I believe allocating retail space out of town in open countryside conflicts with sustainability goals and protecting open spaces and accessible town centres. Including a retail policy within a designated "green wedge" is contradictory, as both should be protected from urban expansion and retail development. The Retail Study indicates sufficient local convenience retail capacity, but any growth should undergo detailed assessment and prioritise town centre locations, which are more sustainable. Additionally, the allocation policy is premature given ongoing investigations into the Council's planning enforcement issues.
Delete proposals to a retail allocation in the open countryside. Reinforce the town centre first principle policy for sustainable development
Allocation for out of town retail in open countryside is at total odds with the wider sustainability objectives and need to protect open countryside and sustainable access to town centres.
Including a retail allocation policy within the other policy of nominated "green wedge" is contradictory - if this should be protected from urban expansion it needs to be protected from delivery of town centre retail uses as well
The Retail Study already shows a high level of retained capacity of convenience retail spend in the local area and whilst there may be theoretical capacity for growth this needs much more detailed consideration as to location and sequential site test to concentrate such uses in and to support the core town centre which is by definition a far more sustainable/walkable and public transport focused destination.
The allocation policy is also premature whilst PEDW properly investigate the Council's poor control of planning policy by approving a non-compliant application against officers advice.
