I believe continuing with a third phase of development in Sully would be disastrous for the village and reckless by the Council. The current Phase 1 and 2 developments have already strained transport, education, and leisure services. Such expansion contradicts the RLDP, its sustainability and health guidance, and the Vale of Glamorgan Wellbeing Plan, which promote a greener, healthier, and more connected community. The area lacks proper public transport and active travel links, and existing infrastructure cannot support more residents without significant improvements. Development should only proceed when sustainable transport and infrastructure are in place.

To propose to continue building in Sully with a third phase would be catastrophic for the village and quite frankly reckless from the Council. Already the current situation with Phase 1 and 2 of the Taylor Wimpey development is untenable and has created pressure on the already poor transport, school and leisure infrastructure. The first thing to note is that allowing a third phase would be contrary to the RLDP itself and in particular contrary to its integrated sustainability appraisal and the draft healthy placemaking supplementary planning guidance and hence national legislation and guidance too, which it supposedly aligns with. It is also contrary to the Vale of Glamorgan Wellbeing Plan 2023-2028 and its three key objectives of 'a more resilient and greener Vale', 'a more active and healthier Vale' and 'a more equitable and connected Vale'.
To continue building in Sully goes against in particular, "Objective 1 - Mitigating and Adapting to Climate Change", "Objective 2 - Improving Mental and Physical Health and Well-being" and "Objective 8 - Promoting Active and Sustainable Travel Choices" of the RLDP. Sully does lacks public transport options and does not have links to active travel networks. The proposed footpath and cycle path along Swanbridge Road and along Cog Road have not been built, as was promised. People who have moved into the new development are totally relying on private cars to go anywhere. The current new development is not even well connected with the existing village. One of the only walking paths connecting the new estate to the older part does not have accessible access for wheelchair users or people with pushchairs. The current road network is not coping with the current traffic flows, so how can it accommodate more housing, if public transport and active travel infrastructure is not improved first. New development should only be allowed where the infrastructure is in place to allow for people moving in to create sustainable habits of walking, wheeling, cycling and connecting to public transport and not locking them into private car use.
