I support this policy but do question why such a long period for the initial space heating demand requirements and energy use requirements. The council should be pushing for the higher efficiency standards immediately rather than up until 2030. It feels like the council is deliberately giving housing developers an opportunity to increase profits and build cheaper less efficient housing by having these dates knowing the vast majority of new housing within the plan is likely to be delivered before 2030.
