An outline of core infrastructure development -Sewage, water treatment, sub station capacity, generation capacity (solar on existing roofs + new builds - not on farmland) , tidal / nuclear at Aberthaw, etc to enable the existing infrastructure to meet the planned needs *before* embarking on new housing - My hometown was on of the "1960's new towns" the current set of housing being built there in the 2020's is only now using up the last of the reserved land - all roads, services and sewage capacity has been in place for decades - "active travel" was part of the plan from day 1.

This key infrastructure is missing from the vale and area planning - e.g. St Athan railway station is on the plan but has been in 'consultation' for decades - by building housing on the existing station halt it will require a track regrading and add several million to the cost -- Only once this is built should any additional housing that relies on it be built. The same applies for the current sewage spills after heavy rain - fix this before adding to the problems..

The concept of "zero carbon" in the given time-frame (2030) is not possible and by default it sets up all other premise to failure..
At no point has this addressed the need for accessible green space, increased and sustainable infrastructure and only then additional housing..
