Having looked into planning details in great detail for the proposed road, I would suggest before considering this site that the Council consider.
-The village in a Conservation area and there is policy and planning protection provided, including the views in and out of the area.

-The Ely Valley is a Site of Special Scientific Interest with protection provided for the area.

-From a traffic and environmental reason, brown field sites and sites along regular transit routes should be considered first..

These aspects were not considered for the road and a huge amount of money was spent.

Having looked into planning details in great detail for the proposed road, I would suggest before considering this site that the Council consider the fact the village is in a Conservation area and there is a huge amount of protection provided in policy for the area, and importantly in this case, the views in and out of the area.

"The Council will seek to ensure that all development respects the important
views within, into and from the Conservation Area, as identified in the appraisal. The Council will
seek to ensure that these views remain protected from inappropriate forms of development.”

Secondly, The Ely Valley is a Site of Special Scientific Interest (SSSI) so there is a huge amount of protection provided here for the area.
"The Ely Valley and ridge slopes are designated by the Vale of Glamorgan Council as a
Special Landscape Area (SLA): Within the special landscape areas identified above, development
proposals will be permitted where it is demonstrated they would cause no unacceptable harm to
the important landscape character of the area". (Policy MG 17, Vale of Glamorgan LDP (2011-2026)).

These aspects were not considered for the road and therefore a huge amount of money was spent, and these aspects would have likely halted the road development.

Finally, I would hope from a traffic and environmental reason, the council would consider firstly brown field sites, and secondly prioritise sites along regular bus and train routes rather than country roads.
