The site lies within the Thaw Valley Special Landscape Area, and development in this location would undermine the need to protect the character, environmental quality, and rural setting of this sensitive landscape. The current assessment appears to underestimate the impact of development, particularly in relation to the site’s compatibility with the existing built form, its visual impact on the landscape, and its environmental significance. Given the low housing density and rural character of the surrounding area, development of this scale would be out of keeping with the existing landscape and should therefore be rated red rather than green or amber in the relevant placemaking assessments.
The proposal would also negatively affect an established public footpath within the area, reducing the value of an important local recreational amenity.
Access to the site presents further concerns. St Athan Road is narrow and subject to width restrictions, and additional traffic generated by a development of this scale would increase congestion and raise safety risks. Construction traffic, including heavy goods vehicles, would likely cause significant disruption. The steep gradient of the site would also contribute to higher carbon impacts associated with development and access.
The site is poorly served by public transport and lacks adequate pedestrian and cycling infrastructure. There are no pavements along the roads serving the site, and existing paths do not meet the Council’s minimum width standards. As a result, future residents would be heavily reliant on private vehicles, which conflicts with sustainable transport objectives.
The draft Cowbridge Placemaking Plan emphasises the importance of protecting the town’s character, local identity, and surrounding landscape. Development of Bryn Mellin on greenfield land would conflict with these principles. In addition, Cowbridge and Llanblethian Community Council and Cowbridge Town Council have both unanimously opposed the inclusion of Site 370 in the RLDP.
I respectfully request that it be removed from the RLDP.
I am writing to formally object to the inclusion of Site 370 (Bryn Mellin) in the RLDP Final Draft.
