I understand that the site is not suitable for new housing as it is BMV land, and the Local Planning Authority (LPA) is advised to prioritise brownfield and lower-quality agricultural land. Pendoylan has limited services, and residents depend on private transport for essentials. New development should be in sustainable, well-connected locations prioritising active travel and reducing car reliance. Major development in Pendoylan would conflict with national planning policies, and new homes should be situated where existing or potential services, active travel, and access to employment are available.
As concluded in the RLDP Stage 2 Candidate Site Register, this site is not a sustainable or suitable location for new housing development. It reports that the land is BMV land (in part Grade 2). PPW expects LPAs to avoid allocating BMV land for development and take sequential approach to site allocation so that brownfield and lower-quality agricultural land is preferred to BMV land. Fundamentally, the VOGC has also previously, accurately concluded that Pendoylan, as a settlement, contains few services (only a primary school, and Church) and residents rely on private transport to access all other essential services and facilities. PPW requires that all new development is located in sustainable, well-connected places and designed to priortise active travel, reducing the reliance on private cars. Clearly any new, major development in Pendoylan would conflict with national planning policy. Whilst it is acknowledged that there is a need for new homes in the VoGC, not least affordable homes, this should be located in, or on the edge of, those settlements that have or could sustain the essential services and facilities, active travel and good access to jobs, that any new residents demand.
