SP17 - SUSTAINABLE WASTE MANAGEMENT

Representation ID: 5165

Received: 05/03/2026

Respondent ID: 676

Respondent: Breedon Trading Limited

Welsh language effects:

A minor contribution may be had through the provision of high skilled manual employment that the development would facilitate.

Representation Summary:

I support adding non-operational minerals sites for sustainable waste management but believe Wenvoe Quarry should be designated for handling residues from recycled Construction and Demolition Waste or imported non-recyclable materials like clays. This would replace the closed Whitehall site in the Vale, which is no longer operational, and I note that no similar facilities remain in the Cardiff area, with the nearest, Hendy Quarry, approaching closure.

Full text:

The Company supports the addition of non-operational minerals working sites to the list of sites where sustainable waste management facilities will be acceptable. It feels, however, that the policy should go further and identify Wenvoe Quarry as a suitable location for residues arising from the treatment of Construction and Demolition Waste (CDW) which has previously been subjected to recycling (according with national policy) or material not suitable for recycling such as clays would be imported. Such a facility would be a direct replacement for the closed Whitehall site in the Vale; indeed the Company believes there are no such facilities remaining in the greater Cardiff area and that the closest, Hendy Quarry in Rhondda Cynon Taf is close to closure.
