We write to support:
Housing allocation HG2(3) at “Land between the Northern Access Road and Eglwys Brewis Road (Site B - Eastern Parcel)” for 100 dwellings.
Each of these sites is owned by the Welsh Government. Sites A and B were subject of outline planning applications in 2020 for 140 and 100 dwellings respectively (LPA refs: 2020/00351/OUT and 2020/00352/OUT). These applications were resolved to be approved subject to s106 agreements in January 2022. At that time the Welsh Government were seeking to purchase Site C in order to enable comprehensive development of the parcels. Progress was delayed by the need for a Lands Tribunal case which was determined in the Welsh Government’s favour in October 2024, following which purchase of Site C was able to be completed in 2025.
Now that all sites are in single ownership, it is the Welsh Government’s intention to commission a combined masterplan covering each of the three sites (the tender for which is due to be issued very shortly) followed by disposal of the site(s) on the market while achieving maximum public values. The Land team’s aim is to increase the number of homes, including social housing, delivered across Wales while maximising public benefit. Their aim is to deliver exemplar developments which meet strong placemaking principles including active travel. The landholdings between the Northern Access Road and Eglwys Brewis Road (sites A to C) present an excellent opportunity to meet these aims.
The work carried out to support applications 2020/00351/OUT and 2020/00352/OUT along with the viability appraisal submitted in respect of the three sites suggest the sites are deliverable in a policy compliant way now that the ownership situation has been clarified. The Welsh Government remain committed to bringing these sites to the market to deliver homes, including affordable homes.

Llantwit Major Town Council considers that the areas identified for the development of Llantwit Major and its immediate localities are appropriate for the future development of the town. The allocation of an area between the Northern Access road and the Eglwys Brewis Road as a major land bank enables future housing developments but we question whether the infrastructure will be appropriate.

The land at the former Eagleswell School site should be reserved for health and social care facilities. We note the land between Llantwit Major and Llanmaes should serve as a green wedge and the provision of retail floorspace, both of which are appropriate. We also note that Site ID 424 sits partially within the Llantwit Major boundary and is appropriate for employment

Development on this scale is wrong in principle. It totally ignores infrastructure, environmental, traffic and sewerage considerations. It completely changes the towns, villages and countryside with reckless abandon at a time when we require food security and sustainable living.
This plan requires a focus on smaller scale development everywhere combined with an appropriate increase in existing infrastructure. This would protect existing towns, villages and countryside from over development. In an insecure changing world we are going to need to allocate more land for food supply and energy production/storage.

I believe Picketston Lane should be reviewed due to the large traffic implications from recent applications, especially as it is a single-car lane without a footpath, has garden gates, driveways, and a 60MPH speed limit. The Aston Martin factory application did not include a traffic survey, yet the lane experiences heavy traffic, including lorries searching for industrial units.

I have contacted the planning department previously on 13/1/2026
to ask for the highways traffic analysis on Picketston Lane CF624QP,
to date l have had no response.
With the above applications all having large traffic implications I feel that Picketston Lane being a single car lane come under review.
A traffic survey was not included in the application for the Aston Martin factory and subsequently the lane is subject to large amounts of traffic and regular lorries (lost )looking for industrial units and factories.
The Development Plan for the above will all generate a large amount of traffic of all types.
Please note that Picketston Lane has no footpath and has garden gates opening onto the highway and field/animal access along with driveways and also a national speed limit of 60MPH.
Please advise on the action to be taken.

a. The site is directly in front of a live firing range used daily by the Army sometimes up until 22.00 hours at night.
b. I believe it is immoral to allow residential buildings to be constructed in this aggressive environment which could have significant mental impact on children brought up on the site.

These 3 sites for a total of close to 500 new dwellings are carry overs from the current LDP. Having made several representations over the years regarding these, two of which have outline planning permission we would merely comment that it appears that there has not yet been agreement reached on a Developer Contribution (it appears the VOG Council requested £12K per dwelling and the landowner for the two sites granted outline planning permission wanted it to be only £4K per dwelling). Finally, there has been no progress with development of these sites beyond the allocation some years ago, and the outline planning permission already noted.
