The Council considered the content of the plan at its meeting on 19 February 2026 and its main concern relates to the proposed housing development of housing off Cardiff Road. The Council is very concerned about the additional traffic generation and its impact on the Merrie Harrier junction which could potentially lead to excessive traffic generation at the junction which will adversely impact the communities of Llandough, Dinas Powys and Penarth and beyond. It is considered that the junction would not have the functionality to deal with the additional traffic.
