastructure delivery — particularly when a further 1,500 dwellings are anticipated — risks creating systemic strain on public services and undermines community wellbeing.
Loss of Green Infrastructure, Biodiversity and Local Character
The field currently contributes to biodiversity, open space provision and the semi-rural character of the locality. Its loss would diminish local distinctiveness and erode green infrastructure networks.
National planning policy in Wales places strong emphasis on placemaking, biodiversity enhancement and maintaining local character. The permanent loss of undeveloped land, without demonstrable ecological net benefit and strategic green infrastructure planning, conflicts with these objectives.
Well-being of Future Generations (Wales) Act 2015
Under the Well-being of Future Generations (Wales) Act 2015, public bodies — including Vale of Glamorgan Council — are required to act in accordance with the sustainable development principle and consider the long-term impact of their decisions.
This includes preventing problems from occurring or worsening in the future, integrating infrastructure planning, and ensuring cohesive, resilient communities.
Approving substantial housing growth without fully secured, phased infrastructure delivery would risk failing to meet these statutory duties, particularly in relation to resilient communities, a healthier Wales, and cohesive communities.
Conclusion
Taken together, the highway implications, flood risk concerns, pressure on essential services, loss of green infrastructure and the cumulative impact of 376 dwellings alongside a further 1,500 proposed homes demonstrate that this development does not represent sustainable development in its current form.
I respectfully request that the Local Planning Authority refuse this application unless comprehensive, fully funded and enforceable mitigation measures are secured in advance and assessed cumulatively against all planned growth in the area.
