There should be quantifiable goals in these key themes. ie ensure all new housing built in the vale exceeds the goals set for new builds in terms of meeting the Uk future homes standard. Or increasing the number of journeys undertaken by active travel from x percent to x percent.

The key themes do not go far enough and lack measurable goals. There is no real accountability to these goals. Instead of stating simply things like "Prioritise climate change adaption and mitigation" they should set a concrete goal that can be held accountable with figures and data.
