Migration will effect any language unless minor rural settlements keep their youngsters and thus clear need for affordable housing.

This should be supported and supplied as there is a clear need for local indigenous youngsters futures or inevitable migration from these minor rural settlements will continue a pace

What does small scale comprise of. Will there be extra schools to cope with these challenges. Are there going to be more dentists and doctors to cope with challenges.
