Identify the reality that Barry is not currently the most sustainable option for new development until infrastructure in the form of roading, public transport, healthcare and education facilities are upgraded to a level with excess capacity over what is currently required.

Barry is not the most sustainable location for new development. If the council listened to residents it would realise most residents do not find the current infrastructure adequate enough and strongly oppose new development and population growth until infrastructure and facilities can meet the demand of the existing population.

Working population census should be updated and make a significant contribution to the long term plans of the area.
More dialogue with the Welsh Government regarding allocation of affordable homes in special areas to enhance well-being and deviation to enable more green space and better planning. In addition more dialogue with WG regarding the St Athan enterprise zone to ensure a more sustainable plan releasing land for retail, small industrial units etc.,

This LDP is not sound on a number of significant areas'
Housing - is too geared towards where land owners and developers 'want' to build rather than any overall sound 'planning' strategy. Not enough engagement with local communities. Building to tick box of Welsh Government rather than a sustainable need - in particular with regard to connectivity the census of working residents is well out of date . Within the yrs out of date, since this time we have lost work at former RAF base St Athan, The Power Station and more! This census should be updated before any sound plan can be made towards housing and infrastructure. In the documents migration is identified as largest movement is from Cardiff to the Vale. Therefore connectivity should will be a major impact to the 'well-being' of residents as they attempt to travel back to Cardiff or wider area for work. Updating the work demographic should be a foundation of the policy. While affordable homes is a need building them to sale only works for the short term, as they are more likely to be sold on at full market value. St Athan has been identified as a deprived area of the Vale next to areas of Barry. Yet I can see no evidence in the plans to change this, the number of low value housing is high in this area with the former RAF houses and this should be taken into account with the number of additional ones added in the extensive housing allocation for this area. The Vale of Glamorgan spent a lot of money on the 'Well being survey' lets see some outcome - St Athan has a lack of 'green space', trees and recreation facilities.

Retail - There is mention of a need for extra shopping allocation in the Llantwit Major area - again let us look at sound planning rather than where the developer found a field to buy! The best place would be in the Town Centre, but without the space the next most logical and sustainable site for an additional supermarket would between the vastly enlarged St Athan and more affluent Llantwit Major - a site on the former RAF St Athan would make much more planning sense, being accessible with excellent walking and cycling, bus, and vehicle access for both communities.
