Crynodeb o'r Gynrychiolaeth:

We write to support Policy SP14 'EMPLOYMENT GROWTH' and in particular to the Policy's allocation of Bro Tathan Business Park.

We note and welcome that the policy allocates additional land at the Business Park compared to the Preferred Strategy consultation document. The Bro Tathan Business Park has the ability to cater for general employment demands, but also has very significant potential to cater for highly specialised/niche employers which require air-side facilities and/or very large single site opportunities.

We note that the Employment Land Study identifies 66.7 hectares of net developable land at Bro Tathan, which we understand reflects areas with planning permission and an application currently pending determination at the eastern zone. While we believe that, depending on tenant/developer demand, Bro Tathan Business Park could accommodate additional development in the Plan period, we note that the whole site is protected as an existing employment site under Policy EMP3 (4). As such, any further development would be able to be determined on its merits and considered to be in accordance with the Development Plan in principle. We consider, therefore, that the Plan accommodates sufficient flexibility to meet changing requirements which could potentially exceed 66.7 hectares at Bro Tathan Business Park.

Crynodeb o'r Gynrychiolaeth:

Given the Welsh Government's objectives for the site to cater for general employment demands (including specialised/niche employers, operators requiring air-side facilities and inward investors seeking a very large single site opportunity), we consider the policy should refer to “Bro Tathan Business Park” rather than “Bro Tathan Aerospace and Business Park

Crynodeb o'r Gynrychiolaeth:

I support these business developments in principle but fear that they will come before existing road and transport infrastructure is upgraded to cope. There needs to be substantial improvements to transport infrastructure before these sorts of developments are considered. By developing the business zones first the council also risks only attracting low quality businesses to the area as the higher quality businesses will be put off by poor infrastructure and transport links.

Effeithiau ar y Gymraeg:

More chance using east camp facilities for promoting Welsh Language for a wider population and not demolishing existing first class facilities on site for 1400 new homes which would also benefit from the facilities there.

Crynodeb o'r Gynrychiolaeth:

Proposed 1400 homes East Camp St Athan air base - site now VOG owned. Object strongly as many locals do demolition of 1) First Class condition - 400 seats purpose built cinema 2) 400 seat purpose built purpose built cinema Olympic size X standard pool 3) 2 sports hall X track of Olympic standard first class order. 4) 2 medical centre purpose built first condition.

Crynodeb o'r Gynrychiolaeth:

Strategic Opportunity at Bro Tathan

In addition to the above points, we advise that the Bro Tathan area of the Vale includes a number of different allocations and is already known as an important ecological area for great crested newts (GCN) and dormice, in particular. Given the commitments already made under previous planning applications at the site and the necessary requirement for future biodiversity provisions, we advise a more strategic overview of the area should be considered and either set out within the deposit plan or secured within an updated GIS. This will ensure that development in the area:
• does not cause detriment to the maintenance of the favourable conservation status of protected species;
• results in green spaces and infrastructure that is meaningfully spatially connected and sufficient in size. Overall, we consider piecemeal development of the St Athan area will not lead to effective conservation delivery and will make the planning process less efficient at project level.

Protected Species: The site is located within an important area for GCN and dormice. As mentioned, this area would benefit from spatial planning of biodiversity provision at a greater scale to better inform allocation.
Land Contamination: Given previous land use at site, a Preliminary Risk Assessment would be required at planning application stage to determine risk of land contamination.
