I object to the inclusion of the Cosmeston Upper Farm site in the RLDP because it has not demonstrated that it is viable, deliverable, or compliant with Welsh Government planning requirements. Key issues remain unresolved, including flood risk, lack of a confirmed flood-free or resilient access route, unclear site boundaries due to coastal rollback considerations, and no clear plan for biodiversity enhancement or community land provision. A required Stage 3 Site Specific Viability Assessment has not been transparently completed. Until these matters are properly assessed and resolved, the site should not be rolled forward as a housing allocation.

The area is not suitable as the land to the west of Upper Cosmeston Farm is heavily contaminated being a former landfill site. There is coastal erosion of the cliffs. The area’s natural beauty will be compromised with it a requirement that the Vale’s Heritage Coast be free from any development which would impact negatively upon its aesthetics. The area is already heavily congested with traffic and an extra 576 cars on the road will have very real consequences for the environment. There is numerous wildlife such as bats and their roosts which will be destroyed.

The RLDP inclusion for rolling forward is contrary to the DMM requirement that site-specific allocations have delivery/viability evidence. A Stage 3: Site Specific Viability Assessment is needed, in order to ensure that sites which progress to allocation within the RLDP can satisfy new policy requirements and remain viable and deliverable.
