Crynodeb o'r Gynrychiolaeth:

We object to the spatial growth strategy within the Deposit Plan and consequently question its soundness and delivery. Specifically, we object to the 'Strategic Growth Area' (SGA) strategy, which creates an over-reliance on a single defined area while neglecting the Rural Vale.

The Plan is internally inconsistent: while it recognises a critical need for affordable housing—particularly for an increasingly ageing population and to prevent the out-migration of younger working-age residents—the lack of allocations in Minor Rural Settlements (such as Bonvilston) undermines these objectives. The current strategy fails to address the high entry costs in rural areas (where average prices exceed £800k) and ignores the Local Housing Market Assessment (LHMA) requirements for affordable delivery outside the SGA.

Furthermore, the Plan fails to account for the functional relationship between the Western/Northern Vale and external employment hubs in Bridgend and Talbot Green/Llantrisant. By focusing growth solely on rail-accessible settlements, the Plan ignores the 'inherently rural' nature of the Vale and fails to support sustainable bus-based transit and local employment opportunities. To be sound, the Plan must pursue a strategy that allocates a greater proportion of small-to-medium sites in rural settlements to ensure delivery in the short-to-medium term and to create a more balanced demographic and economic future for the Authority.
